CULTURAL ARTS COMMISSION
Minutes of July 7, 19?9
The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order
at 5 :45pm by Chairperson Wolosyn at the Englewood Recreation Center, Conference Room.

APPROVAL OF MINUTES
Chairperson Wolosyn asked if there were any additions or corrections to the minutes of June 2,
1999, and June 16, 1999. There were none. A motion was made to accept the minutes as
presented. The motion passed unanimously.
III. NEW BUSINESS

Discussion was turned over to Laurie Dannemiller with Neighborhood and Business Development.
Dannemiller explained that she was back to review items that were discussed at the June 16 , 1999 ,
meeting regarding the Public Art Wall at Wal-Mart, and to make any necessary modifications.
Dannemiller thanked Director Black and Recreation Manager Hultberg for their help, and Chairperson
Wolosyn for sending informat ion on the Art at the Station.
Dannemiller reviewed issues relative to the Public Art Wall including Design Standards and Theme,
Commission Procedures, Budget and Timeline.
Commission members discussed the composition of the jury. Council member Habenicht suggested
that there be two City Council members on the selection committee instead of just one .
In regards to submissions to be requested by an interested artist, Chairperson Wolosyn suggested that
3-5 slides of previous work be requested in place of a portfolio .
Director Simpson spoke in regards to the budget for the project. Simpson explained that the budget
has not been determined yet, but that it will be a 50/50 split between the City of Englewood and Wal-
Mart. Simpson went on to say that the budget is extremely tight and that the City needs to look at all
possibilities for funding of the project.
Discussion followed regarding ways to fund projects such as the Art Wall. Council Member •
Habenicht commented in regards to a Cultural Council. Habenicht spoke of the early Wednesday
morning meetings . Chairperson Wolosyn explained that the Commission has started working with
EFOT. Wolosyn went on to explain that by working with EFOT, the Commission has the ability to
apply for grants under a 501 C3. Wolosyn added that she would start seeking grants , etc.
In regards to the selection committee, Chairperson Wolosyn suggested that a member from the outside
be included. Wolosyn explained that Sonja Ellingboe, writer for the Englewood Herald, sat on the
selection team for Art at the Station. After a brief discussion, it was determined that an outside person
designated by the Cultural Arts Commission would be included on the selection committee.
Director Simpson reported that staff would have an idea regarding the budget by the time they are
ready to close with Wal-Mart. Simpson stated that then the Commission can then go forward with the
process, etc.
Newly appointed Commission member, Eric Bertoluzzi, was introduced . Commission members
introduced themselves.
Discussion was turned over to Gary Hultberg, Recreation Manager. Commission members were
updated in regards to the Society for the Preservation of Humanity. Hultberg reported that there was a
problem involving liability but that it had been resolved. The contract has been changed from $10,000
to $11,200 to include the premium for coverage. Hultberg stated that with the Commission 's
approval, staff can take the contract for Council 's approval on July 19 , 1999. •
Commission member LaPorta commented that there were a number of questions brought up at the
City Council meeting in regards to this program. LaPorta suggested a presentation from The Society
for the Preservation of Humanity to City Council. Director Black replied that he has already spoken
to Joseph Riche regarding a presentation . Black asked Cultural Arts Commission to attend the Study
Session. Black added that he would be speaking to the Parks and Recreation Commission tomorrow
night in regards to The Society for the Preseryation of Humanity.
Discussion followed regarding locations for the ten pieces of art. Black stated that the artwork would
be placed along Little Dry Creek . Black noted that all locations were considered but that it was felt
that it would be best if the artwork was kept together.
Chairperson Wolosyn discussed an education program , something that Riche spoke of in his
presentation. Wolosyn suggested that it be something the Commission should pursue.
Hultberg suggested a special meeting for Commission members to review and approve the artwork . A
meeting was scheduled for Thursday , July 22 , 1999 , 5:45pm at the Englewood Recreation Center.
IV. OLD BUSINESS
Commission members were updated on last night 's presentation to City Council in regards to the
proposals for the Museum of Outdoor Art and David Taylor. Black reported that City Council asked •
staff to move forward with negotiations. Discussion ensued regarding publicity .

Commission member Tomasso informed Commission members of the latest developments with the
Book Arts League. Tomasso talked in regards to the Book Arts League leasing space from the
Englewood Historical Society in the basement of the Englewood Depot. Tomasso announced that the
Book Arts League would be making a presentation to the.Englewood School District in August.
Discussion moved on to Public Art. Chairperson Wolosyn discussed procedure for selection of public
art. Recreation Manager Hultberg stated that it would be in the Commission's best interest to have an
ordinance that was not so specific in regards to selection of art. Hultberg suggested that, instead, the
ordinance designate the Cultural Arts commission to be responsible for determining the procedure.
Director Black and Hultberg would discuss the ordinance further with the City Attorney.
In regards to the Arts Survey and the responses that have been received, Chairperson Wolosyn
reported that she would compile a report. The report will be included in the year-end report to City
Council.
Commission member LaPorta commented on the responses received from the Citizen Survey in the
Englewood Citizen. Director Black responded that when doing a survey, Commission members need
to expect some negative response; but that the citizens need to be asked, and the Commission needs to
build on that. Commission members commented.
Council Member Habenicht spoke in regards to the Cultural Corridor. Discussion followed.
Habenicht commented on Dana Crawford's presentation at last night 's City Council meeting.
Discussion continued to the Centennial Celebration. Habenicht explained how the celebration
scheduled for 2003 would be built on from the Olde Tyme Fair and Holiday Parade. Habenicht spoke
in regards to the Cultural Arts Commission submitting an entry for the parade.
Chairperson Wolosyn asked for an update in regards to the CityCenter Englewood. Black explained
that a theater still has not signed on and that most of the remaining theaters interested in the site are
looking at a smaller screen theater. Black reported that construction on the site should begin in the
next couple of weeks .
In re gards to the Summer Drama "Fiddler on the Roof', it was a consensus that the Cultural Arts
Commission place an ad in the production program.
Commission member Lindsey announced that she had been asked by the Office of the Lieutenant
Governor to serve on a committee pertaining to the American Indian community .
Recreation Manager Hultberg asked new Commission Member Bertoluzzi to attend an orientation
prior to the August meeting. Director Black welcomed Mr. Bertoluzzi.
Commission member Tomasso announced that he will be in "Paper Caper", a show opening Friday in
Greeley. The show will run through September.
