Code Enforcement Advisory Committee
Meeting Minutes
April 20, 2005
I. Call to Order
Chair Gehr called the regular meeting of the Englewood Code Enforcement Advisory
Committee to order at 6:30 p.m.
Roll Call
Members Present: Chair Dooley Gehr, Brian Bleile, Michael Calahan, Daryl Estes
(arrived at 6:55), Jim Goodrich, Paul Hendricks (arrived at 6:35), Chris Hoaglund and
alternate member Angela Hardin .
A quorum was present.
Ex-Officio Members Present: Council Liaison Laurett Barrentine, Sergeant Gary
Condreay and Assistant City Manager, Michael Flaherty
Guests: Walt Perry, Pat Bailey, 4245 S. Fox
II. Approval of Minutes
Member Hoaglund moved for approval of the meeting minutes from March 16 , 2005.
Member Goodrich seconded. The motion carried.
III. Open Public Forum
Walt Perry and Pat Bailey asked about the status of the CEAC requested moratoriun1 on
enforcement of the off-road vehicle ordinance . Mr. Perry stated he had been cited by
Code Enforcement for parking his 5th wheel recreational trailer on his property. Chair
Gehr stated that City Council would discuss the proposed moratorium on off-road
vehicles at their upcoming Study Session on April 25th. However, because the off-road
vehicle ordinance does not apply to Mr. Perry's recreational vehicle, he would have to
pursue any remedy through some other means. Discussion on the committee 's ability to
review Title 11 of the Code, under which Mr. Perry had been cited, ensued.
Unfinished Business
A. Inoperable Vehicles
Discussion of the inoperable vehicle and off-road vehicle ordinance continued. Sergeant
Condreay stated that approximately 90% of the notices of violations were written on
inoperable vehicles and 10% on off-road vehicles. Member Hoaglund asked if there was
a means of documenting the actual number of notices issued for inoperable vehicles and
off-road vehicles. Sergeant Condreay responded that it was possible to do by adding an
additional category to the reporting system. Member Hoaglund made a motion

requesting that the Code Enforcement Division separate the reporting of notices into two
separate categories. The motion was seconded by Member Bleile and was carried.
B. Discussion of Title 11 of the Englewood Municipal Code
The Committee discussed the concerns expressed by Mr. Perry problem with his 5th
wheel. Sergeant Condreay stated that section of the Municipal Code under which Mr.
Perry was cited is Title 11 , specifically 11.6.1 , which prohibits parking or storage of any
vehicle in over 7000 lbs. in ex cess of 4 hours . Member Goodrich stated that the Code
Enforcement Advisory Committee was limited Title 15 of the Municipal Code. Member
Hoaglund asked if Code officers enforced other areas of the code, such as Title 11.
Sergeant Condreay responded that code officers do enforce some sections of Title 11.
Members continued discussion on whether the Committee could review areas of the Code
outside of Title 15. Member Callahan made a motion that the Committee request a
clarification from the City Attorney for which section or sections of the Municipal Code
the CEAC has responsibility. The motion was seconded by Member Hoaglund. Council
Liaison Barrentine added that she would like to know if there were any limitations on the
Committee for any area of the Code that our code officers enforced. The motion carried
unanimously.
IV. New Business: Graffiti
Member Estes noted that there are a number of locations along Windermere , adjacent to
the Light Rail tracks that hav e been tagged with graffiti. Buildings and other structures in
city parks have also been hit. Member Estes asked if any action had been taken on this .
Sergeant Condreay responded that property owners are issued notices of violations for
graffiti when it is discovered. He also added that two perpetrators have been arrested for
graffiti , thanks to the efforts of the School Resource Officer.
V. Monthly Activity Report
Sergeant Condreay distributed and discussed the March 2005 activity report. Significant
activity included 4 vicious dogs/attack, and 105 inoperable vehicle contacts , of which 34
were verbal warnings, of which 71 resulted in Notice of Violations being issued .

Member Estes made a motion to adjourn, which was seconded by Member Hoaglund.
The motion carried . The meeting was adjourned at 7:50 p.m.
