CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of September 1, 2010 The regular monthly meeting of the City of Englewood Cultural At1s Commission was called to order at 5:45pm by Chairperson Bertoluzzi at the Civic Center City Council Conference Room. Present: Absent: Eric Be11oluzzi , Chairperson Heather Bartunek, Commission Member Jennifer Enger, Commission Member Karen Kenney, Commission Member Donna Schnitzer, Commission Member Maggie Stewm1, Commission Member Jill Wilson, City Council Liaison JeITell Black, ex officio Janet Moore, Vice Chairperson Tamara Emmanuel , Alternate Member Also Present : Mary Lynn Baird , Engl ewood Schools Liaison Kate Dulaney, Englewood Schools Liaison Gary Hultberg, Recreation Manager REVIEW OF AGENDA Commission Member Kenney told the Commission that she has two items to discuss . Bertoluzzi stated that her items would be added after Committee Reports . APPROVAL OF MINUTES Bertoluzzi asked if there were any changes or corrections to the minutes of August 4, 2010. There were none. The minutes were approved as presented. IV. INTRODUCTION OF GUESTS v. • There were no guests present. NEW B US INESS Discussion was turned over to Director Black who gave an update on the 2011 Budget. Black repo11ed that re venues from City sales tax are still clown. In regard to the proposed budget cuts for Parks and Recreation that was discussed at last month 's meeting, Black stated that City Council has discussed keeping the Friday night Rec Zone, eliminating the afternoon Rec Zone and Funfest, reducing the Sounds of Summer Concei1 Series by half and keeping the Kidstage conce11s . In regard to Englewood A11s sponsorship, Black stated that City Council has discussed pa11iall y funding the sponsorship for Englewood Ans. Discussion followed regarding other cuts tlu·oughout the City. Commission members were told that there will be a Public Hearing on September 20 1h that will give the public an oppo11unity to speak; noting that nothing is final until the second reading in October. Black stated that it was a difficult discussion for City Council but bottom line is that revenues are not there . City Council Liaison Jill Wilson infom1ed the Commission that if there are any changes or an increase in City sales tax then adjustments will be made . Wilson spoke in regard to City reserves being at 7.9% and not at the required l 0% which could mean additional reductions. Commission Member Schnitzer asked in regard to the impact of people attending the Public Hearing. Wilson told Schnitzer that having the public speak at a Public Hearing always has impact on City Council's decision. Schnitzer stated that the Cultural Arts Commission wrote a letter to City Council last year in regard to the proposed budget reductions and asked if it would be beneficial if the Commission did that again for this year's proposed cuts. Wilson replied that a letter is always beneficial but having people speak at a Public Hearing also has an impact. Black told the Commission that the Parks and Recreation Commission submitted a letter to City Council encouraging Council to restore funding for the Summer Conce11 Series, Kidstage , Rec Zone and pa11ial funding for Englewood At1s sponsorship . Black reiterated what Wilson had said that the City reserves are lower than what City Council has seen and that the City Manager is meeting with all depa11ments to find additional reductions. VI. OLD BUSINESS Commi ssi o n Member Ba11Unek infom1ed the Commission that there will be an Englewood A11 Fest Public Forum on Monday, September 20th from 6 to 7pm in Hamdpen Hall. Wilson asked Bartunek if the Steering Committee has determined a cost for the e vent. Bartunek replied that they still don 't know costs but are hoping that the Public Forum will help them to detem1ine what people will be willing to pay, etc . Discussion turned to the Cultural Al1S Commission booth at Funfest. Hultberg told commission members that Funfest was well attended and the CAC booth was very successful. COMMITTEE REPORTS Wilson informed the Commission that representatives with PLACE and the Museum of Outdoor Arts will be attending the September 7th City Council meeting to talk with City Council in regard to building a sustainable community for artist in Englewood . Wilson commented that it would be a great oppot1Unity for Englewood. Schnitzer gave an update on the community garden. A copy of the community garden newsletter was distributed. Schnitzer told commission members that there will be a Harvest Soiree on September 18 th which they will be invited to . Schnitzer repo11ed that the food bank is still receiving vegetables from the garden and that there continues to be a core group of volunteers that are working on things in the garden . In regard to art in the garden, Schnitzer stated that thoughts and ideas are being worked on . Commission members were infom1ed of upcoming education/an classes that will be held at the garden . Commission Member Enger repo11ed that there is one more Eagle Scout project for a gate and the committee is pursuing funding for an arbor. Enger noted that the two benches are complete . Be11oluzzi asked Wilson in regard to the One Percent Art Fund and the possibility of it being • • taken away due to low reserves. Wilson and Black explained that the One Percent Fund is • approved every year with the budget and that discussion of it being taken away has never been discussed by City Council. Discussion followed. In regard to Englewood At1s , Be11oluz z i reported that the brochure for the 201012011 Concert Series is going to the printer tomon-ow . • Schnitzer briefed the Commission on the August Parks and Recreation Commission meeting. • • Commission Member Kenney informed the Commission that she is on the Englewood At·t Fest committee and while interviewing other cities in regard to their special events, she was encouraged to find something pe11aining to Englewood heritage to expand on. Commission Member Stewa11 told Kenney that the Englewood Library has lots of infonnation regarding Englewood history that she could choose from. Discussion followed. In regard to the Candlelight Ceremony that ha s been discussed at previous meetings , Kenne y asked commission members for their input so s he could sta11 planning the event for this year. Black explained that the Candlelight Ceremony would be tied in with the Englewood Shines event which the City Manager's Office is in charge of. Black went on to explain that the Chamber of Commerce has also spoken that it would like to be invol ved in this year's event. Black stated that he will ha v e Carol McGuigan with the City Manager's Office give her a call. VIII. UPCOMING EVENTS IX . x. Hultberg infom1ed conuniss ion members of an e vent the City is co-s ponsoring, The Festival of the Bastardino that will be held on Saturday, September 11 th at Centennia l Park/Brent Mayne Field that will include a dog swim at Pirates Cove . DIRECTOR'S CHOICE Black reported that at the September 7th City Council meeting, City Council will be recognizing Bob Leonard, Englewood Recreation Center Program Facility Supervisor, and two Englewood Recreation Center patrons, for saving a man's life who had suffered a hea11 attack at the Englewood Recreation Center. Black explained that Mr. Leonard and the two patrons used an Automatic External Defibrillator (AED) until paramedics arrived . Commission members were told that the gentleman is doing great. COMMISSION MEMBERS CHOICE Hultberg repo11ed that the Depai1ment recently submitted a Planning Grant for Duncan Park tlu·ough Great Outdoors Colorado (GOCO). Hultberg explained that the Depat1ment will find out in December if it was successful with the application and if so , the Depat1ment will then proceed with an application for a Development Grant. Enger informed the Commission that she will be moving to Michigan and will therefore be resigning from the Commission. Commission members wished her all the best.
