II. • Ill CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of March 1, 2000 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5:46pm by Chairperson Bertoluzzi at the Englewood Public Library, Perrin Room. Present: Absent: Also Present: Eric Bertoluzzi, Chairperson John Gates, Commission Member Corrine Lindsey, Commission Member (left at 6:42pm) Janet Moore, Commission Member (arrived at 5:51pm) Ray Tomasso, Commission Member Martha Warner, Commission Member Olga Wolosyn, City Council Liaison Rosemary LaPorta, Vice Chairperson Jerrell Black, ex officio Gary Hultberg, Recreation Manager Michael Heberling, Youth Commission Member Julie Grazulis, City Council Member (arrived at 6:08pm) Mary Lynn Baird, Englewood School District Liaison Joseph Riche, The Society for the Preservation of Humanity (left at 6:29pm) REVIEW OF AGENDA Chairperson Bertoluzzi asked if there were any changes or additions to the agenda. Commission member Tomasso stated that he had information regarding Prometheus. The item was added to · Committee Reports/Public Art for discussion. APPROVAL OF MINUTES Chairperson Bertoluzzi asked if there were any additions or corrections to the minutes of February 2, 2000. There were none. A motion was made to approve the minutes as presented. The motion passed unanimously. III. INTRODUCTION OF GUESTS • Joseph Riche with The Society for the Preservation of Humanity was introduced. Riche was present to discuss what opportunities are available for the Sculpture Garden Ceremony, scheduled for May 13, 2000 . Riche gave a report on the Sculpture Garden. Commission members were told that plaques have been replaced that had either been removed or vandalized. Riche stated that everything should be restored to its original state by the weekend. Chairperson Bertoluzzi asked as to the type of vandalism. Riche explained that none of the artwork had been destroyed but that members have still decided to replace some of the sculptures from "Sanctuary" that were not conducive to vandalism (ie: thin, fragile necks and limbs). Bertoluzzi then asked as to the cost. Riche stated that per the agreement, the Society is responsible for the cost for repair or replacement due to vandalism . Discussion moved on to the Sculpture Garden Ceremony . Joseph Riche commented that some of the members' calendars have changed and that it would be helpful if the event could be pushed back to May 20, 2000, instead of May 13 , 2000. Chairperson Bertoluzzi asked Gary Hultberg, Recreation Manager, as to his thoughts in changing the date. Discussion followed. Hultberg said that he would check in regards to MOA's plans for their May 15, 2000 opening. The question was asked as to the time for the event. Riche stated that it would be determined by what the Society does in terms of entertainment. Chairperson Bertoluzzi entertained a motion to move the date of the Sculpture Garden Ceremony to May 20, 2000. A motion was made by Commission member Tomasso and seconded by Commission member Warner to move the Sculpture Garden Ceremony to May 20, 2000, as long as it did not conflict with any plans that MOA may have regarding their opening scheduled for May 15, 2000. The motion passed unanimously . ....., Recreation Manager Hultberg stated that he would get back in touch with Joseph Riche if there was a conflict. Youth Commission member Heberling commented that the Seniors at Englewood High School would be out of school by May 20th. Discussion followed. Riche replied that he would talk to the members of SPH. Riche added that the Society wants what is best for the Cultural Arts Commission and SPH. Chairperson Bertoluzzi asked who is responsible for publicity for the event. Recreation Manager Hultberg responded that the City of Englewood is responsible for the publicity, and that SPH is responsible for the flyers on the Sculpture Garden. Mary Lynn Baird, liaison to the Englewood School District, asked if there would be publicity for the event through the Englewood Schools. Riche stated that he is aware of such plans. Commission members viewed the video provided by SPH showing the process of bronze sculpting, one of the events planned for the ceremony. Riche explained that every process that went into creating the artwork at the Sculpture Garden would be represented at the event. Joseph Riche thanked the Commission for their time. Discussion moved on to the introduction of the new members, Janet Moore and John Gates. Ms. Moore and Mr. Gates took a few minutes to introduce themselves to the Commission. V. NEW BUSINESS There was no new business. V. OLD BUSINESS Commission members were updated regarding David Taylor. Council Member Grazulis reported that discussion still continues between David Taylor and Miller Wiengarten regarding David Taylor Dance Theater occupying space on site. Grazulis also spoke in regards to discussion between Colorado Business Committee for the Arts and David Taylor to help find money to defray the cost for finish. Discussion moved on to the Arts Council. Council Liaison Wolosyn explained that all necessary • • paperwork has been received from EFOT for the transfer of its name to Englewood Arts Council for a • 501c3 status. Wolosyn went on to explain that the papers would first be delivered to the City Attorney's office, and then to an outside council specializing In non-profit agencies. • • In regards to resident rates through the Museum of Outdoor Arts, Recreation Manager Hultberg reported that Director Black had spoken to Rodney Lentine, Director for MOA, regarding a meeting. After a brief discussion of possible dates, committee members decided on Tuesday, April 11, 2000. Location of the meeting would be determined at a later date . Chairperson Bertoluzzi asked if there was a pre-determined percentage discount for resident verses non-resident rates. Hultberg explained that there usually is a twenty-five percent differential for Parks and Recreation programming. Hultberg went on to explain that the resident discount for MOA would not be included in th is, that it is simply a negotiation. Hultberg suggested the committee, comprised of Commission members Warner and Tomasso and Council Members Wolosyn and Grazulis meet prior to the April 11th meeting to discuss discount possibilities. The meeting would be arranged later amongst committee members. IV. COMMITTEE REPORTS Commission member Warner gave an update regarding the Art Wall at Walmart. Warner stated that the committee met and reviewed the draft for the Call for Entries. Commission member Tomasso reported that he had received a Call for Entries in the mail. Discussion followed regarding details to the announcement. Recreation Manager Hultberg noted that a Call for Entries would be included in the next Commission packet. In regards to The Society for the Preservation of Humanity and Mr. Riche' s presentation, Commission member Warner asked if the Society has a solid idea of the event. Recreation Manager Hultberg stated that as the event gets closer, he would have Mr. Riche come and discuss their plans and a specific program . Commission member Tomasso spoke in regards to the pedestal at the Plaza and whether to re-institute the program to replace the loaned piece of art from MOA that will soon be gone. Tomasso commented if so, there needs to be a Call for Entries. Hultberg spoke regarding loaned art, explaining that any loaned art will require insurance by the artist, which is very costly. Hultberg went on to explain that the City of Loveland used to have a loaned art program, but due to the difficulty in finding artists who provided their own insurance, decided to purchase art instead. Hultberg suggested that the Commission may want to consider doing the same since funds are now available through the one percent allocation of capital project funds. Commission members were reminded that the City of Englewood loaned SPH money for insurance. Hultberg went on to say that the same could possibly be done again. Commission members discussed the possibility of Prometheus being suitable for the pedestal at the plaza. Commission members were informed that the City had an engineer look at the pedestal to determine weight, etc. Discussion followed whether competitive artwork could be placed on site at CityCenter due to MOA and their art that will be coming to the site. Hultberg commented that Director Black had discussion with Bob Simpson , Director of Community Development regarding the issue. Black would follow up next month. The question was asked as to the status of the murals for South Broadway. Council Member Grazulis • reported that the project has been placed on temporary hold. Discussion followed. V. Council Liaison Wolosyn gave an update on progress with the Exploratory Committee. Wolosyn reported that the committee is working on a business plan and future activities for a Performing/Cultural Arts Center. Wolosyn stated that she, along with Mr. Copenhaver, had met with Harold Celva with EDDA to inform him of plans. A meeting was also held with Dr. White, • Superintendent of the Englewood School District, regarding the coordination of the committee's plans with the school district's education plan. Discussion followed. In regards to future plans, Council Liaison Wolosyn announced that the committee is planning trips to see four area art centers and to conduct interviews during the week of April 1 oth. Chairperson Bertoluzzi asked Wolosyn to go more in-depth regarding discussion with Dr. White. Wolosyn explained that Dr. White would be forming a committee of four teachers to brainstorm ideas in relation to a Performing/Cultural Arts Center. The committee will meet one day per month. Ideas will then be forwarded on to the Exploratory Committee. Mary Lynn Baird, Liaison to the Englewood School District, will be one of the four teachers. Council Liaison Wolosyn told Commission members that the Exploratory Committee is also addressing the educational needs in the community but does not want to invade other cultural organizations in the meantime. The suggestion was made to meet with those organizations to discuss the issue. The meeting is scheduled to take place in April. Sketches by John Gates, Commission member, of the proposed Performing/Cultural Arts Center were shown to Commission members. There was no new discussion for Centennial Celebration. DIRECTOR'S AND COMMISSION MEMBER'S CHOICE Discussion moved on to Director's and Commission Member's Choice. Chairperson Bertoluzzi thanked Director Black for the sympathy cards sent to him in the death of a relative. Mary Lynn Baird announced that due to the decline in enrollment in Englewood Schools, Superintendent White and the Englewood School District have been working on with ways to make Englewood Schools more attractive to out-of-district families. Ms. Baird reported that Mr. White has been considering the specialization of each school in a vocation, such as technical, art, etc. Ms. Baird went on to explain that Clayton has been suggested as a magnet school for the arts. Discussion followed as to the possibilities that would be made available by having MOA in Englewood. Commission member Gates asked for any input regarding his drawings. Commission members complimented Mr. Gates on his work. Commission member Warner shared a recent article regarding the music program in Englewood Middle Schools, in particular, the marching band. Warner commented as to the proposal. Commission member Moore stated that she was a member of the Art Students League of Denver and spoke in regards to the Cultural Arts Commission synergizing with activities going on downtown. • Recreation Manager Hultberg announced that the Department received the artwork to be installed at • the Light Rail Station windscreen at CityCenter, created by Commission member Tomasso. Hultberg remarked that the piece looks great. Commission members were informed that a reception was planned for former Commission member Janet Spangenberg but that she was unable to attend tonight's meeting. Hultberg suggested that since Spangenberg was also unable to attend next month's meeting, the plaque, along with the cake, be • taken to her house. • • Council Member Grazulis commented that Jennifer Porter, Education Director for the Museum of Outdoor Arts, has been working with the Englewood Schools to inform the children of the Museum and its programs that will be coming to Englewood. Commission member Tommasso announced that the Englewood School District Art Show would be opening tomorrow evening at the Englewood Public Library. The show will run until March 31st. VI.
