II . • III. • CALL TO ORDER City of Englewood PARKS AND RECREATION COMMISSION Minutes of September 11, 2008 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:33pm by Chairperson Gomes at the Englewood Recreation Center, 1155 W. Oxford Avenue . Present: Austin Gomes, Chairperson Mitch Waldman, Vice Chairperson Carolyn Armstrong, Commission Member Douglas Garrett, Commission Member Karen Miller, Commission Member Bob McCaslin, City Council Liaison Jim Woodward, Commission Member Christina Kruk, Youth Commission Member Rebecca Laughlin, Youth Commission Member (arrived at 5:34pm) Donna Schnitzer, Cultural Arts Commission Liaison Jerrell Black, ex officio Also Present: Bob Spada, Golf Operations Manager Dave Lee, Manager of Open Space Gary Hultberg, Recreation Manager Mark Musselman, Ouray Sportswear APPROVAL OF MINUTES Chairperson Gomes asked if there were any changes or corrections to the minutes of August 14, 2008. There were none. The minutes were approved as presented . SCHEDULED PUBLIC COMMENT Director Black informed the Commission that the Department of Parks and Recreation has nominated two Englewood businesses , Ouray Sportswear and Red Bird Farms, for the Colorado Parks and Recreation Association's Community Service Award . Black explained that the two businesses will be recognized at Monday night 's City Council meeting but due to a scheduling conflict, Mark Musselman with Ouray Sportswear is unable to attend the meeting . Black went on to explain that the Department has invited Mr. Musselman to tonight 's Commission meeting to receive the award . Black introduced Mr . Mussleman, with Ouray Sportswear. Commission members introduced themselves . Discussion was turned over to Commission Member and past CPRA President, Carolyn Armstrong . On behalf of CPRA and the Department of Parks and Recreation, Armstrong presented to Mr. Musselman and Ouray Sportswear, the CPRA Community Service Award . Armstrong recognized Mr. Musselman and Ouray Sportswear for being such an active corporate partner within the Englewood community and thanked Ouray Sportswear for the donation of thousands of dollars in apparel and merchandise towards parks and recreation programs . Mr. Musselman thanked the Commission. Mr. Musselman spoke in regard to Ouray Sportswear's belief in community in volvement and partnering with businesses to help and benefit the community . Mr. Musselman left the meeting . IV . UNSCHEDULED PUBLIC COMMENT v. There were no items for Un sc heduled Publi c Comment. 2009 GOLF FEE PROPOSAL Discussion was turned over to Go lf Operations Manager Bob Spada to present the 2009 Proposed Golf Fees. Information was distributed to commission members . Spada informed the Commiss ion that City Council policy recommends that fees be reviewed every two years. Spada explained that du e to the recent renovation of the golf co urse be ginning in 2006, there has not been a fee increase since 2004. Commission members were told that with the recent renovations , a new , higher quality product is being offered to th e public . Spada stat ed that the course continues with the goal to offer a hi gh quali ty golf experience at an affordab le price point. Spada told the Commission that with salary adjustments , capital equipment needs and fixed costs increasing each year, staff is recommending a nominal fee increase effective January 1, 2009. Spada also pointed out that the proposed fee inc reases are for green fees (bo th resident and non- resident) for the regulation course and Pa r 3, cat1S , rental clubs and annual passes and le agu e fees will be reinstated and tournament fees will vary in price depending on weekday or weekend play . Commission members were informed that the recommended resident fee increase is below market when compared to other simi lar a rea go l f course resident rates . Spada reviewed the 2009 proposed golf fees with commission members . • Black told the Commission th at go lf sta ff had contacted metro area golf courses to inquire if they would be having a go lf fee in crease in 2009 . Spada exp lained that Denver is proposing a fee increase for 2009 and that Foo thill s and South Suburban had indicated the y wou ld be having a fee increase but did not give th e numbers . Di sc uss ion followed in regard to a numb er of co ur ses no longer offering • resident rates . Spada stated that the Department feels that it is very important that a resident rate is offered at Broken Tee. City Council L iaison Bob McCaslin asked in regard to the $4.00 increase for resident 18 weekend rate . Spada reported that the highest level of play is on Friday, Saturday and Sunday which will help to generate more revenue . Spada said that with the $4 .00 increase, Broken Tee will still be staying we ll below the fee of other courses. Cultural Arts Commission Liai son Donna Schnitzer asked what age co nst itutes a senior. Spada replied 60 and older; noting that Broken Tee is liberal on the age beca us e of its seniors . Spada stated that most courses require a senior to be 62 years. Atmstro ng asked what the total annual re venue is for the golf course. Spada replied $1.9 million; adding that the proposed fee increase w ill bring in an additional seven percent in revenue. Di sc u ssion followed. Co mm ission members asked Vice Chairperson Mitch Waldman , a golfer at Broken Tee Englewood , in regard to the proposed fees. Waldman stated that the proposed fees are affordab le and the golfer is still getting a value. A motion was made by Commission Member Douglas Garrett and seconded by Vice Chairperson Mitch \Valdman to accept the proposed golf fee increase for 2009. Ayes: Gomes, Waldman, Armstrong, McCaslin, Miller, \Voodward, Schnitzer, Kruk, Laughlin Nayes: none Motion carried. FOX 31 "FOX ON YO UR BLOCK" Recreation Manager Gary Hultberg informed the Commission that Channel 31 News recently highlighted the City of Englewood on its "Fox on Your Block" series . Hultberg explained that there were seventeen segments , eight of which featured Parks and Recreation facilities and programs. Hultberg stated that Fox 31 was able to provide a DVD of the segments. Commission members viewed the segments that featured the Department of Parks and Recreation. BROKEN TEE UPDATE Discussion turned to an update on Broken Tee Englewood . Black reported that the City is finalizing plans and funding for a new parking lot at the golf course . Black stated that the City is also trying to close outstanding issues with Miller Weingarten. Black reported that staff will be reviewing the Back 9 Improvement Plan that Dye Design will be providing . Commission Member Woodward asked in regard to the status of the trees that were removed on the golf course by Wright Tree Service under the direction of Excel Energy . Black stated that there is a meeting with Excel Energy tomonow morning but that Wright Tree Company has been back out to grind the stumps. Black reported that sod has been installed where the trees had been. Black also noted that the City will be getting a financial reimbursement by Excel. Discussion followed . CULTURAL ARTS COMMISSION UPDATE Schnitzer ga ve an update on the Cultural AI1S Commission. Schnitzer told the Commission that the Art Selection Committee is finalizing guidelines for the display of public at1 in Hampden Hall. Schnitzer explained that there will be a Call for Entries but in the meantime artwork by Cultural Arts commission members and members of the Malley Senior Center wi 11 be displayed . Schnitzer reported that the Business Improvement District (BID) has approved Sean Daugherty to do metal floral sculptures for several large planters along South Broadway. Schnitzer told the Commission that the planters will also have poles to display banners with the first banners to be for Christmas. Schnitzer invited Commission members to the Al1about Englewood on September 27 1h and 28 1h . Commission members were also told that the Cultural Ai1s Commission will be judging art for 2009 Student Ai1 Calendar at the October meeting . DIRECTOR'S CHOICE Black informed the Commission that the City Council Budget Workshop is Saturday, September 20 1h where he will be presenting the Parks and Recreation budget that will include discussion on the 2009 proposed golf fees . X. COMMISSION MEMBER'S CHOICE In regard to the 2009 budget , Woodward repo11ed that for the City, things are looking better than for the economy; noting that revenue is up over 5% than expected. Englewood School Board Member Karen Miller announced that Conversation with the Board will be Tuesday, September l61h at 6pm . Miller spoke in regard to Sean McDaniel , the new Superintendent for Englewood Schools, and the excitement that he has brought to the District. Commission Member GatTett discussed the major improvements to the Englewood Recreation Center following the one week closure the end of August . Garrett noted that improvements include new floors in the locker rooms ands the addition of flat screen televisions in the upstairs cardio area. Ganett commented that the new amenities are very nice and complimented staff on a good job. Lee informed the Commission that the Greater Englewood Chamber of Commerce is requesting use of the show wagon for Englewood Days. Lee reported that in previous years , the rental fee has been waived ; noting that they still paid for towing and labor charges. Lee told the Commission that he has directed the Chamber to speak to City Council due to the fee being waived being a City Council • decision . Chairperson Gomes thanked commission members for their cards and thoughts and prayers for the passing of his wife , Sheila. XI.
