CALL TO ORDER

CULTURAL ARTS C OMMISSION
Minutes of Nove mber 4 , 2009
The regular monthly meeting of the City of Englewood Cultural Arts Conunission was called to
order at 5:45pm by Chairperso n Bertoluzzi at the Civic Center City Council Conference Room .

REVIEW OF AGENDA
There were no changes to the agenda.
III. APPROVAL OF MINUTES

Bertoluzzi asked if there were any changes or corrections to the minutes of October
7, 2009.
Alternate Member Emmanuel asked if she cou ld bring up something for discussion . Enunanuel
told the Commission that she had gone to the Museum of Outdoor Arts on the weekend to view
the current exhibition "Cabinet of Curiosities" and she was shocked to find out that the Museum is
not open on weekends . Be1toluzzi suggested discussing the item later in the meeting. Emmanuel
agreed .
Di sc ussion returned to approval of the minutes .
Bertoluzzi told the Commission that he needed to clarify something from the October
minutes pertaining to funding for the Summer Drama program. Bertoluzzi told
commission members that there is a contingency attached to the 2010 Summer
Drama Program that Englewood Arts has to raise the $7,000 for Summer Drama
Program in order for the program to happen. Bertoluzzi stated that it is his hop e
that the Cultural Arts Commission will help Englewood Arts to raise the money;
noting that Englewood Arts has already been able to raise some of the money. The
minutes were approve d as amended .
IV. INTRODUCTION OF GUESTS
There were no guests present.
V. NEW BUSINESS
[n regard to Etmnanuel 's concern that the Museum of Outdoor A11s is closed on weekends,
Bertoluzzi stated that the Museum decided that it did not want to pay a staff person on Saturdays .
Commission Member Stewart noted that it has been that way for quite some time. Enmrnnuel
discussed MOA being located in a public facility and how it should be open to the public and how
it is limiting itself to working people and students such as her son by not being opened on the
weekend . Bertoluzzi told the Commission that Englewood Al1s had over 220 people at Saturday's
conce11 that would have gone to see the exhibit during intennission . Discussion followed.
Conm1ission Member Enger told the Commission that the Cultural Arts Co1mnission does not
have a say in regard to the Museum of Outdoor A11s hours. Bertoluzzi stated that she is conect.
Commission Member Schnitzer told Elllinanuel that Tim Vacca is the MOA representative to the
Co!llinission and suggested that she discuss the issue with him. Bertolu zz i stated that he too
would discuss the issue with Vacca and see if there is a solution. Discussion followed .
VI. OLD BUSINESS
Stewart gave an update on the C01mnunity Garden. Commission members were told that the
Steering Coimnittee has been working on grants . Stewart discussed them being discouraged that
there have not been a lot of volunteers from the community that have stepped forward to help with
the Garden. Commission members were told that Stewat1 and Schnitzer will be taking a Master
Co1mnunity Gardener course through Denver Urban Garden. Discussion followed in regard to
needing to raise money for the colllinunity garden. Enger asked if there is any money in the budget
to put towards the program. Black replied no and explained that the Cultural Arts Co1mnission has
an operating budget that covers such things as printing and postage but does not cover funding for
programs. Stewart asked in regard to the funding that is available for purchasing art . Black
explained that the Commission purchases art through the one percent ai1 fund which is a separate
fund from the Cultural Ms Co1mnission budget. Discussion followed in regard to raising money for
the Garden .
VII. COMMITTEE REPORTS
Discus sion turned to Committee Reports and Public Art. Schnitzer repo11ed that the watennelon
slices have some damage and that there is no signage to Olga's piece of ai1. Be11oluzzi repo11ed
that the signage is located on the bench next to the artwork.
Recreation Manager Gary Hultberg told the Commission that he has an update to give tonight on
the one percent art fund . Hultberg distributed info1mation to c01mnission members. Hultberg
reported that the average annual donation to the one percent art fund is $11,000 but that in 2009
because of the economy, the donation was only $3,000. Commission members were told that
there is a balance of $38,000 in the fund. Hultberg discussed the different projects that have fallen
under the one percent fund included those projects that have been in collaboration and supported
by the one percent ai1 fund including the Wal-Mat1 Art Wall. Wilson asked if the $3,000 for 2009
is included in the $38,000 balance . Hultberg replied that it is .
Schnitzer asked in regard to the Hampden Hall Art Wall project. Hultberg repot1ed that the show
rotates every six months and that Carol McGuigan is cunently working on the new ai1 to come in.

Commission Member Kenney asked in regard to the grass sculpture located on the north end of
Broadway. Black explained that the sculpture an Entry Po11 Monument that was done as a
Community Development project. Black went on to explain that there were plans to put artwork
at other entrances into Englewood but that funding was not available . Black noted that there are
several projects involving artwork done through Community Development including the Alexan
artwork, A11 at the Shuttle Stops and the Wal-Mai1 Art Wall.
There was no update for Englewood AI1s .
Schnitzer repo11ed that beginning in February, she will be unable to fulfill her role as Cultural A11s
Commission Liaison to the Parks and Recreation Co1mnission due to classes for the Co1mnunity
Master Gardener classes falling on the same night. Discussion followed in regard to a
replacement.
VIII. UPCOMING EVENTS
Bertoluzzi announced the upcoming Englewood AI1:s concert "Ros etta Chamber Society" on
November gth at 2pm in Hampden Hall. Be11oluzzi stated that he is very encouraged by attendance
at the last concert and that he hopes for more good attendance at the concerts to come.

COMMISSION MEMBER S CHOICE
Youth Co1mnission Member Nathan Ba1i-agan infonned the Commission of Englewood High
School's upcoming production "Fools" on December 11 th and 12th; noting that he had the lead role in
the production.
City Council Liaison Jill Wilson gave an update on the 2010 budget . Wilson discussed reducing the
budget for 2010 without laying off any City employees, one of City Council· s biggest concerns.
Wilson credited the employee unions in addition to everyone working together to make it successful.
Bertoluzzi asked if sales tax continues to decline. Wilson stated that she has not seen the report for
October but that it did drop in September. Wilson stated that they are continuing to monitor it.
Bertoluzzi verified that when Wilson was discussing positions not being cut, she was refeITing to
2010. Wilson replied yes. Bertoluzzi asked if there have been any cuts in personnel for 2009.
Black explained that the City has been in a hiring freeze since the beginning of the year so when a
position becomes vacant, it is not filled unless the City Manager feels it is a critical position. Black
noted that the parks division cmTently has two vacant park positions. Black stated that every
depa11ment in the City has been impacted and the City has been very fo11unate compared to other
agencies. Wilson noted that the City is still functioning as a full-service City . Black told
commission members that there are scenarios in place that include lay-offs if sales tax continues to
decline . Wilson repo11:ed that City Council worked hard to keep programs afloat for 2010.
Hultberg distributed info1111ation on the upcoming Holiday Bazaar on Saturday, November 7th at the
Malley Senior Recreation Center. Hultberg also gave a recap on the Parks and Recreation AI1 Show
that included 38 artists, 67 pieces of ai1work and 275 viewers .
Schnitzer asked in regard to the new sculpture "Sunbreak" located in the pasao next to El Tepehuan
restaurant. Wilson stated that the ai1work was acquired with a grant through Community
Development.
