CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of March 2, 2011 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5:48pm by Chairperson Bertoluzzi at the Civic Center City Council Conference Room . Present: Absent: Al so Present: Eric Bertoluzzi, Chairperson Donna Schnitzer, Vice Chairperson Heather Bartunek , Commission Member Karen Kenney, Commission Member Maggie Stewart, Commission Member (arrived at 5:50pm) Tamara Emmanuel , Commission Member (arrived at 5:57pm) Jill Wilson , City Council Liaison Joshua Mangino , Youth Member Muhammed Hakeem, Alternate Member Jerrell Black, ex officio Mary Lynn Baird , Englewood Schools Liaison Kate Dulaney, Englewood Schools Liaison Joe Sack, Recreation Manager Tim Vacc a, Museum of Outdoor Arts Representative II. REVIEW OF AGENDA Bertoluzzi a sked ifthere were any changes or additions to the agenda. There were none. III. APPROVAL OF MINUTES Bertoluzzi asked if there were any changes or corrections to the minutes of January 5, 2011. There were none. The minutes were approved as presented. IV. INTRODUCTION OF NEW MEMBERS AND GUESTS Director Black informed the Commission that City Council has appointed new members to the Cultural Arts Commission and Alternate Member Tammie Emmanuel has been appointed to Commission Member and Muhammed Hakeen has been appointed as the new Alternate Member with Joshua Mangino as the new Youth Commission Member. Black and Commission Members welcomed the new members . Mangino and Hakeem told the Commission about themselves . Commission members introduced themselves . There were no guests at tonight's commission meeting. V. NEW BUSINESS Discussion turned to Election of Officers . Chairperson Bertoluzzi opened the floor for nominations for Chairperson. Commission Member Schnitzer nominated Eric Bertoluzzi. Commission Member Stewart seconded the motion. Bertoluzzi asked if there were any other nominations. There were none. The floor was closed. Bertoluzzi was declared Chairperson of the Cultural Arts Commission. Chairperson Bertoluzzi opened the floor for nomination for Vice Chairperson . Commission Member Bartunek nominated Donna Schnitzer. Commission Member Stewart seconded the motion. Bertoluzzi asked if there were any other nominations. There were none. The floor was closed. Schnitzer was declared Vice Chairperson of the Cultural Arts Commission. In regard to the Commission's interest in purchasing a piece of Janet Moore's artwork to add to the Hampden Hall permanent art collection, Black informed the Commission that he spoke to Dave Slutzker, Janet Moore's husband . Black stated that he told Mr. Slutzker that the Commission was interested in purchasing Mu s ic Takes Flight in which Mr. Slutzker could not say enough in regard to how pleased he was. The Commission was told that the piece was very special to both Janet and Olga Wol o syn and that it would be the piece Mr. Slutzker would have recommended to the Commission. Discussion followed. Black stated that money from the one percent art fund would be used to purchase the piece of art and that a name plate would be included to identify it as a part of the Hampden Hall permanent art collection. Black discussed with the commission the Department of Parks and Recreation having a memorial policy and that they need to be careful that this is not included as part of that. A motion was made by Commission Member Stewart and seconded by Commission Member Bartunek that the Cultural Arts Commission move forward with the purchase of Music Takes Flight by Janet Moore as part of Hampden Hall's permanent art collection. All were in favor. Motion passed. Commission Member Kenney stated that she has been on the Commission for a year and a half and this is the second time the Commission has bought art when someone has passed away and that she would love to see the Commission buy living art . Schnitzer and Black replied that the Commission has bought living art. Black stated that he would have information on art the Commission has purchased at next month's meeting. Bartunek asked about buying art when someone passes away. Stewart told the Commission that it is a subjective choice based on the times and economics . Black said that there are guidelines for using the one percent fund and stated that that he would also provide those for next month's meeting. Black gave the background on the one percent art fund , explaining that when the one percent fund started , the City was in good financial shape and it received six to ten percent of the Capital Project Fund per year. Black went on to explain that over the last several years , there has only been a limited amount of funding each year going into the account. Black noted that the current balance of the fund is approximately $38,000 which does not include the 2011 allocation . Wilson commented how the Commission has made good choices and that it doesn't buy everything that it sees. Discussion followed. VI. OLD BUSINESS Discussion turned to an update on the community garden. Commission Member Schnitzer reported that the garden is full for the 2011 season and ifthere is any interest, the Bishop Elementary garden has some availability. Schnitzer told the Commission that Denver Urban Gardens has started work on the pergol a/arbor garden. Schnitzer also reported that there will be a past and present gardeners meeting on March 15th at 6:30pm at Hampden Hall. Discussion followed regarding artwork in the garden and how a prototype would be presented to get approval from the Cultural and Parks and Recreation Commissions. VII. COMMITTEE REPORTS In regard to Public Art, Bartunek commented on how colorful the Wal-Mart Art Wall is . Vacca noted that the work was completed last October. Bertoluzzi reported that the Englewood Arts Board of Trustees will be expanding its Board with a few new members being elected on March 15th. Bertoluzzi told the Commission that Englewood Arts is moving along with its Strings Attached program with the next concert on March 3rd at Englewood Middle School. Bertoluzzi also reported that the next Englewood Arts Concert will be Schubert: String Quintet in C Major in Hampden Hall on h ' March l 9t at 2pm. Commission Member Schnitzer gave an update on the February Parks and Recreation Commission. Schnitzer informed the Commission of the upcoming Arbor Day celebration will include a tree demo at Cherrelyn Elementary on April 15th and a citizen tree give-a- way on Saturday, April 16th at Cushing Park. Schnitzer also reported on other items that were discussed including the recent School Town Hall meeting and a partnership with the Parks and Recreation Department and Sports Authority. VIII. UPCOMING EVENTS There were no upcoming events to report. IX. DIRECTOR'S CHOICE Black introduced Joe Sack, the new Recreation Manager that will be replacing Gary Hultberg. Black told the Commission that Joe has been with the City for seventeen years as Recreation Program Facility Supervisor at the Malley Senior Recreation Center. Black distributed the most recent Cultural Arts Commission Roster. Black reminded commission members that at last month's meeting there was some confusion as to length of terms including when coming into a position mid-term. Black confirmed that the length of term is three years unless someone is appointed mid-term which then the commission member would finish out that term and then need to re-apply. Black also noted that a youth member's term is for one year and that there is no term limit for an alternate member. Discussion turned to the 2011 budget. Black stated that at the last City Council Study Session, the City's Financial Director reported that the City is $2.5 million short in revenues for 2011 . Black told the Commission that the City Manager has asked staff to come back with cuts to make and departments are looking at everything. Black spoke in ' . regard to how the City can be sustainable over the next several years and unless something greatly changes by 2012, reductions will probably include positions. Wilson spoke in regard to the City not being able to dip into the reserves and looking at everything that includes services. Wilson spoke of the City being a full-service City and how it cannot sustain that so they will be looking at other avenues including partnering with other districts to provide services. Wilson reported that there are other developments on the horizon that will provide other sources of revenue but in the meantime the City needs to try to figure out what's best for the City whether it's something that needs to be done immediately or can wait until 2012 . Discussion followed. X. COMMISSION MEMBERS CHOICE MOA Representative Tim Vacca announced that Fort Collins has been awarded the Governor's Arts Award and Breckenridge received Honorable Mention. Vacca stated that he knew the City of Englewood has considered applying for the award which he encourages. Vacca talked about the 2011 Design and Build project called "Light Project". Mangino told the Commission that he is excited to be on the Commission. Stewart informed the Commission that she will be doing a Mama's Belly exhibit at the Englewood Public Library next month. Stewart spoke in regard of a woman from Zimbabwe who, along with other women, does bead work as a means of income. Stewart told the Commission that the women received a Humanitarian Award for their work in 2010. Stewart stated that she has a video that she would like to show to the Commission next month. Hakeem discussed with the Commission there not being any art on the Light Rail and that he would like to see more because it is boring. Hakeem suggested having some school kids create art. Mangino stated that he agrees with Hakeem. Black replied that when the Light Rail station was built, RTD allowed the City's to design their Light Rail stops so the City of Englewood held a selection process and selected Ray Tomasso to do an artistic glass tile screen wall. Black noted that the City of Sheridan did mosaic tiles designed by Sheridan students. Discussion followed regarding other art along the route including MOA artwork, the Alexan parking garage and art on Santa Fe over the light rail bridge. Black explained that RTD oversees the Light Rail and he would get a name for him to contact. Mangino suggested finding kids to get involved. Hakeem also brought up the need for more music in the schools. Wilson told Hakeem that the new Englewood Schools Superintendent, Brian Ewert, feels music is important; noting that Englewood High School's marching band placed first at state this fall. Commission Member Emmanuel told the Commission that she is working on a fundraiser for ArtReach Colorado on March l21h. Commission Member Kenney welcomed the new members. Kenney stated that she is working on an intergenerational piece of public art with Porter's Place. Kenney spoke to the Commission in regard to holding the May meeting at Cafe 180 . Black explained to the Commission that it is a public meeting so a legal posting would be required . A motion was made by Commission Member Kenney and seconded by Commission Member Bartunek to pursue the idea of having a Cultural Arts Commission meeting and dinner at Cafe 180. All were in favor. Motion passed. Kenney stated that she would confinn the date with the restaurant and notify Debby Severa of the date. Schnitzer commented that Englewood is very special when you look at art and music programs and thanked the City of Englewood and the Museum of Outdoor Arts for their invol vement in the arts . XI.
