CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of October 2, 2002 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5:45pm by Chairperson Bertoluzzi at the City Council Conference Room at the Civic Center building. Present: Absent: Also Present: Eric Bertoluzzi, Chairperson Kate Dulaney, Commission Member (arrived at 5:55pm) Darrell Freeland, Commission Member Janet Moore, Commission Member Donna Schnitzer, Commission Member Olga Wolosyn , City Council Liaison Mary Lynn Baird, Englewood School District Liaison (arrived at 6: 16pm) Jul ie Grazulis, City Council Member (arrived at 5:50pm/left at 6:51pm) Jerrell Black, ex officio Ray Tomasso , Vice Chairperson Maggie Stewart, Commission Member LeighAnn Hoffhines , City Manager 's Office Molly Maginn, Chicken Lips • II. REVIEW OF AGENDA Cultural Arts Space Resolution and Holiday Parade were added to the agenda for discussion. III. APPROVAL OF MINUTES Chairperson Bertoluzzi asked if there were any changes or corrections to the minutes of September 4, 2002. There were none. The minutes were approved as presented. IV. INTRODUCTION OF GUESTS AND NEW MEMBERS Molly Maginn with Chicken Lips and Event Coordinator for the Denver Center of Performing Arts was introduced. Ms . Maginn told the Commission that she was interested in the cultural events for the City of Englewood and the space below the Balley's building. Discussion followed. V. NEW BUSINESS • VI. Discussion was turned over to Ms. Hoffhines and the 2003 Englewood Calendar. Ms. Hoffhines told the Commission that 188 entries were received from which fifty finalists were pre-selected on Monday; all of which were on display for tonight's selection process. Discussion followed regarding the judging process. Commission members judged the art. OLD BUSINESS Director Black began discuss ion on organizational structure of the Cultural Arts Commission. Black distributed a copy of the City Ordinance that created the Commission. As previously discussed, Black explained that City Council has asked the City Attorney's Office to review the organizational structure of each board and commission for updating the Englewood Municipal Code. Black reviewed the ordinance that created the Commission with commission members, noting that the sunset provision had been removed. Commission Member Moore stated that the term limit of officers is too short . A motion was made by Commission Member Moore and seconded by Commission Member Dulaney to change the term limit of one-year for Officers of the Cultural Arts Commission to two years with no limit on the number of consecutive terms the officer may hold. The motion passed unanimously. Chairperson Bertoluzzi discussed the purpose of the Cultural Arts Commission and appropriate funding to meet that purpose. Black told Bertoluzzi that it could be discussed in the months to come . Chairperson Bertoluzzi spoke in regards to the accomplishments of the Cultural Arts Commission and the cultural arts plan. Director Black moved discussion on to the 2003 budget. City Council Liaison Wolosyn informed the Commission that City Council put $125,000 in the 2003 budget for the cultural center land bank. Wolosyn explained that $50 ,000 came from the Conservation Trust Fund and $75 ,000 from the general fund. Wolosyn noted that the decision is not final. Black commended Wolosyn for her time and efforts. In regards to budget cuts, Black told commission members that he felt that all programs that were offered to the community have value. After a brief discussion pertaining to programs removed from the 2003 budget, A motion was made by Commission Member Dulaney and seconded by Commission Member Schnitzer to move that City Council reconsider its decision to eliminate the volunteer flower garden program due to flower planting enhancing the aesthetic beauty of parks and entrances to facilities while bringing in volunteers from the community. The motion passed unanimously. Discussion moved on to the 2002 Holiday Parade. City Council Liaison Wolosyn announced that the parade would be on Saturday, November 2nd . Commission discussed an entry for the parade. VII. COMMITTEE REPORTS Director Black informed the Commission that there have been some requests in regards to purchasing photos from the General Iron Works exhibit. Discussion followed regarding the possibility for revenue. City Council Liaison Wolosyn explained that she and Commission Member Schnitzer had met in regards to the Public Art Committee. Wolosyn reported that they are now in the position to reconvene the committee. Wolosyn discussed changes for the committee. Commission Member Moore gave an update on the Parks and Recreation Commission. VIII. DIRECTOR'S AND COMMISSION MEMBERS' CHOICE Director Black acknowledged Ms. Hoffhines for her work on the 2003 Englewood Calendar. • • Ms. Hoftbines presented the thirteen pieces selected for the 2003 Calendar. Ms . Hoffhines stated that • the thirteen artists would be recognized at a City Council meeting in November in addition to the fifty pre-selected pieces being on display outside ofMOA on the 2nd floor November 1-15 . IX. • • City Council Liaison Wolosyn announced that Rodney Lontine presented to City Council MOA's plan for completion of the cultural space. Wolosyn stated that City Council gave their approval for MOA to proceed. ADJOURNMENT The meeting was adjourned at 7: 13pm. Deborah A . Severa, Recording Secretary
