CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of May 5, 19,99 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5:47pm by Chairperson Wolosyn at the Englewood Recreation Center, Conference Room. Present: Absent: Also Present: Olga Wolosyn, Chairperson Martha Warner, Vice Chairperson Rosemary LaPorta, Commission Member (arrived at 5:58pm) Corrine Lindsey, Commission Member Ray Tomasso, Commission Member Jerrell Black, ex officio Janet Spangenberg, Commission Member Gary Hultberg, Recreation Manager Alex Habenicht,. City Council Liaison Julie Grazulis, City Council Member (arrived at 5:50pm) Bervette Williams, Public Library Liaison Mike Heberling, Youth Commission Member APPROVAL OF MINUTES Chairperson Wolosyn asked ifthere were any additions or corrections to the minutes of April 7, 1999 . There were none. A motion was made to accept the minutes as presented. The motion passed unanimously. NEW BUSINESS There was no new business. IV. OLD BUSINESS Council Member Habenicht spoke in regards to the Boulder Book Arts League presentation to the Englewood Library Board. Habenicht explained that the League has now grown to include five organizations and requested space has grown from 500 to 1600 square feet. Discussion followed regarding the suggestion that the Book Arts League possibly be allowed to use the space below the Englewood Depot. Habenicht has spoken to Hank Long, Director of the Englewood Public Library , in regards to coordinating a meeting with representatives from the Englewood Historical Society, Englewood Library Board, Cultural Arts Commission and the Book Arts League. Commission members were updated on developments with David Taylor Dance Company and the Museum of Outdoor Arts using a portion of the 15 ,000 square feet of space at the City Civic Center. Black announced that a proposal from MOA and David Taylor was submitted on Monday. Marilee Utter from Citiventures and Bob Simpson from Neighborhood and Business Development are coordinating efforts between the City of Englewood and the two organizations. Black explained that MOA and David Taylor are each asking for 7,000-8,000 square feet of space. Black discussed the artwork that MOA is proposing to bring to the site. Black stated that Ms. Utter is also aware that Cultural Arts Commission is requesting 2,000 square feet of space at the site. Black noted that if all goes according to plan, the MOA and David Taylor proposal will be brought to the Cultural Arts Commission June 2 , 1999, for its recommendation. If approved, the proposal will then be taken to City Council on June 7, 1999. Commission members reviewed the Year End Report for the Cultural Arts Commission. Refinements • were made. Director Black gave an update on CityCenter Englewood. Black announced that there is a signed agreement from Walmart and an interim agreement with Miller Weingarten . A signed contract with the residential developer is expected in the next couple of weeks. Black explained that there will be a Tent Talk meeting on June 17, 1999, which will include a presentation to turn the CityCenter site over to the developer. Commission members discussed an art wall that is to be located on the Walmart building. Discussion followed regarding coordination of the art wall with the Cultural Arts Commission. V. COMMITTEE REPORTS Discussion began on Committee Reports, Public Art. Director Black reported that he had met with the City Attorney 's office that afternoon to discuss contracts for Art at the Station and Art in Public Places. Both contracts are pending. In regards to murals, Chairperson Wolosyn stated that the mural subcommittee would be meeting for a few minutes after tonight's meeting. Discussion moved to the "Child of Peace " artwork from the Museum of Outdoor Arts. The piece of art is currently located on the pedestal at the Plaza. Commission members discussed their concern • that the artwork is too small for the pedestal. After considerable discussion, it was the consensus of the Cultural Arts Commission that if the Museum of Outdoor Arts does come to the CityCenter and brings additional artwork as proposed , that the "Child of Peace" piece be moved to another location and another piece of artwork be put in its place. Commission members discussed the Arts Survey. Studies that had been received since the last meeting were distributed. Chairperson Wolosyn also distributed a handout in which data had been compiled from the last surveys received. Discussion followed regarding how data from the survey could be used. Commission member Tomasso asked in regards to the Citizen Survey discussed at last month's meeting. Recreation Manager Hultberg reported that the survey will be in the Englewood Citizen that is being sent to Englewood residents this week. Discussion followed regarding Commission members ' understanding o f the new survey. Habenicht explained that the results of the citizen survey would be for cultural uses in Englewood , not just for uses at the City Civic Center. In regards to the 2 ,000 square feet of space at the City Civic Center being requested by the Cultural Arts Commission, Habenicht stated that it was her understanding that the space would be for Parks and Recreation . Director Black responded that the space would be for Parks and Recreation programs and the Cultural Arts Commission. Commission members discussed the deadline for a recommendation to City Council concerning use of the 15 ,000 square feet of space and space allocation. • Discussion moved on to the Cultural Corridor report. Commission members talked of a North Englewood meeting that took place the previous night. Director Black stated that he would follow up • with Art Scibelli from Neighborhood and Business Devel?pment for a summary of that meeting. • Discussion followed regarding the Centennial Celebration. Director Black reported that he has spoken to Nancy Chandler who is planning a Year 2000 celebration. Black explained that Miss Chandler coordinated the Happy Days celebration that took place a few years ago. Plans for the celebration are in the initial phases. Information will be brought back to the Commission when received. Chairperson Wolosyn spoke in regards to the "informal arts breakfast meetings" that take place every other Wednesday morning. Wolosyn explained plans to coordinate efforts between the Cultural Arts Commission and Englewood Focusing on Tomorrow (EFOT) for a project that would need additional funding. The next meeting would be held in the evening on Wednesday, May 12 , 1999, 6:30pm at El Tepejuan. VI. DIRECTOR'S CHOICE AND COMMISSION MEMBER'S CHOICE Council liaison Habenicht announced that the Gothic Theater will be opening in July. The owner, Steve Schalk, has asked Commission members for suggestions on who they would like to see perform at the theater. Commission member LaPorta brought a video, "Abilene Arts". The video , a story aired on ABC News and narrated by Peter Jennings, told of Abilene, Texas , a small town that was rebuilt through the arts. Commission members viewed the video. Discussion followed . Hultberg, Manager of Recreation, spoke in regards to the Funfest/Olde Tyme Fair scheduled for August. Hultberg discussed events/attractions for the event. The new Summer Recreation Activity Guides were distributed. Vice Chairman Warner spoke about the Clayton Ele'?1entary Art Show. Council Member Habenicht announced that the theme for the 1999 Englewood Holiday Parade would be "Everything Old is New Again ". Habenicht told Commission members that the Arapahoe County Cultural Arts Commission would be holding a meeting to discuss grant applications . Habenicht reported that there is one million dollars to be given out for Tier III funding. Discussion followed regarding the suggestion that the Cultural Arts Commission meet with Larry Gloss. Habenicht also suggested a meeting with the Englewood Historical Society to discuss the cultural corridor. Director Black responded that staff has not contacted Mr. Gloss , but would do so if the Commission desired. Habenicht spoke in regards to a conversation she had with a citizen concerning bronze sculptures being done in Englewood, in conjunction with the Chamber of Commerce . Habenicht pointed out that there is talk among Englewood residents regarding art and that the Commission needs to be there to • help . Commission member Tomasso reminded Commission members of the "100 Best Small Art Towns" presentation coming up on Friday , May 21, 1999, in Loveland. Director Black took a few moments to speak about the Columbine High School tragedy and the impact that it has had on the City of Englewood.
