CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of October 7, 2009 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5:45pm by Chairperson Bertoluzzi at the Ci vic Center City Council Conference Room. REVIEW OF AGENDA There were no changes to the agenda . III. APPROVAL OF MINUTES Bertoluzzi asked if there were any changes or corrections to the minutes of September 2, 2009. There were none. The minutes were approved as presented . IV. INTRODUCTION OF GUESTS LeighAnn Hoffhines , Communications Specialist for the City of Englewood, was introduced . V. NEW BUSINESS • VI. Discussion turned to Ms . Hoffhines and selection judging for the 20 l 0 Student Art Calendar. Hoffhines thanked the Commission for its help with the selection of artwork for the calendar. Commission members were told that there were 182 entries of which were narrowed down to the Top 50 by a selection committee last week . Hoffhines explained that the commission will be judging the Top 50 for the calendar a1twork and the Top 50 will be recognized at the Top 50 Reception on No vember 5th . Judging of the a1twork followed. OLD BUSINESS Black gave an update on the 2010 Budget. Black informed the Commission that in the Capital Budget was the request for funding for restoration of the Wal-Mart Art Wall but due to declining sales tax revenues, the request was not funded. Commission members were told that that there may be other opportunities available . Black reported that City Council did receive the letter from the Cultural Arts Commission in regard to the budget in addition to a letter from the Parks and • Recreation Commission. B lack told the Commission that he was pleased to say that City Council restored funding for Englewood Arts, Summer Drama Program, Kidstage, Funfest, Sounds of Summer Concert Series and Rec Zone . Black extended appreciation to Englewood Arts in helping to restore the Summer Drama program. The Commission was told that City Council did eliminate the Senior Taxi Program and additional items in the parks operating budget. Black rep011ed that the Department of Parks and Recreation contributed over $250,000 in additional revenue to the General Fund including a fee increase for Pirates Cove. Black stated that per request by some City Council members , staff will be looking at a nominal fee increase for some recreation programs . Black discussed that if a fee is too high , programs would not be supported by the community and would end up being eliminated. Discussion followed in regard to Parks and Recreation 's mission to provide programming at an affordable price for lifetime pursuit and not just to provide programming for people to pa11icipate . Bertoluzzi asked if Parks and Recreation is the only department in the City that provides programs that bring in revenue. Black explained that Finance brings in the largest amount of re venue with sales ta x and that Parks and Recre ation follows Finance . Black went on to explain that revenue from sales tax, Parks and Recreation, Courts, etc . all go into the General Fund where as revenue from Utilities and the Golf Course go into Enterprise Funds. Black expressed his appreciation to the Board and to the citizens of Englewood for their support of Parks and Recreation programs, especially during this budget time. Black stated that there were eight people who spoke to City Council regarding the budget at the Public Hearing and six of the • eight spoke on the Drama program . Discussion turned to an update on the Community Garden. Commission Member Schnitzer repo11ed that they had made $200 .00 for the Yard Sale . Schnitzer discussed how the Yard Sale gave the opportunity to meet people in the neighborhood. Schnitzer stated that Commission Member Stewa11 is working with a representative from DUG in regard to a packet to give to businesses . Schnitzer requested a Letter of Support from the Cultural Arts Commission; noting that they have already received one from Englewood City Council. Schnitzer reported that she Wilmore Nursery had donated $340 .00 in "nursery bucks" for the Community Garden. Commission members were told that Commission Member Stewart is was recently released from the hospital following a severe asthma attack and is now at home resting. VII. C O MMITTEE RE PORT S There was no update on Public Art or Englewood Arts . Black ga ve an update on the September Parks and Recreation Commission meeting where reductions for the 2010 budget were discussed. As previously discussed , commission members were told that the Parks and Recreation Commission also submitted a le tter to City Council in support of restoring the recreation programs being considered for cuts . Discussion followed in regard to the Parks and Recreation Commission also writing a letter of support for the community garden. • • • • VIII. UPCOMING EVENTS Bertoluzzi announced the upcoming Englewood Arts concert "Music for Piano and Cello" on October 24 th at 2pm in Hampden Hall. Vice Chairperson Moore announced the Parks and Recreation Englewood Art Exhibit that will be on display in Hamdpen Hall October 13-19. IX. DIRECTOR'S CHOICE Black informed the Commission of an upcoming grant opportunity through Great Outdoors Colorado (GOCO) that the Department will be applying for the planning and development of Duncan Park . Black explained that the grant is a one-time mini-stimulus grant up to $700,000. X. COMMISSION MEMBERS CHOICE XI. Hultberg also thanked commission members for their support of the recreation programs in the 20 I 0 Budget. Black acknowledged the recent article in The Villager on Alternate Member Tamara Emmanuel and stated that it was a very nice article. Ms .
