CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of November 1, 2000 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5:45pm by Chairperson Bertoluzzi at the City Manager's Conference Room at the Civic Center building . Present: Absent: Also Present: Eric Bertoluzzi, Chairperson Rosemary LaPorta, Vice Chairperson Corrine Lindsey, Commission Member (left at 6:45pm) Janet Moore, Commission Member Ray Tomasso, Commission Member Martha Warner, Commission Member Olga Wolosyn , City Council Liaison (arri v ed at 6 :00pm) Joel Burrage , Youth Commission Member Mary Lynn Baird , Englewood School District Liaison (arri ved at 5:47pm) (left at 6:45pm) Jerrell Black, ex officio John Gates , Commissi o n Member Gary Hultberg, Recreation Manager Julie Grazulis , City Council Member (arrived at 6 :00pm) Amy Doe, Recreation Program Administrator for Special Events REVIEW OF AGENDA Chairperson Bertoluzzi asked if there were any changes or additions to the agenda. Bertoluzzi asked Commission Member Lindsey , because she had to leave early , if she had any issues to discuss . Commission Member Lindsey said she did not. Chairperson Bertoluzzi mentioned a writing program he had been made aware of by a staff member at the Museum of Outdoor Arts. Bertoluzzi said he would discuss the program under Commission Members Choice. III. APPROVAL OF MINUTES Chairperson Bertoluzzi asked if there were any corrections or changes to the minutes of October 4, 2000. There were none. A motion was made to accept the minutes as presented. The motion passed unanimously. Bertoluzzi asked the Recording Secretary, Linda Trujillo, if any commission members had called to say they could not attend. Ms. Trujillo said she was not aware of any calls. IV. INTRODUCTION OF GUESTS v. Gary Hultberg , Recreation Manager, introduced Amy Doe, Recreation Program Administrator for Special Events , who w as present to help guide a tour of the cultural area space at the Civic Center. Chairperson Bertoluzzi introduced Youth Commission Member Burrage to Mary Lynn Baird , Englewood School District Liaison . NEW BUSINESS Chairperson Bertoluzzi began discussion on the Annual Report. Bertoluzzi asked Commission members to look through Commission minutes from the past year and highlight events that should be • included in the Annual Report. Bertoluzzi asked Commission Members to bring those items and be prepared to discuss the Annual Report at the next meeting on December 6. Chairperson Bertoluzzi then turned discussion over to election of officers for the coming year. Chairperson Bertoluzzi opened the floor for nominations for Vice Chairperson, which would be a one- year term. Commission Member Lindsey nominated Commission Member Ray Tomasso. Commission Member Moore asked ifthe rules allowed her to nominate Vice Chairperson LaPorta. Discussion followed. Vice Chairperson LaPorta then withdrew her name from the nominations. Chairperson Bertoluzzi said the voting would proceed by a voice vote . Commission Member Tomasso was elected to Vice Chairperson by a unanimous vote. VI. OLD BUSINESS Chairperson Bertoluzzi then turned discussion over to Commission Member Tomasso to report on the Comprehensive Plan. Tomasso had attended the third meeting of the Comprehensive Plan's Economic and Business Sub-Committee. Tomasso explained that the sub-committee was exploring ways to support businesses and to help project the best possible image for the City. Tomasso said that the Committee was very interested in arts issues and how they impact urban revitalization. Chairperson Bertoluzzi thanked Commission member Tomasso for his participation on the Committee. Chairperson Bertoluzzi asked Commission members if the tour of the cultural space could be postponed until the end of the meeting. It was agreed. VII. COMMITTEE REPORTS Council Member Janet Moore updated Commission members on the Trammel Crow Art Wall. Ms. Moore had met with City representatives and representatives from Trammel Crow on Monday . Three artists had been chosen as finalists. Ms. Moore said that the group would meet again on November 20 , and it was hoped that the final decision would be made at that time. Chairperson Bertoluzzi asked Commission member Moore if she could provide some insight into what the group was looking for in terms of art . Ms. Moore said the three finalists had varied styles, and that the group was considering something in metals . Considerations include color, light reflection , blending in with the entire development, etc . Chairperson Bertoluzzi asked Special Event Program Administrator Amy Doe what her thoughts were on the process for choosing the piece of art. Ms . Doe replied that she was thrilled to be involved in the process. Commission member Martha Warner then began discussion on the Public Art Policy. Ms. Warner spoke about the need for a disclosure of information when choosing public art to address possible conflict of interest questions. Commission member Tomasso added that he felt a disclosure to be a preventive measure that would insure no improprieties had taken place. Recreation Manager Hultberg interjected that since there is already an Art in Public Places Policy, he would do some research and put together a statement that could be added. Hultberg agreed to bring a draft of the supplemental policy to the next meeting. Council Liaison Wolosyn updated Commission members on the Exploratory Committee. Ms. Wolosyn said that City Council had included an appropriation for a feasibility study in the 2001 budget. The Exploratory Committee will divide into four sub-committees: Feasibility, Site, Design Challenge, and Formation of Board. Ms. Wolosyn reported that she, Eric Bertoluzzi, and City Attorney Dan Brotzman had interviewed three attorneys, one of which would be chosen to create • • • • • policies, etc., for the Englewood Cultural Arts Center Association Board, which is to be in place by January . Commission member Warner then briefed the Commission on items discussed at the Parks and Recreation Commission meeting. Ms. Warner told Commission members that the process to find a new restaurant vendor at the Englewood Golf Course was discussed. The new vendor has named the Restaurant "Bogey 's". Ms. Warner also mentioned grant money distributed by Wal-Mart -recipients included the Malley Senior Center for its computer lab, and the Rec Center for its Halloween Carnival and skate park. Ms. Warner commented that she and her son thoroughly enjoyed the Halloween Carnival, which was held on Saturday, October 28th. VIll. DIRECTOR'S AND COMMISSION MEMBERS' CHOICE Special Event Program Administrator, Amy Doe, passed out flyers she and Recreation Manager Hultberg had picked up when they visited the Lakewood Historical Park and Arts Center. Ms. Doe explained that the brochures detailed information regarding a program whereby art p ieces that are a v ailable for purchase could be exhibited in public areas at no cost. The Cultural Arts Commission could receive a commission on pieces sold. Discussion followed . Hultberg described the Lakewood Arts Center, and added that the visit had given him and Ms. Doe ideas for Englewood's cultural space . City Council Member Grazulis announced that the one-woman show entitled "Molly Brown '', sponsored by the Englewood Historical Society , would be presented in the Community Room at the Civic Center on Thursday evening at 7:00. Chairperson Bertoluzzi asked Youth Member Burrage how the Englewood High School band had done in the recent band competition. Burrage replied that the band had placed 13th , although popular opinion was that they should have placed in the top 5. Burrage added that a choir concert featuring spiritual music was scheduled at the high school on Thursday , November 2"d , at 7 :00pm . Commission member Moore reported that she would be doing an egg tempura demonstration at the Malley Center on Wednesday , November 8th at 12:00pm. Commission member Warner asked the Commission to consider canceling the January meeting, due to holiday schedules, etc. Chairperson Bertoluzzi said that it would be decided at the December meeting. Commission member Lindsey reported that she had attended a Native American art presentation at the Denver Art Museum. Chairperson Bertoluzzi asked Ms. Lindsey to consider suggestions for a Native American person who might agree to serve on the Arts Center Association Board. Chairperson Bertoluzzi briefl y explained a high school writing contest that he had been made aware of by a staff person at MOA. Bertoluzzi said that MOA would be interested in partnering with the Cultural Arts Commission to sponsor the program . Bertoluzzi said he would bring more information about the program to the December meeting. Commission member LaPorta announced that she and Amy Doe had attended a Pugh Charitable Trust Meeting. A report will be forwarded to the Exploratory Committee. Ms. Laporta also mentioned that a sculpture by Englewood resident John Scott is to be placed in the Humphrey Museum. Recreation Manager Hultberg distributed flyers on the Holiday Gift Bazaar to be held on Saturday , November 4th, at the Malley Center. Hultberg also passed out the latest architectural designs for the cultural space. Commission members adjourned to the second floor to view the cultural area. Recreation Manger Hultberg and Program Administrator Amy Doe explained tentative plans for the space . IX. ADJOURNMENT The meeting was adjourned at 7:00pm. • • •
