CULTURAL ARTS COMMISSION
Minutes of October 6, 2010
The regular monthly meeting of the City of Englewood Cultural Arts Commission was
called to order at 5:50pm by ex officio Director Black at the Civic Center City Council

Black stated that under New Business, Ms. Hoffhines will also be talking about a submittal
for the 2011 Governor's Arts Award.
III. APPROVAL OF MINUTES
Black asked if there were any changes or corrections to the minutes of
September 1, 2010. There were none. The minutes were approved as
presented.
IV. INTRODUCTION OF GUESTS

Black introduced LeighAnn Hoffhines , Communications Coordinator for the City of
Englewood.
NEW BUSINESS
Ms. Hoffhines informed the Commission that MOA Representative, Tim Vacca, had
brought to her attention the 2011 Governor's Arts Award. Ms. Hoffhines explained that
after speaking to City Manager Gary Sears, it was decided to nominate the City of
Englewood. Ms. Hoffhines explained that the Governor's Arts Award "recognizes and
honors a Colorado town or city that celebrates and uses the arts as a focal point for
community development". Discussion followed regarding the items that fit in with the
nomination including MOA, Englewood Arts, David Taylor, etc . Commission members
were told that the deadline for the nomination is the end of October.
Discussion turned to judging for the 2011 Englewood Calendar. Ms . Hoffhines stated that •
there were 163 entries with entries from all of the Englewood schools. Ms. Hoffhines
explained that the entries were narrowed down to fifty that will be honored at the Top 50
Artist Reception on Wednesday, October 2ih. Commission members were told that City
Council members have also had the opportunity to judge the artwork.
Judging of the artwork followed.
While Ms. Hoffhines tabulated scores from the judging, Black gave an update on the 2011
Budget. Black informed the Commission that City Council has passed the 2011 Budget on
the first reading. Black reported that included in the budget was $6 ,000 sponsorship for
Englewood Arts, full funding for Friday Night Rec Zone, the elimination of After-School
Rec Zone, half the funding for the Summer Concert Series and the elimination of Funfest.
In regard to half of the funding for the Summer Concert Series, Black told the Commission
that Englewood Environmental Foundation (EEF) will be picking up the other half of the
funding so the concert series will continue for next year. Black also reported that while
funding for Funfest has been eliminated, the Englewood Chamber of Commerce is looking
at picking up the event or doing something similar. Black stated that also included in the
2011 budget is $3 ,000 for Art Fest planning, with the understanding that event money will
be through donations . Also approved in the budget was funding for the Malley Senior
Recreation Center extended hours. Black explained that the extended hours program will
cost $30 ,000 in which the Malley Center Trust Fund has agreed to pay for half the cost for
the first three years. City Council Liaison Jill Wilson spoke in regard to the Art Bus and •
how City Council is working to find means to keep the bus running.
In regard to the elimination of Funfest, Alternate Member Emmanuel asked if the money is
raised, would the program be reinstated . Black responded that City Council would have to
approve the reinstatement of the program. Black went on to explain that City Council had
some very difficult decisions to make in which they spent a lot of time and effort going
through everything in detail.
VI. OL D BUSINESS
Commission Member Schnitzer gave an update on the Community Garden. Schnitzer
reported that the new wooden gate that an Eagle Scout was working on is now installed.
Schnitzer talked about the Harvest Soiree that was held a few weeks ago and stated that
everyone had a good time.
Discussion turned to an update on the Englewood Art Fest. MOA Representative, Tim
Vacca told the Commission that there was twelve people who showed up to the Public
Forum last month; noting that they were all very excited about the event. Vacca said that
there was some concern with using the word Englewood in the name of the event so the
committee is now looking at a new name . Commission members were told the committee
has made some good contacts with performers and has now started planning for space and
cost. Discussion ensued regarding an entry fee. •

Black asked Vacca when he thought the committee would make a final determination if it
will move forward with the event for 2011. Vacca told Black that the Committee is
determining the number of spaces available for vendors, cost, etc. and will then do a
general service plan. Vacca stated that he has been working with a local event planner to
help in determining the costs involved. Vacca told the Commission that the Museum of
Outdoor Arts has said that it is willing to be a sponsor.
Ms. Hoffhines returned with the results of the judging of the artwork. Commission
members were reminded of the Top 50 Artist Reception that will be held on Wednesday,
October 2?1 11 from 5:30-6 :30pm. Ms. Hoffhines also reported that the artists whose artwork
was selected for the calendar will be recognized at the Monday, November 15 th City
Council meeting.
VII. COMMITTEE RE PO RTS
There was no update for Public Art.
Commission members were told that there will be an Englewood Arts concert, CSO
Chamber Ensemble, this Saturday at 2 :00pm.
Schnitzer told the Commission that discussion at the September Parks and Recreation
Commission meeting mostly pertained to budget. Schnitzer told the Commission that the
Parks and Recreation Commission was informed that the City was successful with a Tri-
County grant application for two community gardens at Clayton Elementary and Charles
Hay World School. Black explained that the grants are under the City of Englewood but
that the City will be partnering with the Englewood School District and Denver Urban
Gardens .
VIII. UPC OMING EVENTS
Vacca discussed upcoming events for the Museum of Outdoor Arts including the opening
of Griffin & Sabine and Beyond, Nick Bantock: A Retrospective in addition to Hudson
Holidays.
IX. DIRECT OR 'S CH OICE
Discussion turned to Director's Choice. In regard to the Tri-County grants that was spoken
about under Parks and Recreation Commission update, Black informed the Commission
that there were two other grants that the City also received, an updated bicycle master plan
and an improved pedestrian movement on Broadway, both of which will be handled through
Community Development.
Black discussed with the Commission the resignation of Commission Member Enger and the
process to fill the vacancy. Black explained that in January and June , City Council goes
through an application and interview process to fill the vacancies on the various boards and
commissions in the City . Schnitzer asked if Cultural Arts Commission members can sit in on
the interviews . Black replied no, that it is a City Council decision . Black did note that City
Council does ask that the Chairperson of each Board and Commission to write a letter to City
Council with his/her recommendation of commission members that are reapplying , etc. Black
told commission members that he will keep them posted on the process .
X. COMMISSION MEMBERS CHOICE
Wilson informed the Commission of a potential buyer of the Englewood Depot building
who has plans to restore the building and run an architectural design company out of it.
Discussion followed regarding the impact to the community garden.
In regard to Commission Member Kenney's desire to have a candlelight walk in
conjunction with the holiday tree lighting, Wilson told Kenne y that the Englewood
Chamber of Commerce is talking of taking over the event for this year. Wilson encouraged
Kenney to talk to City Council Member Randy Penn who is also involved with the
Chamber. Kenney stated that she did speak with someone from the Chamber who invited
her to the next meeting. Kenney told the Commission that the Chamber is talking about
turning it into a flashlight walk. Discussion followed .
