CALL TO ORDER City of Englewood Code Enforcement Advisory Committee Minutes from the Meeting of January 21, 2009 The re gular meeting of the Englewood Code Enforcement Adv is o ry Committee was called to order at 6 :38 pm by Chair Hoagland. Roll Call Present: Chair Hoagland, and Members Ba y less, Becker, and Hart. Absent/Excused: Members Mosman and Wilson . A quorum w as present. Ex-Officio Members Present: Council Liaison Penn, and Staff Liaisons Flaherty and Sergeant Contos. Council Liaison Mccaslin participated v ia teleconferencin g until 7:15 pm. APPROVAL OF MINUTES A motion to approve the minutes of the December 1 7, 2008 meeting was made by Member Ba y less and seconded by Member Hart. Member Becker abstained . The minutes w ere approv ed as submitted . PUBLIC OPEN FORUM None IV. NEW BUSINESS Chair Hoagland announced that Tealee Hinger will be presented at the February 2 nd City Council meeting for appointment as an alternate member to Code Enforcement Advisory Committee. Also, as Djaniera Cox has missed a number of meetings, Chair Hoagland will contact her about continuing to serve on the Committee. V. UNFINISHED BUSINESS a. Update on the Colorado Humane Society Staff Liaison Flaherty ga v e an update on the status of the Colorado Humane Society. Primary issues at this point are financing, caring for animals, and spa y ing and neutering. • • VI. • b. Report on Wildlife Policies, Ordinances, and Statutes in other Jurisdictions Sergeant Contos made a report to the Committee. He advised that code officers are unable to enforce Colorado State wildlife policies; they have authority to only enforce Englewood municipal laws . Police officers, however, are certified to enforce State wildlife laws . Discussion ensued. Member Becker made a motion requesting that the City Attorney generate a draft ordinance for the City of Englewood reflecting the language of the Colorado State Division of Wildlife regulation regarding the prohibition of feeding of wildlife. Discussion ensued. Member Becker amended the motion to include prohibition of feeding stray dogs and feral cats . Chair Hoagland seconded this motion. The motion was approved by the Committee. c. Dissemination of Information on the Dangerous Animal Ordinance through the City Website d. Member Hart will summarize this ordinance in a manner which can easily be understood for distribution to the public. Update on Dangerous Dog Education and Behavioral Training The Dangerous Animal Task Force Committee has not yet been able to meet. e. Court Response to Violations Bureau Questions Questions submitted were not answered adequately for Committee members; Mike Flaherty will follow up with the Courts . f. Assistant City Attorney Response on Reversal of Guilty Plea Member Hart has been unable to contact the Assistant City Attorney. She will follow up and report back at the February Code Enforcement Advisory Committee meeting. CODE ENFORCEMENT MONTHLY REPORT Sergeant Contos' 2008 Code Enforcement Year-end Report to Chief of Police Vandermee, Violation Cases for December 2007 and 2008, and annual Violation Cases for 2007 and 2008 were briefly discussed. Code officers are currently inundated by graffiti which is most prevalent in northwest part of city, industrial areas, along the light rail and along Broadway . 2 • • • VII. Education is a primary goal in 2009 and Code Enforcement will write a regular column in The Englewood Citizen. TOPICS FOR FUTURE MEETINGS • Training and ownership issues for "at risk " dogs • Draft ordinance prohibiting the feeding of wildlife • Code violations that could potentially be sent to the Violations Bureau • Citizen compliance to Englewood Municipal Code VIII.
