CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of February 6, 2002 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5 :47pm by Chairperson Bertoluzzi at the City Council Conference Room at the Civic Center building. REVIEW OF AGENDA Chairperson Bertoluzzi added to the agenda , Cultural Arts Photo Judge . III. APPROVAL OF MINUTES Chairperson Bertoluzzi asked if there were any corrections or changes to the minutes of December 5, 2001 and January 2, 2002. There were none. The minutes were approved as presented. The motion passed unanimously. IV. INTRODUCTION OF GUESTS v. R odney Lon tine , Director of the Museum of Outdoor Arts , and Hank Long, Director of the Englewood Public Library, were introduced. MOA REQUEST FOR CIVIC CENTER CULTURAL SPACE Discuss ion was turned over to Rodney Lontine. Mr. Lontine distributed information pertaining to upcoming exhibitions for the Museum of Outdoor Arts along with a "Walking Tour" guide for City Center . Mr. Lontine informed the Commission that the Museum of Outdoor Arts has purchased new art for a Ci v ic Center Sculpture Walk. Discussion followed regarding potential sites for the new pieces and future expectation to expand the Sculpture Walk . Mr. Lontine noted that the Museum of Outdoor Arts has taken on the purchase of the new artwork . • Mr. Lontine spoke briefly in regards to the Museum of Outdoor Arts and the Cultural Arts Commission working collaboratively in placing a piece of artwork in the round-a-bout. Mr. Lontine showed some possible pieces of art for the site. Mr. Lontine addressed the letter from the Museum of Outdoor Arts in regards to their using the cultural arts space on the second floor of the Civic Center building to store the new art for the sculpture walk. Mr. Lontine explained that it would be on a short-term basis with the pieces being gone by the end of the year. Mr . Lontine added that the Museum might have an alternate location but wanted to request the use in case the need arose . Recreation Manager Hultberg noted that currently recreation supplies are being stored in the space but that there is still a lot of room remaining. Vice Chairperson Tomasso asked of the City's plan to finish the area. Hultberg reported that there is no money budgeted or immediate plans to finish the space. A motion was made by Commission Member Moore and seconded by Commission Member Dulaney to allow the Museum of Outdoor Arts to store the artwork for the Sculpture Walk in the cultural space of the Civic Center building until the end of the year. The motion passed unanimously. VI. PROMETHEUS STATUE Discussion turned to Hank Long, Director of the Englewood Public Library , and the Prometheus Statue. Information pertaining to Prometheus was distributed to commission members . Mr. Long • gave a brief history of the art piece , explaining that the piece was given to the Library in 1966 from the Englewood State Bank. Mr. Long went on to explain that when he knew the Library would be moving to a new facility , he sent a memo to Director Black asking that the Cultural Arts Commission take temporary ownership of the statue in order to find a new location for it. Commission members were told that the statue is currently being stored at a Public Works facility. Mr. Long stated that City Council recently expressed the desire that a new location be found for it. Mr. Long also noted that he would be in support of whatever the Cultural Arts Commission recommends in regards to a site. City Council Liaison Wolosyn told Mr. Long that the Cultural Arts Commission appreciates the opportunity to discuss a location for the art piece and understands that there needs to be a discussion with the Museum of Outdoor Arts regarding the location . Discussion followed regarding possible locations. Recreation Manager Hultberg stated that funds from the one percent public art fund could be used for a base for the statue. Hultberg also explained that he , Mr. Long and representatives from EEF recently met to locate a site for Prometheus that did not interfere with MOA. Hultberg said that they were then made aware of the Museum 's Sculpture Walk. After meeting with Mr. Lontine, it was determined that the pre-selected site would interfere. Mr. Lontine commented that there were a number of locations suitable for the piece. Wolosyn suggested including David Tryba in the discussion for a site . Chairperson Bertoluzzi asked if the Library owns Prometheus . Mr. Long replied yes. Mr. Long added that it was his recommendation that the Cultural Arts Commission find a location for it , and noted that he was not sure if City Council prefers that it be associated with the Library . Bertoluzzi asked if the Library Board has discussed a location. Mr. Long stated that there has been some discussion but that there is not strong feeling one wa y or the other. Wolosyn suggested taking discussion back to City Council for their preference . Bertoluzzi commented that he is not sure the issue belongs to City Council , adding that City Council will act on it after the Commission makes a recommendation . • • • • VII. Bertoluzzi suggested having an in-depth discussion at the March Commission meeting regarding the placement of Prometheus. Commission members agreed . Bertoluzzi thanked Mr. Long. CULTURAL ARTS PHOTO JUDGE Chairperson Bertoluzzi discussed with the Commission a letter from Pauletta Puncerelli , Public Information Officer for the City of Englewood, requesting a cultural arts photo judge for the "Torch Moments in Time" photo contest. Vice Chairperson Tomasso stated that he would be interested. Sel Hewitt also commented that he would be interested in the case that they were seeking an Englewood resident. VIII. PHOTO PROJECT: APPROVAL OF IMAGES Vice Chairperson Tomasso informed commission members that jurying of images for the General Iron Works Photo Project took place and ten images had been selected. Discussion followed regarding the selection process. The ten images were shown to the commission for its approval. A motion was made by Commission Member Moore and seconded by Vice Chairperson Tomasso approving the ten images of the General Iron Photo Project as presented tonight. Chairperson Bertoluzzi asked for a vote. City Council Member Grazulis spoke in regards to the images presented tonight, stating that of all the images submitted , the ten selected do not reflect the vastness of the General Iron site, if that was the intent. Vice Chairperson Tomasso explained that the project asked for large graphic art of the General Iron site. Recreation Manager Hultberg added that the images were asked to be non-representational. Grazulis commented that there are two similar images. Tomasso replied that the images selected had the best composition. Bertoluzzi told Grazulis that her comments are appreciated and noted. Bertoluzzi asked for a vote. The motion passed unanimously. Hultberg discussed the next steps including the placement of the images on the third floor of the Civic Center building , sizes of the images to be determined by placement. Hultberg commented that he would like to have an interior decorator or framer involved in the process. Bertoluzzi thanked Tomasso and Hultberg for their work with the project. Bertoluzzi asked if the artists have been paid. Hultberg replied that they have and that as part of the agreement, Community Development will be transferring $1,500 to the one percent public art fund to be used toward the project. IX. COMMITTEE REPORTS Discussion moved to an update on the Public Art Committee . Committee Chairperson Gates announced that he will be resigning from the Cultural Arts Commission and thus would no longer be chairing the Public Art Committee. Chairperson Bertoluzzi told Gates that the Committee accepts his resignation with much regret. Discussion followed regarding taking action in regards to Commission Member LaPorta and Commission Member Gartner due to their lack of attendance. Wolosyn noted that LaPorta told her she would be submitting a letter of resignation but that she has not received it. Recreation Manager Hultberg suggested a memo to City Council requesting City Council declare two vacancies due to resignation (LaPorta and Gartner) and a third due to lack of attendance (Gartner) be sent by the Commission. An attendance record would be attached. A motion was made by Commission Member Moore and seconded by Vice Chairperson • Tomasso to have City Council declare three vacancies on the Cultural Arts Commission, two per resignations by Rosemary LaPorta and John Gates and the third for Gary Gartner due to his lack of attendance. The motion passed unanimously. City Council Liaison Wolosyn announced that for 2002 , City Council transferred $15,000 into the one percent public art fund. Hultberg reported that the Commission now has approximately $45 ,000 in that fund. Recreation Manager Hultberg told the Commission that at some point, Department of Parks and Recreation staff would like to approach the Public Art Committee in consideration of using the one percent public art fund for some public art for the new bond projects . Hultberg explained that staff would like to incorporate art into one or more of the designs of the Englewood Recreation Center, Malley Senior Recreation Center and the Family Aquatic Center. Chairperson Bertoluzzi asked if the bond projects are considered capital projects. Hultberg stated that the projects are cons idered a separate bond project. Bertoluzzi asked if it could have been considered a capital project. Hultberg responded historically not. Bertoluzzi questioned how projects are placed in the budget. Hultberg explained that the one percent public art fund is based on the total Capital Projects Fund and that there are also the Public Improvement Fund and the Conservation Trust Fund budgets , which include Capital Project expenditures that do not contribute to the 1 % for arts . Bertoluzzi discussed the amount of money the public art fund would have received if the bond project had been considered a capital project. Due to Chairperson Bertoluzzi having to leave, the meeting was turned over to Vice Chairperson Tomasso . Wolosyn gave a brief update in regards to the Exploratory Committee. C o mmission members were briefed on the last Parks and Recreation Commission meeting. X. DIRECTOR'S AND COMMISSION MEMBERS' CHOICE Vice Chairperson Tomasso reported that he had attended the Olde Town Englewood 's Merchant meeting. Tomasso discussed two sidewalk sales that are being planned by the group, one on Saturday, June 8th to include a dance , and one on Saturday, August 24th to coincide with the Olde Tyme Fair. Recreation Manager Hultberg stated that plans for this year's fair are to involve Englewood businesses . Tomasso discussed a cultural preference for the June 8th Sidewalk Sale. Commission Member Moore reported that the Department of Parks and Recreation, in conjunction with the Museum of Outdoor Arts, would be having a juried art show, beginning in mid-February 2003. Commission Member Dulaney extended an invitation to the Commission to the Englewood Public Schools District Art Show at the Englewood Public Library , beginning Thursday, March 7th. • Youth Commission Member Burrage reported that the Englewood High School choir returned from • the All State Choir competition where they did well and had fun. Hultberg announced that the Department of Parks and Recreation would be hosting "The Art of Chinese Opera" on Sunday, February l 0 at Sinclair Middle School. Hultberg distributed • • complimentary tickets to the commission members. Commission members were told that a grant from SCFD was used to bring the performers to Englewood. Sel Hewitt discussed the Arapahoe Philharmonic's upcoming Valentine's Concert. Mr. Hewitt told the Commission that the Arapahoe Philharmonic is also researching the possibility of performing concerts at the CityCenter amphitheater this summer. City Council Liaison Wolosyn announced that she, City Council Member Grazulis and Commission Member Moore would be attending the Bishop Elementary After School program on Tuesday to make Mardi Gras masks with the children . Wolosyn told commission members that she is chairing a sub-committee on the Teenage Drinking Task Force through the Englewood Public Schools. Wolosyn reported that the subject of the arts has been discussed as a positive attribute. City Council Member Grazulis reported that there is a new Performing Arts Center in Silverthorne . and suggested a road trip to view the new facility. XI.
