CALL TO ORDER City of Englewood Code Enforcement Advisory Committee Minutes from the Meeting of February 18, 2009 The regular meeting of the Englewood Code Enforcement Advisory Committee was called to order at 6 :35 p.m. by Chair Hoagland. Roll Call Present: Chair Hoagland and Members Mosman, Bayless , Becker, Wilson, and Alternate Member Hinger. Absent/Excused : Members Cox and Hart. A quorum was present. Ex-Officio Members Present: Council Liaisons Mccaslin and Penn, and Staff Liaison Flaherty and Sergeant Contos. Chair Hoagland regrets to announce that Member Cox will be resigning from the Committee; her letter of resignation is forthcoming . APPROVAL OF MINUTES Chair Hoagland clarified the minutes of the January meeting by adding the words "prohibition of" prior to "feeding stray dogs and feral cats" in the last paragraph of Item V . b . on Page 2. A motion was made by Member Becker and seconded by Member Mosman to approve the minutes of the January 21, 2009 meeting as amended . The minutes were unanimously approved . Ill. PUBLIC OPEN FORUM Member Bayless discussed Englewood Municipal Code 11.5.8 b prohibiting the planting of Female Cottonwood trees , Siberian Elm, or Box Elder . Ailanthus was also discussed as an undesirable tree. It was suggested information be posted on the City's Web site, in the Citizen, and /or in the Englewood Herald to encourage citizens to pull these seedlings as they come up this spring. Discussion ensued. Member Bayless made a motion to post information about prohibited trees on the Code Enforcement page of the City's Web site. This was seconded by Member Wilson and unanimously approved by the Committee. Member Bayless will draft an article for discussion at the March meeting. This article will include drawings to assist citizens in identifying prohibited trees as well as a link to the Colorado State University Agricultural Extension Service for information on alternate varieties • of trees . Potentially, this article w o uld be released to local newspapers. IV. UNFINISHED BUSINESS a. The Colorado Humane Society This was briefly discussed by the Committee with an update by Mike Flaherty. b. Training and Ownership Issues for "At Risk" Dogs As Member Hart was not present, the Committee tabled this item until the next meeting. c. Draft Ordinance on "Feeding or Attracting Wildlife" Sergeant Contos reported that Commander Condreay and several code enforcement officers attended the Jeff co Coyote Symposium on February 11 th and will brief City Council about this symposium at the March 2"d Study Session. Sergeant Contos advised that Englewood is different geographically and demo- graphically from surrounding communities because of the density of the business and residential population. Their department currently has the tools, training, and staff necessary to handle coyote issues which may occur in this community, and their stance • is t o continue to educate citizens on ways of deterring co yotes such as keeping pets inside at night, monitoring pets when they are outside, and clearing their y ard of underlying brush so it is not attractive to wildlife. A t this time, the Police Department is not interested in pursuing the ordinance on the prohibition of "Feeding or Attractin g Wildlife ". d. Code Violations that could potentially be sent to the Violations Bureau After discussing this in conjunction with a memorandum from Court Administrator Wolfe, the Committee concluded that Judge Atencio will not make changes at this time as to which ordinances can be sent to the Violations Bureau . V. NEW BUSINESS a. Citizen Compliance to Englewood Municipal Code This is a continuation of earlier discussions on educating the public about code issues and bringing citizens into compliance. Rather than stressing code compliance, it was suggested emphasis be placed on keep ing property v alues up. Code officers currently write a column in the bi-monthl y Citizen Newsletter with information on various code topics. Information could also be distributed through newcomer packets, the U. S. Postal Ser v ice, the Association of Realtors, Section 8 programs, and City kiosks and /or informational racks . • 2 • •• • VI. CODE ENFORCEMENT MONTHLY REPORT Member Becker requested that monthly statistical information be reformatted on one page so it is easier to compare current data with last year 's data. Sergeant Contos provided a brief report on Code Enforcement activity. Discussion ensued on the increased incidents of graffiti from last year, graffiti hot spots, and graffiti prevention and removal.
