Meeting Minutes
July 18, 2007
I. Call to Order
Co-Chair Chris Hoagland called the regular meeting of the Englewood Code Enforcement
Advisory Committee to order at 6:30 p.m.
Roll Call
Members Present: Co-Chair Chris Hoagland, Brian Bleile, Marty Mosman, Ronald Rutherford,
Jill Wilson, Robert Zuccaro, and Alternate member Koren Kowrimore.
Members Absent: Marjorie Becker
A quorum of the Committee was present.
Council Liaisons: Excused absent: Jim Woodward and Laurett Barrentine (both attending other
committee meetings)
Ex-Officio Members Present: Sergeant Gary Condreay, Michael Flaherty (arrived at 6:55)

II. Approval of Minutes
Co-Chair Hoagland pointed out that the minutes of the prior agenda, and subsequently the
agenda for this meeting failed to include election of officers, which was discussed at the prior
meeting. He asked that the minutes be corrected to address this omission.
Member Bleile made a motion to approve the minutes of the June 20, 2007, as amended. The
motion was and seconded by Member Mosman. The minutes were unanimously approved.
III. Open Public Forum
None
VI. V. New Business
A. New Member Welcome
Co-Chair Hoagland welcome the new members of the committee, Ronald Rutherford, Robert
Zuccaro and new alternate member, Koren Lowrimore .
B. Board and Commission Appreciation Event
Hoagland announced that the Board and Commission Appreciation event would be held
on August 22 at Pirates Cove . Council Member Mccaslin stated that the date of the event has •
been changed to Saturday, August 25 .
C. Co uncil Request by Co un cil Member Tomasso
Council Member Tomasso had asked the CEAC to make recommendation on procedural
issues impacting correction of code violations. A general discussion followed on the
potential advantages of decriminalizing of some code violations. Council Member McCaslin
stated that Council has an interest in this option. He stated that both Fort Collins and Wheat
Ridge have adopted ordinances decriminalizing some violations . Sergeant Condreay stated
that the he and the Code Officers were in favor of decriminalizing weed and snow removal
violations. However, he also reported that the City Attorney's opinion is that decimalization
will not speed the process, particularly with residents that do not comply. Condreay said that
he believes that the issuance of a ticket for these types of violations will save time in the field
for Code Officers.
Co -Chair Hoagland said that he was concerned that by decriminalizing code violations, it
would remove the court from enforcement. He also stated that he had hoped to see a
response from the City Attorney on the feasibility of decimalization and the experience of
Wheat Ridge and Fort Collins with their enforcement. Council Member Mccaslin said that
he would ask the City Attorney again. Member Wilson reported on her review of the
Arapahoe County decriminalization of weed violations. She stated that the fine for first time
offenders was $500 and it escalated to $750 for second time offenders and $1000 for third •
offenses . Member Bleile expressed concern that a large fine might be imposed without a
warning notice. Council Member McCaslin said that he believed that there should be an
initial 15 day warning notice issued prior to any fine.
D. Community Relations Program
Newly appointed Community Relations Coordinator Toni Geier described a citizen
volunteer program that she is coordinating that may address some issues that are of
importance to the CEAC, including graffiti and assisting seniors and disabled citizens
with snow removal and lawn care. She distributed flyers that described these and other
volunteer opportunities . Co -Chair Hoagland thanked Toni for her attendance and wished
her well with her efforts.
V. Unfini shed Business
A. FunFest Booth Discussion
Member Mosman has made arrangements for booth space at FunFest on August 25. She
asked for volunteers to assist with the booth and information for distribution. Member
Hoagland volunteered. Mosman also asked about attendance of a Code Officer and vehicle.
Sergeant Condreay said he would discuss with the Code Officers. •

B. Vicious Animal Task Force Report
Member Bleile stated that the work of the Task Force was wrapping up and that the Task
Force is scheduled to meet with City Council during their August 13 Study Session. Co-
Chair Hoagland said that the revised ordinance will come back to CEAC for review.
C. Election of Officers
Co-Chair Hoagland suggested that the election of officers be delayed until the August
meeting in deference of the new members who were attending their first meeting. A motion
was made by Member Bleile to postpone the election until the August CEAC meeting. The
motion was seconded by Member Mosman and was approved unanimously.
VI. Monthly Activity Report
Sergeant Condreay informed the committee of a minor adjustment in the assignment areas of
Code Officers Medina and Lamb, with Medina taking a part of Lamb's current area to provide a
better balance of coverage among the officers.
Items of interest in the July activity report included issuance of 411 notices for weeds and 175
animal control cases. Condreay also noted that additional graffiti arrests had been made due to
the efforts of the Metro Area Graffiti Task Force in which Englewood participates .

Member Mosman made a motion to adjourn, which was seconded by Member Wilson.
The motion carried. The meeting was adjourned at 8:00 p.m.
