Meeting Minutes
August 17, 2005
I. Call to Order
Chair Dooley Gehr called the regular meeting of the Englewood Code Enforcement
Advisory Committee to order at 6:30 p.m.
Roll Call
Members Present: Chair Dooley Gehr , Co-Chair Chris Hoagland , Brian Bleile , Darryl
E stes , Paul Hendricks , Marty Mosman, and Marc Ogonosky (alternate).
Members Absent: Brian Bleile and Randia Laga, both excused
A quorum of the Committee was present.
Ex-Officio Members Present: Council Liaison Jim Woodward , Sergeant Gary Condreay,
and Assistant City Manager Michael Flaherty
Guests: A.C. Anderson , 3900 S. Galapago (arrived 6:45 p .m.), Robert and Lorraine
Porter, 3250 S. Washington (arrived 7:05 p.m.)
II. Approval of Minutes
Corrections to the minutes of Jul y 20 , 2005 were requested by Member Hoagland and
Alternate Member Ogonosky; both reported that last names had been spelled incorrectly.
A motion to approve was made by Member Estes and seconded by Member Mosman.
The minutes of the July 20 , 2005 meeting were unanimously approved , as amended.
III. Announcements and Agenda Review
Chairman Gehr announced that a brief articl e ran in the C itize n newsletter that came out
this week . He explained that article had been prepared by M ember Bleile at the request
of the committee in order to encourage more public comment and participation with code
enforcement issues , such as the Off-Road Vehicle ordinance . He also announced the
approaching Englewood Funfest and KEB Fun Run being held on Saturday , August 20 ,
2005.
Chair Gehr asked if an agenda item regarding establishment of a subcommittee to discuss
Section 15 .9.2. A motion was made by Member Hoagland and seconded by Member
Mosman. The motion was approved .
IV. Open Public Forum
A.C. Anderson stated that he had seen the article in the Citizen and came to speak in
support of the Off-Road Vehicle ordinance. He said that several of his neighbors stored
RVs and off-road vehicles on the street and in their front yards. He suggested that such

vehicles should be kept in storage yards and requested that the committee not change the
ordinance . Chair Gehr explained to Mr. Anderson that the ordinance did not regulate
motor homes and motor coaches , commonly called RVs. The ordinance regulates
vehicles such as snow mobiles, jet skis, boats and other types of vehicles. Sergeant
Condreay further explained the distinction and quotes the sections of the code that relate
to off-road vehicles and to motor home , trailers and motor coaches. He further said that
the code permits storage of the latter vehicles on residential property, provided that they
are parked on a hard surface . Chair Gehr thanked Mr. Anderson for his interest and
comments.
V. Unfinished Business
Subcommittee to review Section 15.9.2
Member Hoagland stated that he had contacted most other committee members by email
regarding possible changes to the Off-Road Vehicle ordinance, now incorporated in
Section 15.9.2 of the City Code. Hoagland stated that the time involved to properly
address the issues was not available during regular meeting and that the subcommittee
could better focus on that single issue and return a recommendation to the full committee
for discussion and action. Member Mosman made a motion to refer review of Section
15.9.2 to a subcommittee. The motion was seconded by Member Hoagland and
approved. Chair Gehr appointed Member Hoagland to chair a subcommittee and
members would include Mosman, Bleile , Laga and Ogonosky.
VI. New Business
Public Input Options
Chair Gehr asked committee members what could be done to better engage citizens.
Member Mosman remarked that the new section of the Denver Post and Rocky Mountain
New , the Hub , published specifically for various particular areas of the metro area on
Thursdays might be an opportunity. Assistant City Manager Flaherty said he would
check with the section editors to find out how that might be accomplished .
During discussion of the new business, at 7:05 p .m., two citizens , Mr. and Mrs. Robert
Porter, entered the meeting. Chair Gehr requested a motion to suspend discussion allow
for comments from the Porters. A motion was made by Member Hoagland , seconded by
Member Hendricks and was appro ved.
Mr. and Mrs. Porter stated that they had read the notice in the Citizen and were curious
about the committee. Mr. Potter stated he has concerns with enforcement of city codes.
Mrs. Porter added that while they keep their property looking nice , some of their
neighbors have tall weeds , furniture , trash and inoperable vehicles in their yards . She said
that this is lack of enforcement and citations not being written. Sergeant Condreay
introduced himself and told the Porters that he is the Code Enforcement supervisor. He
requested that the Porters provide him with specific their concerns and provided his
phone number to them for future reference. Chair Gehr thanked the Porters for attending
and for their comments. Gehr also said that the Citizen article had been very effective.

VII. Monthly Activity Report
Sergeant Condreay distributed and discussed the July 2005 activity report. Significant
actions included 110 animal control cases, 44 of which were "dogs at large" many of
which were related to July 4th fireworks; 56 inoperable vehicles cases, and 4 off-road
vehicle cases. Chair Gehr expressed concern with tagging of commercial buildings on S .
Broadway. Member Estes also reported graffiti on utility boxes on the Floyd Street (rear)
of Wal-Mart and the Phar-Mor center and the old Bally building on S. Clarkson at
Highway 285. Sergeant Condreay will report these to staff

VIII Closing Comments and Adjournment
Member Estes announced that a musical tribute to Dr. Jess Geradi is scheduled for
Thursday, August 18th. Chair Gehr reminded members of the Boards & Commission
Appreciation Ice Cream Social on Monday , August 26th.
Member Mosman made a motion to adjourn, which was seconded by Member Hendricks.
The motion carried. The meeting was adjourned at 7· 5 p.m.
