CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of May 7, 2008 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5:50pm by Vice Chairperson Moore at the Civic Center City Council Conference Room . Present: Absent: Janet Moore, Vice Chairperson Heather Bartunek, Commission Member Donna Schnitzer, Commission Member Maggie Stewart, Commission Member Jill Wilson, City Council Liaison Jennifer Enger, Alternate Member Eric Be11oluzzi , Chairperson Kate Dulaney, Commission Member Michael Keene , Commission Member Mary Lynn Ba ird, Englewood Schools Liaison Natasha Fish, Youth Commission Member J erre ll Black, ex officio Also Present: Gary Hultberg , Recreation Manager REVIEW OF AGENDA A revised agenda was distributed to commission members. There were no changes to the revised agenda. APPROVAL OF MINUTES Moore asked if there were any changes or corrections to the minutes of April 2, 2008. There were none. The minutes were approved as presented. IV. INTRODUCTION OF GUESTS v. There were no guests. NEW BUSINESS Discussion was turned over to the Englewood Arts National Juried Art Show and "Best in Show" piece . Moore informed the Commission that Chairperson Bertoluzzi and Englewood Arts have brought up the idea for the Cultural Arts Commission to start a permanent art collection for Hampden Hall. Moore showed the commission members Hop e by Barbara Payne Ward which had been awarded the "Best in Show" piece for the National Juried Art Show . Moore proposed that the Commission start its collection with the purchase of H ope and build the collection with additional purchases at least once a year. Commission members were told that the price to purchase Hop e is $985 of which Englewood Arts would receive a thirty percent commission. Moore told the Commission that although the Juried Art Show did not earn as much money this yea r as in past years, Englewood At1s would be amenable in splitting the thirty percent commission with the Cultural Arts Commission which would lower the Commission 's purchase price of Hop e to $837.25. Commission Member Schnitzer verified that the Commission is being presented with two decisions : one if it wants to start a permanent art collection and two, the Commission start the collection with the purchase of Hop e. Moore told Schnitzer that it correct. Bartunek asked • Recreation Manager Hultberg if the purchase of the artwork would come out of the one percent public art fund . Hultberg responded that it would . Schnitzer commented that she thinks that it is a good idea for the Commission to start a collection of art. Moore told the Commission that Be11oluzzi had told her that the permanent art collection had been something Olga Wolosyn had always wanted to do . Schnitzer commented in regard to the artwork being purchased for Hampden Hall and then it possibly going over to the Arts Center. Moore explained that if the artwork is purchased by the City of Englewood , it would not necessarily go to the Arts Center. Discussion followed. A motion was made by Commission Member Schnitzer and seconded by Commission Member Bartunek that the Cultural Arts Commission start a permanent art collection. City Council Liaison Jill Wilson stated that she agrees that it is a great idea for the Cultural Arts Commission to start a permanent art collection but that it is her hope that the artwork will stay at Hampden Hall and the Civic Center. Schnitzer amended the motion with the stipulation that the artwork purchased for the collection be for Hampden Hall with the option that it can be moved later if the Cultural Arts Commission so desired. All were in favor. The motion passed. As a way to get artwork into Hampden Hall, Commission Member Stewart suggested that • commission members do a display of their own artwork with a biography of themselves that would inform the community of who commission members are and what they do . Discussion followed . A motion was made by Commission Member Stewart and seconded by Commission Member Bartunek that the Cultural Arts Commission purchase Hope by Barbara Payne Ward with the one percent public art fund with the agreement that the Commission receive a discount of fifteen percent as part of Englewood Arts commission. All were in favor. The motion passed. Discussion followed in regard to signage for the artwork that states the piece was purchased by the City of Englewood, Cultural Arts Commission from the National Juried Art Show. VI. OLD BUSINESS Hultberg reported that the Cultural Arts Commission Annual Report is ready to go and that staff will be scheduling a date for the Commission to meet with City Council. Discussion followed regarding scheduling the meeting. Discussion moved on to the Greater Englewood Chamber of Commerce's Art on Broadway. Bartunek distributed information from a brainstorming meeting with the Business Improvement • District (BID). Schnitzer informed the Commission that a landscape architect has been hired to assist with the project. Discussion followed regarding possible themes for the ten block project • • • including banners, flags on the outside of businesses, light posts, signage and benches. Schnitzer asked what the role of the Cultural Arts Commission is with the project and where it goes from here. Wilson stated that she would contact Michael Morton, Executive Director for the Chamber of Commerce. Ba1tunek stated that the architect also wanted to meet with representatives from the Cultural A.t1s Commission so she would try to get in touch with him. Discussion followed regarding ideas for the a11 project. Per request by the Commission at the April meeting, Hultberg stated that he had researched signage for the Red Wedges. Hultberg distributed photographs including Art at the Shuttle Stops signage that is currently on the Red Wedges and a photograph of the existing base for the Red Wedges where a plaque could be placed. Stewart stated that she thought the Commission had decided to leave the signage as is and update it if the artwork was moved . Alternate Commission Member Enger pointed out that the existing signage for the Red Wedges says that the artwork is for sale. Discussion followed regarding possible options for updating the signage . Hultberg reported that he would do some more research and bring back options at the June meeting . Hultberg distributed photographs of Impact, the newly installed artwork at the golf course . Schnitzer explained that she ha s been out to the golf course three times to view the new piece of a11. Schnitzer commented that she does not like how or where it was installed ; adding that it looks very vulnerable . Schnitzer went on to explain that she had envisioned a larger mound around the base and asked if there was a possibility of something like that still being done. Commission members concurred with Schnitzer. Commission members were told that Manager of Open Space, Dave Lee, has similar concerns with the installment and placement of Impact and that their comments and concerns would be taken back to him . Discussion followed. In regard to Stewarts comment earlier in the meeting concerning signage for Hop e , Hultberg asked commission members in regard to what they would want. Discussion followed. Moore reminded commission members that there can not be any holes in the walls of Hampden Hall. Hultberg asked Moore if she would be willing to research options for the plaque since she has experience working in art galleries. Moore agreed. Commission members discussed wording for the plaque . There was no further information for the memorial plaque and lighting for Duo . VII. COMMITTEE REPORTS There were no items for Public Art . Stewart spoke in regard to what 's happening with art within the City of Englewood and how it should be documented as it changes and grows. Discussion followed . Commission members spoke in regard to the lack of attention the City of Englewood receives in regard to art and how to change that. Hultberg noted that things could change now that the City has been selected for the Collaborati ve Community Planning Program and could also be awarded the Governor 's Art Award . Moore info1med the Commission that there is one more Englewood Arts conce11 remaining for the 2007-2008 season , the Zephy r Du o on June 7th . Moore commented that the May 3rd Back to Bach concert was poorly attended but that there was good attendance at the Wait Until Dark performances . Moore asked Hultberg in regard to the upcoming Englewood At1 Exhibit. Hultberg stated the amateur art show featuring local artists will open in Hampden Hall with an Artist Reception on Tuesday, May 13 th with the show running until May 18th . Discussion turned to an update on the Ap1il Parks and Recreation Commission . Schnitzer reported that the Parks and Recreation Youth Council gave a presentation on projects they have worked on over the last year; noting that she was very impressed with the youth members. Schnitzer discussed • the new Board and Commission interview process and a change made by City Council for those that are reapplying. Commission members were informed that there are now two deadlines for the interview process; the first deadline will be for those seeking reappointment and the second deadline for those that are new applicants and current board members seeking appointment to a new board. Wilson spoke in regard to City Council's reason for the change, explaining that in the past, citizens were applying for boards and commission vacancies when there actually weren't any vacancies . Schnitzer also noted that the Parks and Recreation Commission recognized Vice Chairperson Moore for her time she gave as the Cultural Arts Commission Liaison to the Parks and Recreation Commission. VIII. UPCOMING EVENTS There were no upcoming events. Commission members discussed the upcoming conventions in Denver and distributing postcards as a means to attract people to come to Englewood. Wilson reported that Mayor Woodward is working with the Democratic National Convention and that she would talk to him to see where they are at. Bartunek reported that Nancy Fenton in Community Development may also have some interest and that she would speak to her. Schnitzer suggested that the Commission discuss the postcards in further detail at next months meeting. IX. DIRECTOR'S CHOlCE There were no items for Director 's Choice. X. COMMISSION MEMBERS' CHOICE Schnitzer discussed the recent CML Boards and Commissions Basics Seminar on April 18 th that she had attended. Schnitzer thanked the Depa11ment for helping her to attend. Schnitzer told the Commission that she had attended MOA's exhibit Stick Works by Patrick Dougherty at Samson Park in Fiddler's Green Center.
