I. CALL TO ORDER
City of Englewood
CULTURAL ARTS COMMISSION
Minutes of August 7, 2002
The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order
at 5:45pm by Chairperson Bertoluzzi at the City Council Conference Room at the Civic Center
building.

• II. REVIEW OF AGENDA

There were no changes to the agenda .
III. APPROVAL OF MINUTES
Chairperson Bertoluzzi asked if there were any changes or corrections to the minutes of June 5,
2002 and July 3, 2002. There were none. A motion was made to accept the minutes as
presented. The motion passed unanimously.
IV. INTRODUCTION OF GUESTS AND NEW MEMBERS
Chairperson Bertoluzzi welcomed the new commission members , Donna Schnitzer and Maggie
Stewart. Darrell Freeland, also a new commission member, had not arrived yet. John Voboril and
Harold Stitt with Community Development were also introduced .
V. NEW BUSINESS
Recreation Manager Hultberg informed the new members that he would be in touch with them at a
later date in regards to scheduling an orientation.
VI. OLD BUSINESS
Discussion moved on to Cultural Space at the Civic Center building. For the benefit of the new
members, Director Black gave a brief history in regards to the cultural space . Black told the
Commission that Mr. Lontine was at tonight 's meeting to present their plan to finish the space . Black
also explained that City Council is ask ing for a formal recommendation from the Cultural Arts
Commission in regard to tonight's presentation. Black turned discussion over to Rodney Lontine,
Executive Director for the Museum of Outdoor Arts. Mr. Lontine informed the Commission that the
final rendition is very similar to the draft that was presented to them in May with the exception of a
few things including a double door entry with coat shelf, work counter and ticket window in adjoining
area, kitchen area and a meeting room with glass brick due to the reconfiguration of an electrical room.
Mr. Lontine explained that the floor will be finished in a stained concrete with pattern; doors, walls,
ceiling, etc. would match quality, style and hardware as in the existing MOA suite. In regards to
seating, Mr. Lon tine stated that seating capacity has stayed the same with the use of moveable chairs.
Staging will be rented, determined by the event.
Discussion moved on to uses. Mr. Lontine told the Commission that as previously discussed, the
contract will be flip-flopped with the City having ninety uses, noting that anything above the ninety
will be assessed a fee. When asked in regards to a timeframe, Mr. Lontine explained that he will be
making the same presentation to City Council on September 3rd, and will be moving forward from
there upon approval.
Due to the cultural space currently being used as storage for parks and recreation supplies, Director
Black explained that money has been allocated in the budget for storage and that staff is looking into
options and cost before making a decision.
In regard to a recommendation, Chairperson Bertoluzzi stated that he preferred to wait until the
September 4th Commission meeting so to have as formal of a recommendation as possible . Discussion
followed if a recommendation could wait until September. Bertoluzzi asked for a consensus from the
board. It was consensus of the Commission to wait until September for a recommendation.
Mr. Lontine thanked the Commission and left .
Discussion began on the Comprehensive Plan . John Voboril introduced himself to the new members
and gave a brief background regarding the Comprehensive Plan and the addition of the Cultural Arts
component. Mr. Voboril stated that at the last meeting the Commission was presented goals and asked
for objectives relating to each goal. Mr. Voboril told commission members that he took what
objectives were given to him in addition to improvising and creating objectives based off of ideas and
comments made to him. Commission members were told that the complete set was included in their
packet. Commission reviewed the goal and objective statements with Mr. Voboril.
Chairperson Bertoluzzi commended Mr. Yoboril and Mr. Stitt on a job well done. Mr. Voboril told
the Commission that the final copy would be forwarded to them for the September meeting then left
the meeting.
VII. COMMITTEE REPORTS
Vice Chairperson Tomasso briefed the new members on the General Iron Photo Project. New
Commission Member Stewart informed the Commission that she is the artist for the Museum of
Outdoor Art's General Iron Works show, opening September 16th. Stewart gave some more
information in regard to the show.
City Council Liaison Wolosyn gave a background on the Public Art Committee, noting that the
committee is without a Chairperson due to the resignation of John Gates. Wolosyn asked new
Commission Member Schnitzer if she would be interested in chairing the committee, with the support
of herself and Recreation Manager Hultberg, due to her being a member of the Public Art Committee .
Schnitzer accepted the position. Wolosyn told Schnitzer that they would meet at a later date to discuss
details relating to the Public Art Committee.

Wolosyn continued, informing the new members of the Exploratory Committee and Englewood
Cultural Arts Center Association (ECACA). Wolosyn reported that $350,000 has been set aside for a
land bank for a cultural arts center for 2002 and possibly for 2003.
Commission Member Moore made note of the weather vane project, an ECACA fundraiser. The
project includes members of the community decorating weather vanes, which will be auctioned off at
the Olde Tyme Fair. Smaller versions of weather vanes will also be available at the Fair for children to
make.
Moore gave an update on the Parks and Recreation Commission, informing them that Dawn Parker
with SCFD was present at the last meeting to discuss reauthorization.
VIII. DIRECTOR'S AND COMMISSION MEMBERS' CHOICE
Director Black invited the Commission to the City of Englewood's Board and Commission
Appreciation Night on Monday, August 26t\ 5:30-7:30pm at the Englewood Civic Center Community
Room.
Black informed commission members that City Council is requesting the City Attorney's office to
review the organizational structure of each board and commission as process of updating the
Englewood Municipal Code. Black told commission members that the one change that has been made
to the Commission since its creation is the deletion of the sunset provision. Black mentioned that there
are a couple of other changes that he would like to discuss further at the September meeting .
City Council Liaison Wolosyn stated that she is the liaison to the Parade Committee. Wolosyn asked
the Commission if they would be interested in having a float in the 2002 parade. Commission
members agreed to have a float in this year's parade.
Chairperson Bertoluzzi recognized Wolosyn and Commission Member Dulaney on their work they put
into the container flower garden on the east side of the Civic Center building.
Bertoluzzi discussed and distributed flyers to the 1st Annual Bear Fair on Sunday, August 11th.
Commission Member Moore distributed a prospectus for the First Annual Englewood Arts National
Juried Art Show 2003 .
New commission members introduced themselves and gave a brief history.
Recreation Manager Hultberg announced that the free performance of King Lear would begin at
8:00pm tonight at the City Center Amphitheater.
IX. ADJOURNMENT
The meeting was adjourned at 7:34pm .
