Code Enforcement Advisory Committee
Minutes August 16, 2006
Call to Order
Chair Dooley Gehr called the regular meeting of the Englewood Code Enforcement
Advisory Committee (CEAC) to order at 6:34 p.m .
Roll Call
Members Present: Chair Dooley Gehr, Co-Chair Chris Hoagland, Marjorie Becker, Paul
Hendricks, and Marty Mosman.
Members Absent: Brian Bleile and Erik Foster (excused).
A quorum of the Committee was present.
Ex-Officio Members Present: Council Liaison Laurett Barrentine (arrived 7:00 p.m.) and
Council Liaison Jim Woodward, Mike Flaherty, Sergeant Sam Watson, and Sergeant
Gary Condreay.
Ex-Officio Members Absent: None .
No Guests were present.
Approval of Minutes
Chair Gehr asked for corrections to the minutes of the July 19, 2006 meeting. There were
none.
A motion to approve the minutes of the July 19, 2006 Code Enforcement Advisory
Committee meeting as presented was made by Member Mosman and seconded by
Member Becker. The minutes were unanimously approved.
Ill. Open Public Forum
No one was present for the Open Public Forum.
IV. Unfinished Business
A. Modification of Language of the Off Road Vehicle Ordinance 15-9-2 Discussion
Co-Chair Hoagland advised that a memorandum on this topic had just been
received from City Attorney Brotzman, and he needs time to review it. There was
general agreement from the other Committee members .

A motion was made by Co-Chair Hoagland to table this discussion until the next
meeting. This motion was seconded by Member Hendricks, and was passed
unanimously by the board.
B. FunFest Booth Discussion
Member Mosman provided a report updating preparations for the CEAC Funfest
booth. She reported that Code staff is participating with vehicles and Marji Payne is
bringing her parrots. A member is still needed to staff the booth from 2 to 4 p.m.

C. Foreclosed and Abandoned Properties Discussion
Chair Gehr stated that CEAC had previously asked Sergeant Watson about
enforcement through the City's nuisance ordinance. Chair Gehr also stated that the
concern of CEAC was the amount of time required to accomplish the clean-up of
such properties.
Council Liaison Woodward and Sergeant Watson explained the action taken at
4609 South Pennsylvania in the past week. An interpretation by City Attorn ey
Brotzman has allowed abatement of neglected properties after a single posting,
rather than repeated postings. The City sends certified letters to violators . Liaison
Woodward explained that the City places a lien on properties where abatement is
required .
Member Hendricks asked about the magnitude of foreclosures. Sergeant Watson
reported that the Safety Services Department has initiated a review of County listed
foreclosures. The current count of all foreclosed properties is approximately 400.
Code Officers are instructed to provide regular inspections of these properties.
Discussion ensued.
D. Property Owner's Responsibility for Public Right of Way, Ordinance 11-5-5,
Discussion
Chair Gehr stated that CEAC has just received a memorandum from City Attorney
Brotzman through Sergeant Watson. He asked if CEAC wishes to discuss or table .
A motion was made by Co-Chair Hoagland to table this discussion until the next
meeting. This motion was seconded by Member Hendricks, and was passed
unanimously by the board.
V. New Business
There was a discussion on Member's Choice. Chair Gehr expressed concern about setting
up a formal agenda item for this purpose due to time constraints . He (and others) felt that
members had opportunity to informally speak about issues other than those on the
established agenda during new business .

VI.
Council Liaison Woodward said that he had suggested this because most other Boards and
Commissions offer this opportunity. He offered as an example, the upcoming Board and
Commission recognition /ice cream social on Monday, August 28 1h at Centennial Park.
Code Enforcement Monthly Activity Report
Sergeant Watson provided a summary of the written report. The total number of cases at
678 is significantly high, but expected with the season. Weed cases , however, are down
from the prior month, but there are some repeat offender problems.
Graffiti cases are up at 75 cases, but enforcement continues. Discussion ensued . Chair
Gehr mentioned the Xcel Energy utility boxes are a particular problem and slow to get
cleaned.
Co-Chair Hoagland asked about the animal attack/bite incidents. Seven seems high.
Sergeant Condreay explained that summer incidents tend to be higher. Discussion ensued
and included a discussion on honeybees.
Council Liaison Barrentine stressed the importance of consistent code enforcement.
VII. Topics for Next Meeting
• Off Road Vehicle Ordinance.
• Property owners' responsibility for Public Right of Way, 11 ·5-5.
• Report on Fun Fest.
Member Barrentine asked about trapping squirrels. A resident needed information and felt
she was not treated well by the Code Enforcement Officer she spoke with. Marji Payne is
checking on this.
VIII. Adjournment
Co-Chair Hoagland made a motion to adjourn the meeting; this was seconded by Member
Mosman. There being no opposition, the motion carried. The meeting was adjourned at
7:59 p.m .
