CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of September 1, 1999 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5:50pm by Chairperson Wolosyn at the Englewood Recreation Center, Gymnasium. Present: Absent : Also Present : Olga Wolosyn , Chairperson Martha Warner, Vice Chairperson Eric Bertoluzzi , Commission Member Rosemary LaPorta, Commission Member (arrived at 6:00pm/left at 7:00pm) Corrine Lindsey , Commission Member Ray Tomasso , Commission Member Jerrell Black, ex officio Janet Spangenberg, Commission Member Alex Habenicht, City Council Liaison (arrived at 6:20pm) Julie Grazulis , City Council Member (arrived at 6:20pm) Marylynn Baird, Liaison, Englewood School District APPROVAL OF MINUTES Chairperson Wolosyn asked if there were any additions or corrections to the minutes of July 22, 1999 and August 4, 1999. There were none. A motion was made to accept the minutes as presented. The motion passed unanimously . INTRODUCTION OF GUESTS Director Black introduced Mary ly nn Baird , liaison for the Englewood School District. Ms. Baird is the art teacher for Clayton and Cherrelyn Elementary Schools in Englewood. IV. NEW BUSINESS There w as no new business. V. OLD BUSINESS V ice Chairperson Warner asked Director Black why discussion regarding the Museum of Outdoor Arts was taken off of the a genda for Monday's City Council meeting . Director Black explained that the C ity of Englewood recei ved the David Taylor agreement on Friday and that the City had not received a response back from the MOA by the appropriate deadline. Black went on to explain that MOA and David Taylor has been placed on the agenda for the September 20 , 1999 , City Council meeting providing the agreements come back and have been accepted by both parties. Commission members were told that they would be notified if there was a change . • Directo r Black discussed the Tent Talk that took place on Monday , August 23 , 1999 , at Cushing Park . Black s poke in regards to the presentation by David Taylor Dance Theater and the Museum of Outdoor Arts at the Tent Talk. Chairperson Wolosyn addressed the Community's concerns regarding MOA and David Taylor, and her response to those concerns at the Tent Talk. Discussion followed. Discussion moved on to the Englewood Calendar for the year 2000. Ms. Baird explained that she had • spoken to LeighAnn Hoffhines with the City Manager's Office. Conversation concerned the distribution of information to the schools. Commission members were reminded that next month's meeting will include the selection of artwork for the Calendar and will be held at the Community Room at City Hall. Chairperson Wolosyn turned discussion to the Year End Report. Director Black spoke in regards to a date for the Cultural Arts Commission to meet with City Council to present the report. Black stated that the tentative date of mid-September needed to be moved back due to MOA and David Taylor's association with the report. Commission member Tomasso reported that there have been no further developments with the Book Arts League. Chairperson Wolosyn spoke in regards to a float for the Englewood Holiday Parade. A meeting would be scheduled in the next couple of weeks to discuss details of the float. VI. COMMITTEE REPORTS Discussion moved to Public Art. Director Black briefed Ms. Baird on the history of the relationship with the Society for the Preservation of Humanity and the Sculpture Garden along Little Dry Creek. Director Black continued discussion regarding the Sculpture Garden, reporting that several weeks ago, • a gentleman had contacted the City with concerns about the artwork. Black explained that his concerns involved safety issues, and that the sculptures had been placed in a flood plain. Commission members were told that information in response to these issues had been prepared by Mike Flaherty, Assistant City Manager, and had been included in the Commission packet. In regards to safety issues , a meeting was held on Monday with City staff and Joseph Riche with the Society for the Preservation of Humanity . Riche addressed the safety issues in a proposal to the City's Risk Manager. Black explained that there are two pieces of art that were in question. Black went on to explain the Society for the Preservation of Humanity's liability policy . Director Black then addressed the issue concerning the artwork being in a flood plain . Black reported that as a result of a meeting with City staff and a representative from Urban Drainage , it was determined that the placement of the art in a flood plain is not an issue. Black noted that the Assistant City Manager would respond back to the gentleman. Discussion followed regarding vandalism to the pieces of art and solutions to prevent vandalism. Commission member LaPorta brought up the issue ofreplacement of some of the art. Director Black informed Commission members that the agreement states that if the commission requests, a piece of art would be replaced. Discussion ensued in regards to the piece of art "statuary". Chairperson Wolosyn announced that the opening dedication for the Sculpture Garden has not been scheduled due to issues related to the art. • • • • Commission member Bertoluzzi commented on the information prepared by the Assistant City Manager. Discussion followed . Chairperson Wolosyn moved discussion to Procedure. Director Black distributed information regarding metro areas ' policies on public art. Chairperson Wolosyn also distributed information she comprised on the choosing and placing of art. Review of the information followed. Discussion returned to the Sculpture Garden and replacement of the piece entitled "statuary". Commission members discussed the process of determining if a piece of art should be removed. Council Member Habenicht reported that the Englewood Public Library Board has a policy regarding procedure for challenging materials in the Library. Habenicht suggested that a copy of the procedure be requested for referral. After a brief discussion and determination that not all Commission members had viewed the piece of art "statuary", a Special Meeting would be held on Wednesday, September 15 , 1999, at 5:45pm for a vote. Discussion returned to developing a process for the selection of art. Chairperson Wolosyn asked for clarification on the procedure to adopt a process. Director Black reported that he would forward tonight's information to Recreation Manager Hultberg. Black will have Hultberg develop a draft proposal, which will be brought back to the Commission for its approval. Chairperson Wolosyn announced that there would be an Exploratory Sub-Committee meeting tonight at 7:15pm at LaPorta Art Gallery. Commission members were updated in regards to the Art Wall. Details of the Art Wall would be coordinated with the closing of Wal-Mart . Commission member Bertoluzzi gave a report on the Exploratory Committee . Election of new officers would be postponed until the October meeting. VII. DIRECTOR'S CHOICE Director Black announced that the Parks and Recreation Commission would be appointing a liaison to the Cultural Arts Commission at the September meeting. Director Black informed Commission members that a meeting is being coordinated with Bob Simpson, Director of Neighborhood and Business Development, and David Aeling to review plans for the CityCenter Englewood plaza . VIII. COMMISSION MEMBERS CHOICE Council Member Grazulis spoke in regards to a sale that would be taking place at the Englewood Depot to help raise funds. The sale would be taking place September 17-19 , 1999. Vice Chairman Warner gave her compliments on the Funfest/An Olde Tyme Fair that was held the previous weekend . Commission member Tomasso requested an updated roster of Commission members. A roster would be available after the October meeting due to the election of new officers. IX.
