Call to Order City of Englewood CULTURAL ARTS COMMISSION Minutes of June 6, 2012 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5 :45pm by Park and Recreation Director Jerrell Black at the City Council Conference Room at the Civic Center building , 1000 Englewood Parkway. Present: Absent: II. Review of Agenda Tamara Emmanuel, Commission Member Kaylene Mccrum , Commission Member Maggie Stewart, Commission Member Kristy Reed , Commission Member Jill Wilson , City Council Liaison Jerrell Black , ex officio Eric Bertoluzzi , Chairperson Donna Schnitzer, Vice Chairperson Karen Kenney , Commission Member Kate Dulaney, Englewood School District Liaison Mary Lynn Baird , Englewood School District Liaison There were no changes to the agenda. Ill . Approval of Minutes Director Black asked if there were any changes to the minutes of April 4, 2012 and May 2, 2012. There were none. The minutes were approved as presented. IV. Introduction of Guests No Guest were present. V. New Business No new business was discussed . VI. Old Business Director Black gave an update to the Commission on Fun Fest. He stated that this year's event is being set up by Jeff Jones and that new activities are being added to the events for the day, including a zip line . Black also reminded the members that the Cultural Arts Committee has a booth at Fun Fest. He then turned the conversation over to Tamara Emmanue l. Commission Member Emmanuel asked the board for ideas for the booth and stated that the booth will be set up the same way as last year, with a partnership with Colorado Art Reach. Emmanuel suggested that the Commission recruit high school students for volunteers for the festival since they have a certain amount of community service hours they must complete in order to graduate. Black stated that while this is a good idea, that in his experience, it is hard to get high school students to volunteer in August due to their job or athletic responsibilities. He suggested that the Board ask for volunteers from the high school next April so that students can plan to volunteer. Emmanuel then reiterated that if anyone has any ideas for the Fun Fest booth, to contact her. She stated that she will bring a sign-up sheet to the next Commission meeting so that everyone can sign up to volunteer. Director Black discussed the 1 % Art Fund. He revisited the discussion from the last Commission meeting where Recreation Manager Joe Sack had explained the art fund budget and the 1 % that is taken from the Capital Projects Fund. He explained that this amount has been reduced down from $5,000-$6,000 a year to $2, 700 in 2012 due to the economic situation. Black stated that the Commission needs to make sure that the guidelines and processes to use this money are followed correctly . This includes proposals and internal discussion to ensure that everything is secure and correct with all parties involved, including Human Resources and Community Development. Black said that in the past some pieces of art have had dangerous sharp points or have not been up to code . Black apologized for his confusion on what had previously been discussed in the May meeting. City Council Liaison Jill Wilson asked where the Commission was on the Community Garden Art. Commission Member Maggie Stewart explained that it is a work in progress. Stewart said that at the last meeting everyone had discussed the artwork of Peterson/Walker whose kite art exhibit is currently being showcased at the Museum of Outdoor Arts at the Englewood Civic Center. She explained that at the last meeting that most everyone had agreed that they liked the art, especially the different mediums that can be used, including fabric and metal and that they can be seasonal as well. Stewart continued by asking the commission whether they wanted to shop for the art or commission artists to create the artwork if they decided not to select the work of Peterson/Walker. The Commission discussed whether there was an obligation to share the artwork with the Art Bus. The discussion continued with talk on whether the Commission could buy art for both the community garden and Duncan Park at the same time. Black asked if the Commission was talking about taking over the responsibility of the Art Bus from Community Development. He went on to say that the Art Bus and the art pieces on the route will require maintenance and could add up in costs for the Commission. Black stated that he will talk with Alan White, Director of Community Development regarding the cost of the Art Bus pieces and the future of the Art Bus. Black stated that it would be helpful to establish a sub-committee to look into the option of the Art Bus and the artwork involved with it and then bring it back to the Cultural Arts Commission for further discussion. Wilson stated that the art in the Community Garden should be completed first before talking about the Art Bus. Stewart then asked the commission what the budget is for art for the Community Garden. She stated that $3000-$4000 a piece is about average . Black responded that the commission needs to set up a subcommittee that will look into the budget and costs for artwork and bring that information back to the commission. Stewart said she thinks that doing an open call for art pieces will cost too much and that the commission should just buy a piece of art that is already made . Black replied that buying a piece of art will work, but the commission needs to make sure that the process fits into the city's guidelines for purchases. This includes a written proposal on the project which should contain recommendations, maintenance costs and any other details on the project. Black said that once this proposal comes back to the board, the commission will approve it and the process will move forward . Stewart replied that summer is a great time to shop for art since there are a variety of art shows and festivals taking place. Emmanuel said that since everyone likes the idea of using the kite art in the garden, why not just continue with it and not shop around for other art. Black then asked the board if anyone was opposed to Commission Member Stewart contacting the artists and then bringing a proposal back to Black, Recreation Manager Sack and Open Space Manager Dave Lee to review. Then the proposal will come back to the board to approve. There was a motion by Commission Member Emmanuel and seconded by Commission Member Reed to have Commission Member Stewart contact the artists George Peters and Melanie Walker to buy already created kite art and try to bring a proposal to the Commission meeting in July. Discussion followed regarding taking a Commission field trip up to Boulder to the artists ' stud io to look at their work. Commission Member Mccrumb asked where the art is going to be located at the garden . Black replied that will most likely be located outside of the garden to ensure that it does not block sunlight from any of the gardens. Commission Member Wilson stated that the location of the art must be carefully selected so that the art is not located on Depot land. VII. Committee Reports Commission Member Stewart gave an update on Public Art. Stewart said that the breast casting for art in the chamber is indefinitely on hold. She said the turn out for volunteers to be cast was great , but that no artists came forward to paint. Commission Member Reed asked what the difference is between Englewood Arts and Public Art. Discussion followed explaining the difference between the two entities. Black gave an update on the Parks and Recreation Committee meeting. VIII. Upcoming Events There are no upcoming events . IX. Director's Choice Ex-Officio Black gave the Commission an update on Hampton Hall. There was a comprehensive study on the Hampton Hall projector. The study came back with recommendations to upgrade the screens and sound system . The total cost for the study was $10,000 and the cost of the upgrades will be $20 ,000 to 28, 000. The study was funded by the Conservative Trust Fund . The next step is a meeting between the library and Public Works on how to move forward with the upgrades . Staff will bring back a formal request for partial funding from the 1 % for the Arts . X. Commission Member's Choice Reed commented on the art exhibit at the Denver Art Museum and encouraged everyone to go see it. She also mentioned that Clayton Elementary has a new vice principal. Stewart discussed the new elephant exhibit at the Denver Zoo and said it was very cool. Wilson brought up the tragic death of Englewood's Office Bitner who was the first Englewood officer to die in the line of duty. She discussed the funeral and the amount of people that came out to honor him. She stated that Arapahoe County is taking over the investigation and that is has been a sad time for the City of Englewood. XI. Adjournment The meeting was adjourned at 6:45pm. D.
