CllY OF ENGLEWOOD CODE ENFORCEMENT ADVISORY COMMITTEE Minutes from the Meeting of November 18, 2009 CALL TO ORDER ~ The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6 :36 p.m. by Marty Mosman, Chair. Roll Call Present: Chair Mosman and Members Bayless, Becker, Hart, Hoagland, Wilson and Alternate Member Berger. Absent/Excused : Member Hinger. A quorum was present Ex-Officio Members Present: Council Liaisons Mccaslin and Penn, and Staff Liaisons Flaherty and Sergeants Contos and Englert. Ex-Officio Members Absent: None. APPROVAL OF MINUTES ~ A motion was made by Marjorie Becker and seconded by Susan Bayless to approve the minutes of the September 16, 2009 meeting. There being no changes , the minutes were approved. PUBLIC OPEN FORUM ~ Member Becker commented on an objectionable sandwich board in front of a lingerie shop on Broadway and provided photographs . Discussion ensued. Christian Contos will contact the City Attorney 's Office to see if they are willing to prosecute and whether we want to proceed . IV. NEW BUSINESS a. Police Department Organizational Changes ~ Christian Contos discussed Police Department organizational changes and introduced Sergeant Tim Englert as the new Code Enforcement Liaison. Early next year, the new impact team will attend a Code Enforcement Advisory Committee meeting and be introduced. V. UNFINISHED BUSINESS a. View video on the Colorado Humane Society Animal Shelter ~ As the Colorado Humane Society is closing, this topic is essentially mute; however, Council Liaison Penn will share this video at a future meeting. Discussion ensued on the Humane Society of the South Platte Valley. The City of Englewood wi ll contract with this group for animal shelter services starting in December. Their new facility is located on Chenango just west of Santa Fe. b . ~ Member Hoagland opened a discussion on the sign issue recently discussed at a Public Hearing and asked what sort of input City Council would like from CEAC. Council Liaison Penn indi cated that Council is looking to ACE and the BID for inpu t. Member Becker circ ulated photographs of signage used in other cities; these photos will be forwarded to Tric ia Langon in the Community Development Department for distribution to the ACE Committee. Discussion ensued. VI. CODE ENFORCEMENT REPORT The fo ll owing topics were discussed. a. b. c. d. e. f. ~ September/October statistical reports -Ch ristian Contos reported that this month's statistics are down significantly from last year. ~ Snow removal o n foreclosed properties. ~ Council Request -Council Liaison Mccaslin w ill enter a Council Request on "How many residential foreclosures are in p rocess or vacant in th e City of Englewood ?" ~ Stray shopping ca rts -These are returned to owners by a private contractor. The shopping cart hotline number is 303-762-2323. ~ Division of Wildlife -A pdf of a brochure on "Human/Coyote Wildlife Conflicts " is now posted on the City's web site under Inside City Hall /Police Department/Code Enforcement/ Animal Control. ~ The number of cars a person in Englewood can own and enforcement. VII. TOPICS FOR FUTURE MEETINGS • Report from Code Enforcement regarding objectionable sign on Broadway. VIII. ADJOURNMENT ~ There being n o further business, the meeting was adjourned at 7:44 p.m .
