CALL TO ORDER Ci ty of Englewood CULTURAL ARTS COMMISSION Minutes of June 3 , 2009 The regular monthly meeting of the C ity of Englewood C ultura l Arts Comm ission was called to order at 5:47 pm Vice Chairperson B ertol u zzi at the Civic Center City Counci l Conference Room . Pre sent: Absent: Eric Bertoluzz i, Chairperson Heather Bartunek, Commission Member Jennifer Enger, Commission Member Donna Schnitzer, Commission Member Jill Wilson, City Counc il Liaison Natas ha Fish, Youth Commission Member Jerrell Black, ex officio Janet Moore, Vice Chairperson Maggie Stewart, Commission Member Also Present: Kate Dul a ney, Englewood Schools Liaison Mary Lynn Baird , Englewood Schools Liaison Gary Hultberg , Recreation Manager Todd Si ler, Artist (left at 6:26pm) REVIE\V OF AGENDA There were no changes to the age nd a . APPROVAL OF MINUTES Bertoluzzi asked if there were an y changes or corrections to the minutes of May 6, 2009. There were none. The minutes were approved as presented. IV. INTRODUCTION OF GUESTS Todd Siler, Dream Tree At1ist, was int roduced. V. NEW BUSINESS ln regard to last months discussion o n whether there was interest from the Cultural At1s Commission to purchase the Best in Show from the Natio nal Juried A11 Show , Be11oluzzi stated that there is no interest from the C ultu ral Arts Commiss ion or Eng lewood A11s. VI. OLD BUSINESS Be11oluzzi turned discussion to the Wal-Mart Art Wall , Dream Tree . Be 11 o lu zzi asked Mr. Siler if he had received a copy of the agreement. Mr. Siler stated that he had not. Bl ac k apologized and told Mr. Siler that he wo uld get a copy of the agreement to him . Be11olu zzi asked if City Council ha s been made aware of the issue concerning the Wal-Mart Art Wa ll being in need of res t oratio n and Mr. Siler's proposal to do the work for $7,000. City Council Liaison Jill Wi lso n replied that City Council members may be aware of it un offic ially but that they have not been told of it officially. Be11oluzzi spoke in regard to the City not having a policy on the maintenance of a11. Recreation Manager Gary Hultberg explained that the Cultural Ar1s Commission requires that for each piece of art it purchases through the one percent A11s Fund, that art will be maintained by funds set aside in the one percent fund (25% of the one percent fund or $3,500 whichever is greater). Black told the Commission that Dream Tree was purchased through Community Development and the Cultural Ar1s Commission had nothing to do with the purcha se. Black discussed there being a representative from the Cultural Arts Commission, Mai1ha Warner , along with the Director of Public Works , Parks and Recreation and Conununity Development whose only responsibility was to sign off on the contract showing the piece of a11work was completed. Bertoluz zi asked in regard to whom in the City detennines when maintenance is required on a piece of ai1 owned by the City . Hultberg explained that the Cultural A11s Commission has guidelines for the pieces of ai1 it has purchased but reiterated that Dream Tree is not a Cultural Arts Commission acquisitioned piece . Hultberg went on to explain that the Dream Tree contract indicates that the City is responsible for the maintenance of the artwork but it also states the City has the option to remove the piece of a11. Be11oluzzi asked who in the City would dete1mine that maintenance is required. Black told the Commission that the issue is not if the work is necessary but instead is who is going to pay for the maintenance work; noting that it will be the same issue for the a11work at the Light Rail station, Alexan parking structure and the grass in the median on Broadway . Black repo11ed that Parks and Recreation does not have the funds available at this time to pay for the work. Commission members were told that another option would be to include the request for funding of the restoration work in the 20 l 0 budget and let City Council make the decision. Wilson explained that the City does not have the money right now ; explaining that City revenues are down 8-12% which required City Council to make some large budget cuts. In regard to whether the Commis s ion wanted to use money from the one percent a11 fund to fund the restoration work, Black told the Commission that it has several options : to fund the whole project , a portion of the project or to not fund it at all. Wilson stated that she could submit it as a Council Request and ask how the City is going to deal with maintenance of the art the City owns. Discussion followed. Conunission members concurred to have Wilson submit it as a Council Request. In regard to discussion at the May meeting concerning Wal-Ma11 placing items in front of the artwork, Mr. Siler stated that he wanted to thank whoever was responsible for speaking to Wal-Ma11 because the items have been moved . Siler thanked the Commission and left. Discussion turned to Commission Member Schnitzer who ga ve an update on the Community Garden. Schnitzer reported that committee members , along with Michael Buchenau , Executive Director of Denver Urban Gardens (DUG), had met with City Council in Stud y Session to discuss strides made with the community garden. Schnitzer told commission members that she and Commission Member Stewart have been distributing infotmational fliers around the outlying neighborhood. Wilson asked how it went. Schnitzer replied that there were not a lot of people at home but of those that they had spoken to no one had any negative comments. Schnitzer repo11ed that the fliers were also being distributed at some of the churches in the area and the Farmer 's Market. Schnitzer spoke in regard to people asking what food banks the food from the conununity garden would be going to. Black stated that the depa11ment would research it. Schnitzer also reported that there is some concern from neighbors in regard to the parking by area businesses along the street by the Depot prope11y . Commission members were info1med of the upcoming Community Garden Open House on June 9 th at the Malley Senior Recreation Center. • • In regard to the meeting with City Council. Black commented that the meeting went very well. • Wilson stated that she agreed, adding that City Council was very impressed with the presentation and DUG's in vo lvement. • • • VII. Commission Member Ba1tunek and Schnitzer gave an update on Artabout Englewood. Schnitzer reported that there was a meeting on May 25th where they discussed entertainment and the layout for the August l 5 1 event. Schnitzer noted that the entry fee for artist had been dropped from $25 .00 to S20 .00 . COMMITTEE REPORTS Discussion turned to Committee Repo11s and Public Art. In regard to the Hampden Hall A11 Wall, Ba11unek told the Commission that they had received 14 to 15 pieces of artwork so there was no need for a selection committee. Bartunek stated that the a11work will be hung on Friday . Bartunek spoke in regard to interest from people for future shows . Be11oluzzi asked if all the a11work was deemed appropriate. Bartunek replied yes. Be11oluz z i repo11ed that on May 19th, Englewood Arts and the Developer made a presentation to the Englewood Board of Education in regard to the Flood Middle School prope11y for a Cultural Arts Center. Be11oluzzi stated that the presentation went very well. Schnitzer gave an update on the May Parks and Recreation Commission meeting. VIII. UPCOMING EVENTS IX. x. There were no items for upcoming events . DIRECTOR'S CHOICE There were no items for Director's Choice . COMMISSION MEMBERS' CHOICE Discussion turned to Commission Member's Choice. Hultberg infotmed the Commission that the City of Englewood has purchased the Belleview train from the Englewood Lions Club for $1.00. Hultberg reported that other than some deferred maintenance issues that are being worked out, things are going great with the new operation. Wilson announced that the new BlD planters and bike racks for South Broadway are in place and Sean Doherty' s flower artwork has been installed in the planters. Black info1med the Conunission that tonight is Youth Conunission Member Natasha Fish's last meeting due to her going off to college . On behalfof the Cultural Arts Commission and the Depa11ment of Parks and Recreation, Black thanked Ms . Fish and wished her all the best. XI. ADJOURNMENT The meeting was adjourned at 6:50pm .
