CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of December 2, 2009 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5:45pm by Director Black at the Civic Center City Council Conference Room. Present: Absent: Also Present : Heather Bartunek, Commission Member Jennifer Enger, Commission Member Karen Kenney, Commission Member Donna Schnitzer, Commission Member Tamara Emmanuel, Alternate Member Nathan Barragan, Youth Commission Member (arrived at 5:50pm) Jill Wilson, City Council Liaison Jerrell Black, ex officio Eric Bertoluzzi, Chairperson Janet Moore, Vice Chairperson Maggie Stewart, Commission Member Mary Lynn Baird, Englewood Schools Liaison Kate Dulaney, Englewood Schools Liaison Gary Hultberg, Recreation Manager Tim Vacca , Museum of Outdoor Art Representative • II. REVIEW OF AGENDA • There were no changes to the agenda . III. APPROVAL OF MINUTES Black asked if there were any changes or corrections to the minutes of November 4, 2009. There were none. The minutes were approved as presented. IV. INTRODUCTION OF GUESTS There were no guests present. V. · NEW BUSINESS VI. There were no items for new business. OLD BUSINESS Commission Member Schnitzer gave an update on the Community Garden. Schnitzer reported that the Community Garden Steering Committee, along with Michael Buchaneau with Denver Urban Gardens , will be meeting with Englewood City Council to apprise the new members of the project and to give an update . VII. C O MMITTEE RE PORTS Discussion turned to Committee Reports and Public Art. Recreation Manager Gary Hultberg discussed maintenance of the watermelon wedges located in the CityCenter Piazza area. Alternate Member Emmanuel informed the Commission that she had heard that a piece of art from the art shuttle collection was sold . Staff told commission members that they would find out more information and bring it back at the January meeting . Schnitzer reported that the Top 50 Artists' Reception for the Student Art Calendar was very nice with a big turn-out. Schnitzer noted that the artwork is currently on display in the atrium downstairs . City Council Liaison Wilson told the Commission that there will also be a Calendar Artist Recognition at Monday night's City Council meeting where the artists whose art was selected for the calendar will be presented with their framed artwork. Commission Member Bartunek stated that she had spoken to Carol McGuigan regarding the Hampden Hall Art Wall. Bartunek reported that they are coming to the end of the six month period so McGuigan is currently working on the selection of artwork for the next six months. Wilson reported that the holiday lights on South Broadway and in the CityCenter look nice . Black informed the Commission that there is an electrical problem which means some of the trees are not lit. Black explained that in order to fix the problem they will need to take up some concrete which funding is not available to do the work right now . There was no update on Englewood Arts . Schnitzer gave an update on the November Parks and Recreation Commission meeting. Schnitzer told the Commiss ion that Denise White , M arketing Administrator for Parks and Recreation, had attended the meeting to discuss mainstreaming the Recreation and Senior Activity Guides into one copy. Hultberg explained that currently the two Guides are mailed in bulk and the one guide will only go to those who request it be mailed to them . Schnitzer reported that the new hours of off- leash will be 6am to 11 am and 6pm to 11 pm March 1st through October 31 st with no restrictions on hours November through February Schnitzer also reported that there will be a $1 .00 increase for the Friday night Rec Zone. VIII. U P C O MING EVENTS Tim Vacca , MOA Representati ve, announced Hudson Holidays at the Hudson Gardens . In regard to last month 's discussion pertaining to weekend hours of operation for the Museum of Outdoor Arts , Vacca reported that staff has decided that all future shows will open and close on Saturdays and when possible, will be open during Englewood Art concerts. Vacca noted that the Museum was open last Saturday for Englewood Arts "Mozart Musicale" and had 180 visitors . Youth Member Barragan announced the upcoming Englewood High School performance Fools on December 11th and 1th. Barragan discussed his plans for a Poetry Club at Englewood High School. Hultberg informed the Commission of the upcoming performances Ce lti c Yul e tide Celebration and David Taylor's Th e Nutcracker in Hampden Hall. • • • • • • IX. x. DIRECTOR'S CHOICE Black informed the Commission that he had received an email from Alternate Member Emmanuel in regard to funding for 2010 art programs that made him realize there was some confusion from last month 's meeting which he wanted to clarify. Black distributed to commission members a c opy of the email (see attachment). Black told the Commission that each year the Department of Parks and Recreation contributes $12 ,000 to Englewood Arts for the sponsorship of programs . Black reported that City Council agreed to put the $12 ,000 back in the budget for 2010. Black state d that Englewood Arts had already contracted with many of the performers for 2010 prior to discussion on the budget so Englewood Arts agreed that if City Council put the $12,000 back in the budget, it would raise $7,000 for the drama program to keep that program in place. Black explained that the amount that is put back in the budget is the net revenue/savings. Commission members were told that the Department of Parks and Recreation recei ved revenue from activity fees and grants and when the Department is looking at a reduction in expenditures, it looks at the revenue minus expenditures which will equal net re v enue/savings . Black confirmed with the Commission that City Council reinstated funding for programs including Englewood Arts Spo nsors hip , Rec Zone, Special Events (Funfest, Summer Concert Series and KidStage) and the Summer Drama program and apologiz ed for any confusion. Black wished everyone an enjoyable and safe holiday season. COMMISSION MEMBERS CHOICE Wilson infotmed the Commission that she recently came across information that twenty-fi ve percent of children are on food stamps which show s even more the need for a community garden to help the food banks . Wilson also wished everyone happy holidays . In regard to Wilson 's comment on children on food stamps, Hultberg told the Commission that the Department is partnering with the Englewood School District for a grant they received and on the grant application for Bishop Elementary, they show that seventy -five percent of their students are eligible for food stamps and forty-nine percent are at or below po verty level. Hultberg wished commission members happy holidays and told them that staff and citizens really appreciate the hours they put into volunteering . Barragan reminded commission members of the upcoming Englewood High School production Foo ls on December 11 th and l 21h. Vacca discussed the Museum of Outdoor Arts Spring internship program .
