I. CALL TO ORDER
City of Englewood
CULTURAL ARTS COMMISSION
Minutes of October 3, 2001
The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order
at 5:46pm by Chairperson Bertoluzzi at the City Manager 's Conference Room at the Civic Center
building.

II. REVIEW OF AGENDA
Chairperson Bertoluzzi noted that Owen Beaver, City Council Candidate for District 2 , was present to
speak to Cultural Arts Commission. Bertoluzzi informed the members that Mr. Beaver would speak
following the approval of the minutes.
III. APPROVAL OF MINUTES

Chairperson Bertoluzzi asked if there were any corrections or changes to the minutes of
September 5, 2001. City Council Liaison Wolosyn had a change in regards to Entry Port
Monuments. Wolosyn noted that the minutes read, "due to budget constraints, the piece
was downsized". Wolosyn stated that the piece was not downsized and asked that the
minutes be corrected to read, "Commission members were told that the piece would be
delayed". The minutes were approved as amended. The motion passed unanimously.
INTRODUCTION OF GUESTS
Chairperson Bertoluzzi introduced LeighAnn Hoffhines , Communications Specialist with the City of
Englewood , City Manager 's Office , Ro dney Lontine , Director of the Museum of Outdoor Arts and
Owen Beaver, City Council Candidate for District 2 . Discussion was turned over to Mr. Beaver, who
told commission members that through his campaigning, he has been made aware of rumors that he is
against the arts. Mr. Beaver stated that he is not against the arts but that his main concern is if a
cultural arts center is built, will it be in conflict with the Riche Center and if the economy changes,
where would the money be going versus where it will be needed. Mr. Beaver discussed his
background and experiences related to the arts . Discussion was turned over to questions. Mr. Beaver
asked the Commission what the Cultural Arts Commission's budget was. Bertoluzzi stated that the
Commission receives 1% of Capital Improvement Fund projects; of which there is $30,000 for the last •
two years. Bertoluzzi continued, asking Mr. Beaver if he had received a copy of the 2002 proposed
budget. Mr. Beaver replied yes. Bertoluzzi asked Mr. Beaver to take a close look at the percentage of
funding allocated to the Cultural Arts Commission, and that when he does, he will not be impressed.
Mr. Beaver spoke in regards to a City without culture but the cost of having it. City Council Liaison
Wolosyn commented that the Cultural Arts Commission is a hard working organization that takes
responsibility for their projects. Mr. Beaver thanked the Commission for its time.
V. NEW BUSINESS

Discussion was turned over to Mr. Lentine, Director of the Museum of Outdoor Arts. Mr. Lentine
asked the Commission in regards to the new art throughout the Civic Center building. Commission
members complimented the new pieces . Mr. Lentine also discussed the new art that will be
forthcoming to the City Center development.
Mr. Lentine began discussion on the Civic Center Holiday Lighting Proposal. Information regarding
the project was distributed to commission members. Mr. Lontine explained that the project would
allow the City of Englewood to present a unique, artistic approach to the traditional city holiday
lighting found in other parts of the metropolitan area. Commission members were told that the City
would-become a must-see metro holiday attraction due to its high profile location, Museum presence
and transit-oriented components. A plan showing the City Center with holiday lighting components
was shown. Mr. Lentine explained that Jill and Daniel Neafus, who have been producing "Light as
Art" for the past 22 years, would design the project. Mr. Lentine also explained that the project would
be non-denominational and be on display from November 30, 200 l to January 27, 2002. Examples of
lighting on buildings, trees. sculptures were also shown. Chairperson Bertoluzzi asked in regards to •
the lights that were on the Civic Center building last year. Black explained that they would be placed
on other City buildings. In regards to budget, Mr. Lontine reported that estimated cost of the project is
$60,000 with proposed sources of funding coming from MOA, Englewood Environmental
Foundation/CAM, and the City of Englewood. Mr. Lentine stated that the project is $11,800 shortfall
of projected budget. Mr. Lon tine told the Commission that it was his hope that the Cultural Arts
Commission would also help support the project by giving $5,000 from its Public Art Fund. The
Commission was told that the project is not contingent upon the decision of the Commission but that if
they decided not to fund the project, it would need to be scaled back. Director Black explained to Mr.
Lontine that the decision would need to come from the Public Art Committee and that there are
guidelines established in regards to procedure for selecting and funding public art. Black also noted
that in order for the Public Art fund to be utilized, the Art in Public Places guidelines stipulate the
piece must either be a permanent or a rental piece of art. City Council Liaison Wolosyn suggested that
it would be beneficial if Mr. Lontine could provide specifics in regards to what the funding could go
towards for when the Public Art Committee meets to make a decision. Mr. Lentine agreed.
Director Black also asked Mr. Lentine to discuss the cultural art space at the Civic Center building
being used as storage and a staging area for the project. Black stated that if the board was amenable to
the temporary use, Mr. Lontine needed to write a letter to Chairperson Bertoluzzi detailing the use and
timeframe for the space.
OLD BUSINESS
Discussion turned to the selection of art for the 2002 Calendar and Ms. Hoffhines. Commission
members were told that a committee had pre-selected 50 finalists, which were displayed tonight for •

them to select from. Ms. Hoffhines noted that there were about only half as many entries received this
year compared to last year. Ms. Hoffhines discussed the judging procedure before selection began .
Following judging and awaiting tallying of scores by Ms. Hoffhines, Chairperson B e rtoluzzi continued
with the agenda and Parade Float. Commission Member Moore informed commiss ion members that
seven pieces of art had been selected for the float. Pictures of the pieces were shown. Discussion
followed regarding the float building.
VII. COMMITTEE REPORTS

City Council Liaison Wolosyn gave an update in regards to Entry Port Monuments. Wolosyn
explained that it was her initial thought that there was not funding available in the 2002 budget for the
purchase of a piece and that it would have to be postponed until 2003. Wolosyn went on explain that
funding was allocated in the 200 I budget, which will be carried over to 2002 for the purchase of the
first monument to be placed at Yale and Broadway.
In regards to the General Iron Works Photo Grant, commission members were told that Call for Entries
had gone out and that the deadline for submittals is Friday, October 12, 2001.
Commission Member Gates spoke in regards to the Public Art Committee. Gates reported that
informational letters had been sent to the twelve members. Chairperson Bertoluzzi requested a list of
the Committee members and addresses. Discussion followed regarding a meeting to discuss the
holiday lighting proposal presented by Mr. Lontine. Director Black reiterated that the Committee
understand that they will be making a recommendation and not a decision pertaining to public art.
Chairperson Bertoluzzi recommended that two members from the Public Art Committee also sit on the
Selection Committee. Bertoluzzi thanked Gates for his time and efforts with the Committee.
DIRECTOR'S AND COMMISSION MEMBERS' CHOICE
Director Black had no items for Director 's Choice.
In regards to the Holiday Lighting Propo sal presented by Mr. Lontine, Chairperson Bertoluzzi asked
Director Black in regards to the lights used by the City in previous years. Black explained that they
would be utilized elsewhere in the City. Black reiterated to commission members that when the
budget for the project was submitted to City Council , it did not include money from the Cultural Arts
Commission.
Discussion moved on to Commission Member 's Choice. Youth Commission Member Burrage
announced that the Englewood High School marching band would be going to semi-finals.
City Council Liaison Wolosyn informed the Commission that $350 ,000 still remains in the 2002
budget for a land bank for a cultural arts center.
Commission Member Tomasso gave an update on the Comprehensive Plan Committee. Tomasso
explained that a statement in regards to the importance of cultural arts had been included in the final
report.
Chairperson Bertoluzzi announced that he had met with a couple representatives from the Business for
Englewood who are interested in the Public Art Agenda and improving the appearance of the
Englewood business district. Bertoluzzi asked in regards to the placement of art in the medians down
Broadway. Director Black told Bertoluzzi that Ken Ross, Director of Public Works , and traffic would
need to be involved in that discussion. Bertoluzzi also asked in regards to the property at Girard and
Broadway. Black stated that the property belongs to the Urban Renewal Authority and the City of
Englewood.
Bertoluzzi requested an updated attendance report for the Cultural Arts Commission.
Commission Member Moore showed pictures from the Olde Tyme Fair and Englewood Cultural Arts
Center Association's booth. Moore requested volunteers for the holiday parade float.
Wolosyn told commission members that she would be at the Department of Parks and Recreation 's
Rec Zone, Friday night, to assist youth in making masks. Wolosyn invited commission members to
attend and assist in the project.
Ms. Hoffhines returned to the meeting with results of the art selection. Director Black acknowledged
Ms. Hoffhines ' time and effort with the project.
