Call to Order
City of Englewood
Code Enforcement Advisory Committee
Minutes of April 18, 2007
Co-Chair Chris Hoagland called the regular meeting of the Englewood Code Enforcement
Advisory Committee (CEAC} to order at 6:40 p.m.
Roll Call
Members Present: Co-Chair Chris Hoagland, Paul Hendricks, Marty Mosman, and Jill
Wilson.
Members Absent: Chair Dooley Gehr (excused), Marjorie Becker (excused), Brian Bleile
and Alternate Ronald Rutherford.
A quorum of the Committee was present.
Ex-Officio Members Present: Council Liaison Jim Woodward and City Staff Liaisons
Mike Flaherty and Sergeant Gary Condreay.
Guests: None .
Approval of Minutes
Co-Chair Hoagland called for corrections or changes to the March 21, 2007 Code
Enforcement Advisory Committee Meeting minutes. A modification was made to Item C
under New Business. There being no further corrections, a motion to approve the minutes
as corrected was made by Member Hendricks and seconded by Member Mosman. The
minutes were approved as revised.
Ill. Open Public Forum
No one was present for the Open Public Forum .
IV. Unfinished Business
A. Nuisance Abatement
Co-Chair Hoagland inquired why the City is restricted to a one year enforcement
period once the court issues an order and why an offender cannot be permanently
enjoined from conducting this sort of behavior? Council Liaison Woodward will
submit this question as a Council Request.
Council Liaison Woodward advised that he requested information on the Ft. Collins
procedures and decriminalization from the March 21 st meeting be distributed to City
Council members .

B. Snow and Weed Violation Procedures
The Committee discussed the abatement process . Co-Chair Hoagland requested the
Code Enforcement Officers identify and track repeat offenders through the Code
Trak System.
Member Hendricks made a motion recommending that City Council discuss and
consider decriminalization of portions of the Englewood Municipal Code as
illustrated in the Fort Collins code; this was seconded by Member Mosman. The
motion was approved.
C. Vehicle lnsurancej"Drive Insured"
This item was briefly discussed
V. New Business
A. Vicious Animal Task Force
This item was briefly discussed.
B. Civilian Community Relations Officer
It was announced that Records Management Specialist Toni Geier has been
appointed as the new Community Relations Specialist.
Member Hendricks made a motion to promote and support the new Community
Relations Specialist; this was seconded by Member Wilson. The motion was
unanimously approved.
VI. Monthly Activity Report
Sergeant Condreay reported on last month's activity.
VII. Topics for Future Meetings
• Information from the City Attorney's Office regarding Decriminalization of Code
• Vicious Dogs Task Force update from Brian Bleile
IX. Adjournment
Member Hendricks made a motion to adjourn the meeting; this was seconded by Member
Mosman. There being no opposition, the meeting was adjourned at 8:25 p .m .
