Cultural Arts Commission
Minutes of September 3, 1997
The regularly scheduled meeting of the City of Englewood Cultural Arts Commission was called to
order at 5:45pm by Commissioner Wolosyn at the Englewood Recreation Center, Conference Room.

Commissioner Wolosyn continued to chair lh~ meeting and introduced Carol McGuigan, Cultural Arts
Program Administrator for the City of Englewood. Recreation Manager Hultberg spoke briefly regarding the
cultural arts program for the City of Englewood . A Rocky Mountain News article on Carol and her march with
Martin L uther King in the 1960' s was also distributed among commission members.
Carol gave a brief history of herself. Carol state d that she has been with the City of Englewood for 16
years, the last four years as the Cultural Arts Program Administrator. As the Cultural Arts Program
Administrator, Carol develops and oversees the cultural art programs for adults and seniors , in collaboratio n
with the youth programs. Carol mentioned some of the programs and special events that she administers for the
Cultural Arts division including the Summer Drama production , display cases at the recreation centers, and arts
and craft shows . Carol also discu ssed the importance of art history and meeting the needs of the physicall y
challenged.
Carol left the meeting at 6 :26pm.
Commissioner Wolosyn asked if there were any additions or corrections to the minutes of August 6,
1997. Commissioner Lindsey requested that it be noted that the reason she left the meeting early was due to her
back. In regards to Tomas so's concerns with the summer production "South Pacific", Tomasso indicated the
concerns were his wife's and not his . A motion was made to accept the changes as presented. The motion passed
unanimously .
Commissioner Krueger left the meeting at 6:30pm.
Commissioner W o losyn asked for Committee reports . Recreation Manager Hultberg discussed the
Financial Report. Copies of the Cultural Arts Commission operation budget was distributed. Hultberg explained
that $2,500 is budgeted annually for operating expenses for the Cultural Arts Commission . Some of the
operating costs are printing, postage and retreat. It was noted that due to necessary journal entries for the end of
the year, information presented at tonight's meeting is not all accurate.
Commission members also received a copy of donations received for the Cultural Arts Center
Feasibility Study , totaling $2,646.20. Hultberg indicated that Jim Reid from the Greater Englewood Chamber of
Commerce had contacted Spangenberg requesting a refund for their $500.00 donation. Plans inc lude sending a
letter to all donors regarding the feasibility study and to inform them that the process is continuing.
Commissioner Tomasso reponed o n the progress of the RTD Light Rail Station. Tomasso distributed a
drawing of the Englewood station which is to resemble the Englewood Depot Station. Plans for the station
include three windscreens, and lights to match the lights in downtown Englewood. Tomasso announced the next
meeting with RTD would be on Tuesday, September 9th.
Discussion then began on the Statue in the Plaza. Tomasso reported that he knew of two artists he
thought might be interested in displaying their art . One was interested but did not have art available at this time.
The other was not available . Commissioner Wolosyn suggested that the Commission consider displaying art in
intervals, possibly for four month periods , three times a year. The question was brought up regarding a policy .
Hultberg informed Commission that the city did not hav.e a current Art in the Plaza policy, but did have
information from other municipalities to compare with . Hultberg indicated that the Cultural Arts Commission
would fust need to draft a policy , which would then need to be approved by the City Attorney's . Council liaison
Habenicht suggested that a sub-committee be formed with a representative from the City Attorney 's office,
Department of Parks and Recreation, and Public Work.? Department to discuss and draft an ordinance to go to
City Council. Commissioner Tomasso asked who would cover the cost. Hultberg explained that it varies
according to the information he had received from other municipalities. Hultberg indicated that he would
schedule a meeting with the suggested individuals to discuss a policy .
Council liaison Habenicht reported that the Convening Committee has met a couple of times and has
approached Dr. Jess Gerardi in regards to chairing the Centennial Committee. The committee had requested a
five year comrniunent which Dr. Gerardi felt was too long . Habenicht opined that she agreed somewhat.
Considerations towards other alternatives are being looked at. Plans for the celebration may include a series of
smaller celebrations in order to build up to the main event.
Habenicht suggested that the Cultural Arts Commission do something for the Public Library Board in
recognition of their recent renovations at the Englewood Public Library . Commission members concurred . A
card and plant will be sent to the board.
Hultberg responded in regards to the reports on the Feasibility Study and Project 2003/5 Year Plus Plan ,
requesting that the discussions be held over until the next meeting since Spangenberg was not present at tonight 's
meeting . Hultberg asked that those who had received a copy of the Cultural Arts Commission Annual Report to
look it over for any changes or comments; and those who had not received a copy will do so at the next meeting .
In regards to the Annual Report presentation, Habenicht reported that Annual Report was an excellent piece of
information and Council was pleased with the presentation. Habenicht expressed how proud she was to be part
of the group .
Item VI -Election of Officers would be postponed until the next meeting due to a quorum not being
present.
Commissioner Lindsey announced she had received an invitation to the Women's Foundation on
September 18th where Jane Fonda would be a key note speaker. Lindsey also stated she had received a letter
concerning Leadership Englewood. Habenicht explained that Leadership Englewood is sponsored by the
Englewood Chamber of Commerce. The purpose of the program is to develop leadership potential for
Englewood and to help bring people forth to run for boards commissions and council. This is the first year for
the program . Habenicht added that if money was left in the budget, she would like to see people sponsored.
Commissioner Lindsey stated that there was a $400.00 fee for the retreat.
Hultberg announced that as Commission members were aware, Commissioner Styes had resigned from
the Commission, and Council will hold interviews to fill her position. Habenicht added that if anyone knows of
interested individuals for the Cultural Art Commission, please encourage them to apply and to let her know .
Commissioner Tomasso questioned the information on the A.R.T.T. program sent with the commission
packet. Habenicht opined that it is a great idea, but not something the Commission should take on at this time.
Commissioners concurred. W olosyn indicated she would write a letter commending the program, but at this time
the Cultural Arts Commission was not able to participate.
Council liaison Habenicht commented on how e/(cited she is to see the changes with Cinderella City and
the CRNA group.
Commissioner Wolosyn stated she had recently visited Houston and commented on the amount of
culture and art in the city. Wolosyn also noted that sbe had attended a workshop that Corrine had passed on to
Commission members.
Commissioner Tomasso commented on the possibility of Swallow Hill moving to Englewood .
Recording Secretary Debby Severa announced that LeighAnn Hoffhines from the City Manager's office
is asking for a volunteer from the Cultural Arts Commission to serve on a committee to select photographs for the
199 8 City of Englewood calendar. Youth member Peterson expressed an interest. If Peterson was no t available ,
Commissioner W olosyn would be interested .
The meeting was adjourned at 7:26pm.
