CULTURAL ARTS COMMISSION
Minutes of December 5, 2007
CALL TO ORDER
The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to
order at 5:50pm by Chairperson Bertoluzzi at the Civic Center City Council Conference Room.

APPROVAL OF MINUTES
Bertoluzzi asked if there were any changes or corrections to the minutes of November
8, 2007. Commission Member Schnitzer had a correction under Commission
Member's Choice in regard to when she spoke about the homeless people along the
South Platte River. Schnitzer explained that she noticed the homeless people when she
was walking her dog a couple of years ago and not during a tour of the golf course with
the art selection committee. The minutes were approved as amended.
IV. INTRODUCTION OF GUESTS

Director Black introduced Natasha Fish, a four-time selected artist for the City of Englewood 's
Student Art Calendar. Black informed the Commission that Natasha is here tonight to learn about
the Cultural Arts Commission and to see if she would be interested in applying for the Youth
Member position on the Commission. Commission members welcomed Ms . Fish and congratulated
her on havi ng her artwork being selected four times for the calendar.
Black also welcomed Jill Wilson, ne wly appointed City Council Liaison to the Cultural Arts
Commission and Mayor Jim Woodward.
NEW BUSINESS
Schnitzer asked what the balance was for the Art in Public Places fund . Recreation Manager
Hultberg reported that the balance is $46, 795 including 2007 one percent capital project allocation
of $14, 705 . Hultberg noted that the Cultural Arts Commission has committed funds for the
purchase of the golf course art, Broken Tee, that still needs to be taken out which is approximately
$7,500 . Schnitzer went on to say that while she was attending the dedication of the sculpture for
Olga, she noticed how nice the watermelon art pieces looked in the background ; noting that they
were a favorite of Olga's . Schnitzer reported that the artist has dropped the price for the artwork
from $23 ,000 to $15 ,000 . Schnitzer told the Commission that Nancy Fenton from Community
Development had mentioned something about a landscape and art fund that could possibly match
funds for the purchase of the artwork. Black told the Commission that he was just recently informed
of the landscape and fine arts fund that had been created some years ago through Community
Development. Black explained that his understanding of the fund is that when a business moves
into the City, the business is required to have a percentage of their property in landscape or art.
Black went on to explain that if the business is unable to do so, and if approved by Community
Development, the business can off-set the requirement by putting a percentage of money into this
fund . Black reported that there is currently $62 ,000 in the fund . Commission members were
informed that City Council has already been approached with a request to use the fund but that City
Council asked that it wait and be approached at a later date with a list of all of the projects to be
considered. Schnitzer asked if it could possibly be used to help fund projects such as this. Black
replied that based on his understanding of the fund , he would think so . Black noted that he and Alan
White , Director of Community Development , will be going back to City Council with a list of
projects to be considered and that this could be added to the list. Discussion followed .
A motion was made by Vice Chairperson Moore and seconded by Commission
Member Stewart in support of the Cultural Arts Commission pursuing the purchase of
the watermelon art from the Art at the Shuttle Stops, and pursue other funding that
may be available to help fund the purchase.
Black told the Commission that he would gather information regarding funding and EEF
requirements for the placement of art to bring back to the Board . Bertoluzzi asked as to the location
for the watermelon pieces . Commission members agreed that the pieces should be left where they
are since they work so well with Olga's sculpture . Bertoluzzi asked who would do the negotiating
with the artist. Schnitzer reported that Nancy Fenton has had the most conversation with the artist.
Bertoluzzi commented as to why Community Development would be involved in the negotiating.
Black explained that Parks and Recreation could do the negotiating since it oversees the 1 % art fund
that would be providing a portion of the funding. Bertoluzzi stated that the point of contact should
be Jerrell Black and Gary Hultberg. Stewart commented in regard to the money that will be saved
by the sculpture already being installed and having met all safety standards .
All were in favor. The motion passed.
Bertoluzzi informed the Commission that he was asked by MOA ifthe Commission would consider
providing the plaque for Duo, Olga's sculpture, in addition to providing some lighting for it.
Bertoluzzi noted that wiring for the lighting is already in place . Woodward commented that he
thought Cynthia Madden-Leitner's husband was going to do the plaque. Discussion followed . Vice
Chairperson Moore stated that she has a problem with the request since the sculpture was donated
by MOA . Bertoluzzi suggested to the Commission that they think about the request for further
discussion in January . Schnitzer asked how much the lighting would cost. Black stated that he
would research it. The question was asked if MOA donated the sculpture to the City. Commission
members were told no, that the sculpture is still owned by MOA . Schnitzer asked if anyone foresees
the chance that it could be removed at some point. Bertoluzzi stated that he would also gather more
information to bring back to the Board.

VII. C O MMITTEE RE PORTS
Discussion moved on to Committee Reports. Bertoluzzi announced that Englewood Arts has signed
an agreement with EURA for a two year option on the Acoma Street property which will give
Englewood Arts two years to raise the necessary financial funding for a cultural arts center .
Bertoluzzi reported that Englewood Arts is now working on a promotional packet to be given to
prospective donors . Wilson asked how much needs to be raised . Bertoluzzi replied that the current
cost estimate is $17 million. Discussion followed.
Moore reported that at the December Parks and Recreation Commission meeting, commission
members chose three prospective names for the golf course that were forwarded to City Council for
a final deci sion . Black informed the Commission that Bob Spada and he presented the three names ,
Broken Tee , Ri ver Crossing and Englewood Golf Course , to City Council in which Broken Tee was
selected as the new name for the golf course . Black noted that the name selection committee was
adamant that Englewood be kept in the new name of the golf course. Black went on to explain that
staff is now moving forward with marketing . Schnitzer asked if the artist for the Broken Tee
artwork has been notified . Hultberg replied yes and that he was very excited . Black was asked if a
location has been chosen for the placement of the art piece . Black responded no , that there are a
number of locations that are still being considered .

Commission members were informed of the upcoming performances for Gifts of the Magi .

Black wished everyone a happy and safe holiday.
COMMISSION MEMBERS' CHOICE
Wilson told the Commission that she is very excited to be the new City Council Liaison to the
Cultural Arts Commission. Wilson commented that she sees how dedicated everyone is to the arts
and how important it is to everyone .
Woodward informed commission members that he had received an inv itation to a collegian mural
unv eiling at the Alexan City Center for this evening . Black reported that a representative from the
Alexan came to a Commission meeting awhile back asking the Commission for its assistance in
selecting a theme, judging, etc . for the project. Black noted that Schnitzer met with an Alexan
official and provided some assistance on the project.
Bertoluzzi spoke in regard to the dedication of the art sculpture for Olga and how nice it was .
Bertoluzzi went on to say that he was able to visit with Jim Doty, Olga's husband , who expressed
his appreciation for everyone 's expression of sympathy . Bertoluzzi encouraged board members to
gi ve Jim a call when they get a minute.
