CALL TO ORDER

CULTURAL ARTS COMMISSION
Minutes of February 6, 2008
The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to
order at 5:45pm by Chairperson Be11oluzzi at the Civic Center City Council Conference Room .

APPROVAL OF MINUTES

Due to the lack of a quorum, the approval of the January 2, 2008, minutes were deferred to later in
the meeting when a quorum would be present.
IV. INTRODUCTION OF GUESTS
James Wallace , Artistic Director for David Taylor Dance Theater, was introduced .
V. NE\V BUSINESS
Discussion was turned over to James Wallace who , per agreement between David Taylor and the
City of Englewood, was present to discuss David Taylor 's 2007 and 2008 performances for debt
reduction . Performances dates for 2007 and 2008 were distributed to commission members .
Wallace reported that David Taylor has increased its number of performances from six to seven for
2008, also noting that all of the performances will be held in Hampden Hall. Wallace noted that the
dates from October through December 2008 were tentative . Wallace told the Commission that
David Taylor really appreciates the arrangement that had been made and stated that it has been a
tremendous help to them . Wallace reported that David Taylor is interested in renegotiating the
credit per show that had been agreed upon due to David Taylor spending down what had been
committed at the time . Wallace was told that the Cultural Arts Commission is not responsible for
the negotiation of the contract and that he would need to contact Mike Flaherty, Deputy City
Manager, who monitors the agreement between the City of Englewood and David Taylor.
Bertoluzzi commented that there seems to be quite a bit of repetition in the performances provided
by David Taylor. Wallace explained that Rainforest Odyssey is the most popular of the shows and
while the names of the performances may stay the same, the contents of the show change .
Commission Member Schnitzer suggested that the title of the show be slightly changed so that the
public doesn 't assume that they have already seen the performance . Schnitzer asked in regard to
advertising . Wallace replied that David Taylor provides the promotional material to Carol
McGuigan who distributes it. In regard to Wallace's request to renegotiate the terms of the •
agreement, Commission Member Bartunek asked if the Commission will be notified of any
adjustments that are made . Black explained that any changes to the agreement will need to go
before City Council for its approval. Wallace thanked the Commission and left .
VI. OLD BUSINESS
In regard to the Red Wedges, Black told commission members that he will be meeting with City
Council next Monday to discuss the landscape and art fund. The Commission was told that staff had
met with City Council last fall to discuss the fund but that City Council had defen-ed making a
decision at that time and requested that staff come back with a list of items for consideration. Black
explained that there are about twelve items on the list which includes the purchase of the Red
Wedges . Black noted that City Council has the discretion to put the money to use in whatever way
it wishes.
Bertoluzz i asked Black if he anticipates any action by City Council or if it will probably be
discussion . Black stated that he hopes to ask City Council for a consensus and if not , he will ask to
bring it back for further discussion . Black told the Commission that City Council may ask him
where the Cultural At1s Commission stands in regard to the Red Wedges . Bertoluzzi requested
Black be the negotiator. Black explained that to this point he has not been involved in the
negotiations , noting that only Community Development has done the negotiations. Commission
members were told that the price of $15 ,000 includes Conununity Development waiving its
conunission that it normally receives from a sale from the art at the shuttle stops collection. Moore •
asked how much is in the Public At1 fund . Hultberg reported that with the commitment for the golf
course art , there is approximately $50,000 to $55,000 . Discussion ensued . Commission members
acknowledged that the pieces look great where they cun-ently are and that the y were always a
favorite of Olga's .
A motion was made by Vice Chairperson Moore and seconded by Commission
Member Bartunek that the Cultural Arts Commission is strongly in favor of
purchasing the Red Wedges and will commit from the Public Art Fund seventy-five
percent of the cost for the artwork providing that the total cost does not exceed
$15,000.

Commission Member Stewart discussed the benefits of the a11work already being installed and not
ha ving to pay for installation, in addition to the artwork already meeting public safety standards .
Schnitzer spoke in regard to Enger being an alternate member and how much her effort and
enthusiasm is appreciated . Schnitzer asked what it would take for Enger to become a commission
member. Black explained that City Council has started appointing alternate members as a way to
fill vacancies that happen in between the times City Council makes appointments. Black added that •
by having an alternate member fill a vac ancy, that member is already up to date with what the Board
is working on. Schnitzer also noted that Enger is always at the meetings. City Council Liaison

Wilson noted that the Chair of the Board would need to write a letter to City Council recommending
the alternate member be appointed as a commission member but commented that City Council just
completed appointments. Black stated that each year City Council will request the attendance
records for each of the City's boards and commissions . Wilson reported that it is a good idea to find
out if a person is still interested in serving on a board if they are not attending the meetings.
Bertoluzzi encouraged commission members to call to excuse themselves if they are not able to
attend a meeting .
In regard to the memo1ial plaque for Olga's sculpture, Duo, Tim Vacca, MOA Representative
reported that Cynthia Madden-Lietner's husband, Roger, will be making the memorial plaque and
doing it gratis. Discussion followed regarding wording on the plaque.
Discussion turned to lighting for Duo . Bertoluzzi reported that Public Works had given an estimate
of $1,925 for the cost for lighting. Bertoluzzi asked if the cost could be taken out of the Public Art
Fund. Hultberg reported that it would be appropriate. Discussion followed. Black told the
Commission that if the cost exceeds $1,925, Parks and Recreation would pick up the additional
expense .
A motion was made by Commission Member Stewart and seconded by Commission
Member Bartunek that the Cultural Arts Commission move forward with lighting for
Duo with the understanding that the estimated cost for the lighting to be $1,925.

Stewart suggested that the Commission send a thank you to Roger Leitner in appreciation for his
work on the plaque . Vacca stated that he would bring back to the Commission the wording that will
go on the plaque.
COMMITTEE RE P ORTS
There were no items for Public Art.
In regard to Englewood Arts , Moore reported that the Juried Art Show is scheduled to open on April
y ct through April 26 th with the reception on April 4th from 6-8pm. Moore reported that the show will
only be open on Thursdays, Fridays and Saturdays due to the difficulty of finding people to gallery
sit.
Bertoluzzi reported the Englewood Arts Board of Trustees meeting will be Tuesday, February 19 th
at 3:00pm in Hampden Hall. Bertoluzzi asked Black if a City Council Member could serve as a
member on a Non-Profit board. Black replied that it is his understanding that the City Council
Member could serve on a non-profit board but that the dilemma would be when City Council would
vote on any action related to the non-profit board ; noting that the City Council Member would need
to remove him or herself from voting . Black encouraged the Council Member or Board to follow-
up on the issue him or herself to determine if what he said is correct.
Moore informed the Commission that due to a change in her hours at the gallery, she is no longer
able to serve as liaison to the Parks and Recreation Commission. Moore asked the Commission if
any one was interested in taking her place. Black reported that last year when City Council made
appointments to the Boards and Commission, Moore was mistakenly appointed as a Commission
Member to the Parks and Recreation Commission so Moore would need to tender her resignation
from the Board which will then be fo1warded on to City Council. Bertoluzzi asked if there was any
interest from a member to take Moore's place . Enger stated that she was interested . Black told the
Commission that due to Enger being an Alternate Member, he would need to research the issue to •
see if she could be a liaison. Black told commission members that Moore has been a welcomed
addition to the Parks and Recreation Commission and that she did a tremendous job in keeping the
board apprised of the Cultural Arts Commission events and happenings .
VIII. UPCOMING EVENTS
Bertoluzzi announced the upcoming Englewood Arts conce11 "Spring Sonata" on Saturday,
February 9th at 2pm in Hampden Hall. Bertoluzzi commented in regard to how the attendance at the
concerts has grown in size and how pleased Olga would have been to see that.
Vacca discussed upcoming shows for the Museum of Outdoor Al1s including Joellyn Duesberry:
The Big Picture April 4th through June 2ih. Vacca reported that MOA is reconfiguring its
gallery space which will reopen on April 4th. Commission members were also informed of the
Patrick Dougherty "Stick Works" exhibition that will be opening in April. Discussion followed .
IX. DlRECTOR'S CHOICE
Black informed the Commission that per City Ordinance, the Cultural Arts Commission is required
to do an annual report which is then presented or provided to City Council. Bertoluzzi stated that he
would be happy to present the report to City Council. Discussion followed in regard to writing the
report . In regard to meeting with City Council , Black told the Commission that it is important for
the Board to meet with City Council every twelve to eighteen months to keep Council updated on
what the Board is working on . Black stated that he would schedule the Commission to meet with •
City Council in the next couple of months .
X. COMMISSION MEMBERS' CHOICE
Commission members discussed upcoming shows and events .
Wilson asked in regard to fundraising efforts for the Cultural Arts Center. Be11oluzzi reported that
EURA has given Englewood Arts a twenty-four month window to raise funds for a cultural arts
center. Bertoluzzi also stated that they had met with the Downtown Englewood Business
lmprovement District which was a great meeting . Discussion followed regarding the meeting
including the possible sale of Colonial Bank .
In regard to last month 's discussion on the Cultural Arts Commission getting involved with the
Englewood Days event , Enger reported that Doug Cohn has suggested an Al1s and Crafts Fair or
Craft Show and was hoping the Commission could provide a list of artists . Bertoluzzi asked where
it would be held. Enger replied in the parking lot. Bertoluzzi commented that he would be happy to
participate if the show has the approval by the BID group . Moore noted that Englewood Days is
only a few weeks after Artabout Englewood. Enger told the Commission that Cohn has discussed
the possibility of coordinating the two events ; noting that it may bring in more artists .
