HomeMy WebLinkAbout1996-08-07 CAC MINUTESCity of Englewood Cultural Arts Commission Minutes of August 7, 1996 The first meeting of the Englewood Cultural Arts Commission was called to order at 5 :43pm by the Department of Parks and Recreation Director, Jerrell Black. Members present: Donelson , Curley, Krueger, LaPorta, Styes, Miletto, Spangenberg, Black, ex officio Director Black welcomed the members to the first meeting of the Cultural Arts Commission . Black briefed the Commission on the origin of the Cultural Arts Commission . The Commission discussed when regular monthly meetings would be held. It was agreed to meet the first Wednesday of each month at 5:45pm. The next few meetings would be held at the Englewood Public Library. Special meetings would be scheduled ahead of time as much as possible. The Cultural Arts Commission members were presented their oaths, stating they will perform the duties of office as a member of the Cultural Arts Commission. Black informed Commission that a Council and Parks and Recreation Commission liaisons had not been appointed to the Cultural Arts Commission as of yet. Representatives from City Council and the Parks ;, and Recreation Commission were not included in the ordinance (No. 5) creating the Cultural Arts Commission. It was explained that if an appointee would be assigned to the board, that individual would not be a voting member. Black reported the Parks and Recreation Commission suggested a meeting once a year with the Cultural Arts Commission. The Cultural Commission was amiable. Black explained that the Cultural Arts Commission is working from an operating budget only. That budget would be used for copies, supplies, etc. A budget is not available for programs. The Commission was encouraged to be visible, and name tags would be supplied in representing the Cultural Arts Commission. The Commission received a copy of Ordinance No. 5 explaining the details and functions of the board . A copy of the Open Meeting Law, provided by the City Attorney, was distributed to Commission members. The Open Meeting Law states that the Cultural Commission is a legal board and any gathering or discussion "of three or more members at which any public business is discussed or at which any formal action may be taken" is declared to be a public meeting and needs to be published . Black informed the Commission of projects referred by the Parks and Recreation Commission and held over for the Cultural Arts Commission discussion . Projects include Arts in the Parks , Plaza Statue, Belleview Park Missile/Airplane and the Cultural Arts Feasibility Study. The Cultural Arts Commission has been asked to coordinate the fundraising for a Cultural Art Feasibility Study. The Commission was informed that City Council agreed to match dollar for dollar up to $25,000 raised through the Cultural Arts Commission to fund a feasibility study . Black added the funds must first be raised by the Cultural Arts Commission. Commission Member Spangenberg reported that she has been contacted by parties interested in . donating towards the feasibility study. Spangenberg wondered who the donations and inquiries should be sent to. It was determined that all inquiries and donations would be relayed to the Parks and Recreation Administration Office, c/o the Cultural Arts Commission. Black headed the election of officers. A motion was made by Commissioner Styes and seconded by Commissioner Curley to nominate Commissioner LaPorta and Commissioner Spangenberg as Co- Chairmen. The motion passed unanimously. A motion was made by Spangenberg and seconded by Commissioner Krueger to elect Styes as Vice-Chairman. The motion passed unanimously. Each Cultural Arts Commission member was then asked what he/she would like to see the Cultural Arts Commission accomplish. Donelson felt funding was a priority and grants may be necessary. Donelson also felt it would be worthwhile to establish grant writing procedures. It was noted funding could possibly be available through the Scientific Cultural Foundation District (SCFD). Black added the Commission would first n·eed to apply for eligibility prior to applying for funds. Curley indicated she would like to see the Cultural Arts Commission as a solid foundation. Curley added she would like to see a greater art awareness in Englewood, including more art in the public and a program for community awareness with younger children. Krueger stated he was excited to get the community involved in the arts, from all extremes including concerts in the park to outdoor theater. LaPorta would like to focus and incorporate all facets of the arts, and agreed with Curley in considering the schools. LaPorta also commented on the involvement of arts at the Malley Senior Center. The feasibility study and funding were of importance to Styes . Styes felt the next step was then to define the mission and goals of the Commission. Styes would like to see the Commission reflect the cultural diversity of Englewood . Commissioner Milette would like the Commission to define who and what exists in Englewood , such as artists and organizations, and coordinate those to help educate citizens on all levels. Krueger asked if the Cultural Arts Commission could be a voice to the public schools in not cutting funds for the arts. Spangenberg suggested that would be discussed as a board beforehand. Styes indicated Colorado has standards for the arts. Spangenberg firmly believes that cultural arts can be used to strengthen the community, economically and socially. Spangenberg believes the Cultural Commission can bring facets of the cultural arts in the community together. A mission statement was then discussed. The members would review the draft and make additional changes at the next meeting. It was suggested the Cultural Arts Commission to hold a special meeting in two weeks. The next meeting will be held on Tuesday, August 20th at 5:45pm. Location would be determined by availability. The meeting was adjourned at 7:22pm. Deborah A. Severa, Recording Secretary
