Cultural Arts Commission
Minutes of December 4, 1996
The regularly scheduled meeting of the City of Englewood Cultural Arts Commission was called to
order at 5:46pm by Co-Chairman Spangenberg at the EngleV{ood Public Library, Anderson Room.

Co-Chairman Spangenberg asked if there were any additi o ns or corrections to the minutes of
November 6, 1996. Spangenberg stated she had a correction to the minutes. The minutes reported LaPorta
Kreiger had m e t with a gentleman associated with the Gothic theater. LaPorta Kreiger had n ot met with the
gentle man, but was hoping to meet with him in th e near future. A motion was made and seconded that the
minutes be approved as amended . The motio n pas sed unanimously .
Spangenberg introd uced H olly Glieforst and Renee McCann from Norwest Bank. Glieforst and
McCann presented a check for $500.00 for the Cultural Art Feasibility Study . Spangenberg and LaPorta
accepted the check and thanked N orwest Bank.
Black introduced Al Vorrnittag, City Council member. Vormittag discussed the Belleview
Airplane and due to safety concerns the plan to rais e the airplane into the air on stilts and display it as a
piece of art. Vorrnittag explained that it was his intention to preserve th e airplane while making it safe for
the community . The Commission concurred. Plans to move the airplane included moving it approximately
30' to the west, banking it , and placing the original wooden tips back on .
It was asked why the other Commiss ions were not involved in this decision since the airplane is of
such historical interest in the City of Englewood . LaPorta Kreiger indicated that City Council had asked the
Cultural Arts Commission to be responsible for this art in the park project. Habenicht added that the Parks
and Recreation Commiss io n recommended the Cultural Arts Commiss ion be included in the decision of the
airplane.
Habenicht suggested renaming the park Dick Frost Airplane Park.
Donelson arrived at 5 :58pm.
C o mmission member Curley asked what source the funds were coming from. Vorrnittag
responded that the money was lottery funds , and that the funds for the airplane had been allocated in 1996.
A motion w as made by Commission member Milette, and seconded by Commission member
Donelson that the Belleview Airplane be declared a historical and cultural piece of art as part of the Arts in
the Park project ; and directed by staff, working with Council person Vorrnittag to move forward with the
completion of a permanent site for the Belleview Airplane . For safety reasons, the Commission concurred
that the airplane should be displayed elevated in the air to prevent public access. The motion passed
unanimously.
Vonnittag added that a plaque will be placed alongside the airplane including the information that
lottery funds were used for this project, and the project was under the direction of the Department of Parks
and Recreation, Cultural Arts Commission .
The Commission thanked Vonnittag . Vonnittag left the meeting .
Spangenberg apprised Commission of the Light Rail Station meeting that took place a few weeks .
earlier. Spangenberg reported that $36,000 is being alwcated per station, including the Oxford and Santa
Fe station and the Cinderella City station . Spangenberg hoped the Cultural Arts Commission members
would take part on the committee being formed , and if interested, contact Suzie Grace and ask to be notified
of the next Light Rail Station meeting.
In regards to the auction on February 8, 1997, LaPorta Kreiger reported that a sub-committee met
on November 18, 1996, to discuss details . LaPorta Kreiger suggested that the motion made at the
November 6th Commission meeting in regards to 25% of proceeds going back to the artist upon the sale of
their item be removed, and all items be donated with no pay back to the artist.
A motion was made by Curley, and seconded by Miletto, to remove the motion that 25% of
proceeds go back to the artist upon the sale of their donated item, and that all items be donated to the
Cultural Arts Commission Auction with the donors receiving two tickets in exchange . The motion passed
unanimously .
LaPorta Kreiger suggested all items be of at least $50.00 value. A motion was made by Curley
and seconded by Miletto, that the Cultural Arts Commission accept all items, not necessarily that of art
value, of $50.00 or more . The motion passed unanimously .
Regarding the admission fee discussed at the November 6th meeting, LaPorta Kreiger felt it would
be appropriate to charge $10.00 per person, $15 .00 per couple . The fee would enable each person to bid
and be eligible for a door prize valued at $400 .00 . Discussion ensued regarding the auction.
Black reminded the Cultural Arts Commission of becoming eligible with the SCFD so that funding
could be applied for. Commission liaison Gerlick asked whether the Commission needed to be a separate
organization. Black replied that the Commission could become eligible under the City of Englewood,
Cultural Arts Division .
Black complimented LaPorta Kreiger, Donelson and Curley and the other Commission members
on the work accomplished and the efforts made towards the auction.
Spangenberg announced she would be attending the Englewood Focusing on Tomorrow meeting.
The meeting would include developing committees and task forces for 1997 . Spangenberg reported funds
were available through EFOT for grants, which the Cultural Arts Commission may be able to apply for.
LaPorta Kreiger announced she had met with the Executive Director of the Museum of Outdoor
Arts. LaPorta Kreiger reported they were looking for a location for the Museum of Outdoor Arts in the size
range of 50,000 square feet, including 3 .5 acres for outdoor sculptures. Discussion ensued.
Curley left at 6:30pm.
Habenicht left at 6 :40pm.
Miletto left at 7 :05pm.
Spangenberg informed Commission that Commission member Styes has been very ill, but would
like to remain on the Cultural Arts Commission. Spangenberg stated, and Commission concurred, that
Styes was an asset to the Commission has much to offer and was willing to give her time to recuperate.
The meeting was adjourned at 7:11pm.
