CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of September 4, 2002 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5:47pm by Chairperson Bertoluzzi at the City Council Conference Room at the Civic Center building. Present: Also Present: Eric Bertoluzzi, Chairperson Ray Tomasso, Vice Chairperson Kate Dulaney, Commission Member (left at 6:21 pm) Darrell Freeland, Commission Member Janet Moore, Commission Member Donna Schnitzer, Commission Member Maggie Stewart, Commission Member Olga Wolosyn, City Council Liaison (left at 6:49pm) Mary Lynn Baird, Englewood School District Liaison Jerrell Black, ex officio LeighAnn Hoffhines, City Manager's Office (left at 6:00pm) REVIEW OF AGENDA There were no changes to the agenda. APPROVAL OF MINUTES Chairperson Bertoluzzi asked if there were any changes or corrections to the minutes of August 7, 2002. Under Committee Reports, Director Black noted that Commission Member Schnitzer would not be taking on the Chair of the Public Art Committee but would instead be working in an advisory capacity. The minutes were approved as amended. IV. INTRODUCTION OF GUESTS AND NEW MEMBERS LeighAnn Hoffhines, Communication Specialist for the City Manager's Office was introduced. V. NEW BUSINESS Ms. Hoffhines announced that the process has begun for the fifth annual 2003 City of Englewood calendar and as in the past, is asking for the enlistment of the Cultural Arts Commission in the selection of student art. Commission members were informed that the judging would take place at the October 2"ct Commission meeting with a pre-selection on Monday, September 30 1h. Hoffhines told the Commission that the Museum of Outdoor Arts would again host an artist reception for the fifty finalists, including the thirteen winners. Information on the student art contest was distributed to commission members. • Discussion followed regarding the Commission having an entry in the 2003 holiday parade. Ms. Hoffhines thanked the Commission for their time and left. VI. OLD BUSINESS Chairperson Bertoluzzi turned discussion over to last month's presentation regarding MOA's plans to complete the cultural space and a recommendation from the Cultural Arts Commission. Bertoluzzi distributed a draft recommendation. Commission Member Schnitzer asked in regards to the number of uses eligible to the City. Director Black replied that the contract has not been negotiated. A motion was made by Commission Member Moore and seconded by Vice Chairperson Tomasso to accept the recommendation presented by Chairperson Bertoluzzi. Commission Member Stewart commented in regards to the impact to the library from noise generated from the second floor. Black explained that the item was first discussed with David Taylor but that it was not much of a concern when the Department was looking at completing the space. Black stated that he would talk to Hank Long, Director of the Library. The motion passed unanimously. Director Black turned discussion over to organizational structure of the Cultural Arts Commission. Black explained that City Council is requesting the City Attorney's office to review the organizational structure of each board and commission as process of updating the Englewood Municipal Code. Commission members received copies of the ordinance creating the Cultural Arts Commission, in addition to the ordinance repealing the sunset provision. Black asked commission members to read through the information and to contact him with any comments. Black told commission members that he would be bringing back a draft ordinance for their review. Chairperson Bertoluzzi asked if the term limitations were removed. Black replied that it would be his recommendation to remove the term limits. VII. COMMITTEE REPORTS In regards to the General Iron Photo Project, Tomasso announced that the photos are hanging in preparation for the Museum of Outdoor Art's General Iron Works show. Commission discussed the exclusion of the two photographer's names and biographies in the show's announcement. Discussion followed in regards to the formation of a special committee, comprised of Recreation Manager Hultberg, Vice Chairperson Tomasso and Commission Member Stewart, to organize an opening reception for the two photographers for the General Iron photographs. Commission members were informed that a Public Art Committee meeting would be held in the next couple of weeks. City Council Liaison Wolosyn gave an update on the Exploratory Committee. Wolosyn announced that the weather vane project was a success. Wolosyn told the Commission that $350,000 currently remains in the Capital Project Fund for the cultural land bank but that there is a chance it taken away due to budget cuts. Director Black intervened, informing the Commission that due to the City's revenue being below projected budget, departments have been asked to make a two percent reduction in their 2002 and 2003 budgets, in addition to other cuts. Black told the Commission that there would be further information following the City Council budget retreat on September 28th. • • Black spoke in regards to the one percent received from capital projects fund for the public art fund. • Black explained that the one percent is based off of what is budgeted and that more information will follow after the retreat. Commission members were told that there is approximately $40,000 in the public art fund. • • • Commission Member Moore gave an update on the Parks and Recreation Commission, noting that Rodney Lontine was at the September meeting to present their plan on completion of the cultural space . Moore noted the Parks and Recreation Commission voted unanimously to recommend to City Council to enter into negotiations with MOA for completion of the space. Moore stated that Director Black also gave a report on the status of projects in addition to deciding on signage for Englewood parks. VIII. DIRECTOR'S AND COMMISSION MEMBERS' CHOICE Director Black had no items for Director's Choice. Vice Chairperson Tomasso congratulated Carol McGuigan, Cultural Arts Program Administrator on the summer drama program, Guys and Dolls. Tomasso spoke in regard to a recent article on vacant space in Denver. Tomasso commented on the vacant space available in Englewood and the potential of it being utilized for artist studios, etc. Discussion followed regarding the Skerritt House. Englewood School District Liaison Baird informed the Commission of Clayton Elementary School projects including the flag project with the Museum of Outdoor Arts and a sculpture garden. Commission Member Freeland offered his assistance with the General Iron Photo Reception and Skerritt House . Chairperson Bertoluzzi spoke of a new program at Maddox and Clayton Elementary where students will be given the opportunity to learn to play the violin. Bertoluzzi noted that twenty students have signed up at Clayton and sixteen at Maddox. Director Black thanked all those involved with the Olde Tyme Fair. Black stated that attendance was estimated to be 5,000 to 8,000 people. IX. ADJOURNMENT The meeting was adjourned at 6 :55pm. Deborah A. Severa, Recording Secretary
