CULTURAL ARTS COMMISSION
Minutes of August 5, 2009
CALL TO ORDER
The regu lar monthly meeting of the City of Englewood Cul tu ral Arts Commission was called to
order at 5 :57pm by Chairperson Bertoluzz i at the Civic Center City Council Conference Room.

REVIEW OF AGENDA
There we re no changes to the agenda .
APPROVAL OF MINUTES
Bertoluzzi asked if there were any changes or corrections to the minutes of Jul y l,
2009. There were none. The minutes were approved as presented.
IV . INTRODUCTION OF GUESTS
New Commission Member Karen K enney and Alternate Member Tammy Emmanuel were
introduced. Kenney and Emmanuel gave a brief background about themselves to commission
members.

There was no new business .
OLD BUSINESS
There was no new update on th e Wal-Mat1 At1 Wall. In regard to the S7 ,000 to fund the work on the
A11 Wall , D irector Black infonned the Commi ssion that it has been submitted as a new program
request in the 2010 budget but iterated that because of the cu1Tent condition of the Ci ty's finances , it
is very unlikely that it wi ll be approved .
Di sc u ssion turned to an upd ate on the Community Garden . Commission Member Enger repo rt ed
that the ga rd en rul es are comp leted . Enger stated that the Steering Comm itt ee w ill be ho sting a
booth at the Funfest Olde Tyme Fair, Englewood Days and the Farmer's Market and will be holding
a yard sale and plant swap in September. Vice Chairperson Moore asked if the garden plots will be
in for next yea r. Enger replied yes; noting that they will start accepting applications as of January 1, •
2010 . Bertoluzzi asked in regard to the application process. Enger explained that the Steering
Committee is working on the process vvhich is almost completed. Discuss ion followed in regard to
the yard sale .
In regard to the fonnal lease agreement between the City of Englewood and Den ve r Urban Gardens,
Black repo1ted that Dave Lee , Manager of Open Space and he had looked it over and that it is now
with the City Attorney's Office for its review before meeting with Michael Buchaneu for final
review . Black noted that the document will then need to be approved by City Council.
Moore asked ifthere will be soil enhancements . Black replied yes. Moore asked if water access is
nearby . Black repo1ted that there was already a tap on the prope1ty and that a meter was added to
monitor use by the Community Garden . Emmanuel asked if City money was used to start the
Garden. Black explained that the property is owned by the City in which the City has allowed the
site to be used for the Community Garden. Kenney stated that the school that she works at has a
DUG Garden in which they received a $20,000 donation from Origins . Enger explained that DUG
oversees the fundraising . Black noted that fundraising is still a couple steps down the line .
Commission Member Ba1tunek asked in regard to the plots and if they will be rotated every year.
Enger stated that DUG assigns the plots on a first-come , first-serve basi s with a waiting list .
Commission members were told that the Community Garden will be u s ing a portion of the
Englewood Depot property and that there is room for expansion if necessary . Enger explained that
the plan is that 51 % of the plots will be for low-income members which will include the plots for the
food banks.
Bartunek updated commission members on the A1tabout Englewood event that was held on
Saturday, August 151
• Bartunek repo1ted that there were about 200 people who attended the event
this year which was more that last year's event. Bartunek also noted that each artist made at least
one sale. The Commission discussed there not being a lot of adve1tisement for this year 's event.
Discussion followed whether it would be advantageous to hold the A1tabout Englewood event with
another City event.
VIL COMMITTEE RE PORTS
There was no update for Public Art .
Discussion turned to Englewood Arts. Bertoluzzi gave a brief history of the Englewood A.Its
organization for the new members . In regard to discussion between Englewood A.Its and the
Englewood School District for use of the Flood Middle School property for a Cultural A.Its
Center, Benoluzzi repo1ted that they had a very productive conversation that included a verbal
agreement to move forward with the project . Be1toluzzi and Moore told Kenney and Emmanuel
that they are welcomed to attend the Englewood Arts Board meetings that are held on the third
Wednesday of each month at 3:30pm in Hampden Hall. Bc:1toluzzi announced that the 2009-20 l 0
Englewood Arts Concert Series will open with a conceit by Hazel Miller.
Black informed commission members that at the July Parks and Recreation Commission meeting,
the Commission listened to four people who spoke in regard to off-leash privileges at Englewood
off-leash parks, particularly Jason Park and Centennial Park . Moore asked if there has been an
adverse incident. City Council Liaison Jill Wilson explained that there ha s not been an attack.
Discussion followed regarding the off-leash issue .

UP COMING EVENTS
There were no items for upcoming e vents .
DIRECTOR'S CHOlCE
Black reponed that the City sales tax revenues are down approximately 9 % which equals about
$ l .4 million dollars. Black explained that depa1tments have made substantial cuts for 2009 and
depending on where revenue and sales tax go in the next months will determine cuts for the
future . Commissio n members were told that there will be a budget hearing with City Council the
end of September. Black told the Commission that he would keep them informed. Banunek
asked if there ha v e been any programs cut. Bl a ck responded that staff has had to make some
adjustments and cuts to meet the declining re v enue. Commission members were informed that the
cooler wet weather at the beginning of the summer has had a dramatic impact to revenues for this
year for Pirates Cove and Broken Tee Golf Course . Black noted that last year, Pirates Cove
grossed over $1 ,000 ,000 .

Recreation Manager Gary Hultberg reminded commission members of the upcoming Funfest Olde
Tyme Fair at Bellev iew Park on Saturday, August 22 "d. Hultberg repo1t e d that the Summer Drama
Production Annie sold more than 1,500 tickets and the Amateur Parks and Recreation Art Exhibit
will open in October in Hampden Hall.
Commission members were reminded of the Board , Commission and Authority Appreciation Night
at Pirates Cove on Monday, August l01h •
