CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of May 3, 2006 The regular monthly meeting of the City of Englewood Cultural Arts Commission was call ed to order at 5:46pm by Chairperson Bertoluzzi at the City Council Conference Room at the Civic Center. Present: Absent: Also Present: Eric Bertoluzzi, Chairperson Janet Moore , Vice Chairperson Heather Bartunek, Commission Member Kate Dulaney, Commission Member Donna Schnitzer, Commission Member Maggie Stewart, Commission Member Olga Wolosyn, City Council Liaison Amy Laugesen , Commission Member Mary Lynn Baird, Englewood Schools District Liaison Michael Keene, Alternate Member . Meredith Wortzel, MOA Representative Rodney Lon tine , Museum of Outdoor Arts, Chief Operating Officer Carolyn Armstrong (arrived at 5:5 lpm, left at 6 : lOpm) REVIEW OF AGENDA There were no changes to the agenda . APPROVAL OF MINUTES Chairperson Bertoluzzi asked if there were any changes and/or corrections to the minutes of April 5, 2006. MOA Representative Wortzel clarified that in regard to the August 5th art day, the performance was not a David Taylor performance but a Museum of Outdoor Arts sponsored event featuring David Taylor, Up Close and Musical and Design and Build. The minutes were approved as amended. IV. INTRODUCTION OF GUESTS v. Rodney Lontine with the Museum of Outdoor Arts was introduced. Director Black noted that Carolyn Armstrong, Parks and Recreation Commission Member, would be arriving shortly. NEW BUSINESS Waiting for the arrival of Carolyn Armstrong, Bertoluzzi asked Carol McGuigan, Special Events Program Administrator, to come into the meeting. Bertoluzzi asked McGuigan as to the David Taylor performance that was scheduled for May 12 , 2006. McGuigan stated that David Taylor had cancelled the performance. Bertoluzzi asked if it had been cancelled or postponed, and if it was one of the performances that he owed the City. McGuigan replied that she did not know. McGuigan explained that David Taylor has scheduled six performances for this year, two in the summer and four in the fall. Discussion followed in regard to the agreement with David Taylor and performances he owes the City in lieu of money he owes . Black told the Commission that he recalls this discussion with the Commission a year or so ago and would have staff research the minutes and bring the information back in the June. City Council Liaison Wolosyn noted that David Taylor was to meet with the Cultural Arts Commission two times per year, one of those being in the spring. Black stated that he would invite David Taylor to the June meeting. • • VI. VII. • With the arrival of Parks and Recreation Commission Member Carolyn Armstrong, Black introduced Ms. Armstrong to the Commission . Black discussed Armstrong's long history with Parks and Recreation . Black explained to the Commission that when the Parks and Recreation Commission was told that Hampden Hall was suggested as the name for the cultural space, the Board questioned as to the origin of Hampden A venue. Black explained that Ms. Armstrong took it upon herself to do some research. Black went on to explain that when Ms. Armstrong reported her findings to the Parks and Recreation Commission, he thought the Cultural Arts Commission would also be interested so he had invited her to tonight's meeting. Discussion was turned over to Ms. Armstrong. Armstrong reported that Hampden A venue had been named after Hampden Sydney College which had been named after John Hampden, an English patriot. Armstrong noted that Hampden Sydney College is the tenth oldest college in the United States. Discussion followed. Armstrong noted that although her findings seem to match up with dates, etc . she does not guarantee the information is all accurate. The Commission thanked Armstrong for taking the time to attend tonight's meeting and sharing the information. Armstrong left the meeting. Discussion turned to Meredith Wortzel and the "Forgotten Past" artwork, also known as Hammer and Nail, located off of Englewood Parkway in the walkway between Broadway and Acoma. A photo of the artwork was distributed to commission members. Wortzel told the Commission that the piece was designed by the Center for Discovery Leaming for the 2001 Design and Build program but following the program, was never dismantled. Wortzel went on to say that MOA would like to donate it to the City of Englewood. Discussion followed in regard to the area being part of EURA (Englewood Urban Renewal Authority) and plans for redevelopment of the area. Black noted that the parks department maintains the walkway and bench in the area . Wolosyn asked why MOA wants to give it to the City. Wortzel replied that the request came from Cynthia Madden. Wolosyn asked commission members to go by and take a look at the artwork so it could be discussed further at the next Commission meeting. Bertoluzzi suggested contacting the Center for Discovery Leaming to see if they are interested in the piece. Rodney Lontine, Chief Operating Officer for the Museum of Outdoor Arts, stated that per the Design and Build contract, if the artwork is not removed, it is reverted back to the Museum of Outdoor Arts. OLD BUSINESS Discussion followed regarding recent and upcoming concerts at Hampden Hall and favorable comments from participants and visitors. Commission Member Schnitzer reported that she had heard from a Juried Art Show attendee that it was difficult to view the artwork appropriately with all of the chairs. Discussion followed. Bertoluzzi complimented Carol McGuigan on her assistance. Moore reported that the Juried Art Show's will close on Saturday, May 61 \ reporting that finding volunteers to gallery sit and access into the room were the biggest issues. Discussion followed. COMMITTEE REPORTS Commission Member Schnitzer gave an update on the Art Shuttle Committee, informing commission members on tentative plans for the art day on August 51h. Wortzel told the Commission that they have been asked to decide on a theme for the art day and gave the suggestion of "Artabout". Commission members agreed with the name for the theme . Commission members were informed that if they or someone they know are interested in showing on the art day, to please notify Wortzel. Discussion followed. In regard to funding for the event, Wolosyn stated that it was her suggestion that it be split between the Cultural Arts Commission and Community Development since Community Development oversees the art shuttle program. The Board agreed with Wolosyn's suggestion . Black informed the Commission that with the purchase of the sunflowers from art shuttle program, five percent will be allocated for the maintenance of them. Black explained that there is concern that department staff is not experienced in maintaining artwork and that they could be damaged. Black • • reported that he was wondering if the Museum of Outdoor Arts would be open for discussion in regard to contracting with them to maintain the flowers. Lontine, Chief Operating Officer for the Museum of Outdoor Arts, stated that it could be discussed. Wortzel told Black that the artist lives in the area and suggested contracting with him to do yearly maintenance and repairs when necessary. Black would follow-up with the Commission at the June meeting . Bertoluzzi reported that Englewood Arts is looking for a replacement for the violin instructor in addition to the Coordinator for the Strings Attached program . Discussion followed regarding upcoming events. Moore gave an update on the April Parks and Recreation Commission meeting. VIII. UPCOMING EVENTS There were no further announcements for upcoming events . IX. DIRECTOR'S CHOICE Black informed the Commission that Recreation Manager Hultberg has been working with Nancy Fenton in Community Development in regard to the purchase of the sunflowers from the art shuttle program . Black explained that the Cultural Arts Commission approved the purchase of three sunflowers for $7 ,500 but that the artist was selling all four for $10,000 . Black went on to explain that with a portion of the purchase going back into the public art fund, the total sale for the four sunflowers ended up being $7,500. Commission members were told that Community Development has given its okay for the sunflowers to stay in their existing location until a location is determined for them through the parks master plan. COMMISSION MEMBERS' CHOICE Commission Member Dulaney announced the Maddox Elementary Arts Alive Week starting May 15th with an Up Close and Musical performance including fifth grades on Tuesday, May 16th at 6:30pm. Wortzel announced the opening ofMOA's Politics of Power: Art and Images of the China Revolution with the opening reception on May 161h from 5-8pm. Bertoluzzi turned discussion over to signage for the Civic Center building; stating that there needs to be additional signage identifying what is located inside of the building. Lon tine reported that MOA has made requests many times to City Council for permanent signage. Lontine discussed the banners the Museum hangs from the Civic Center building to advertise upcoming events. Discussion followed in regard to having Hampden Hall added to the curved sign along Hamdpen A venue in addition to signage on the first floor of the Civic Center building directing people upstairs to Hampden Hall and MOA. Commission Member Stewart suggested the Cultural Arts Commission donate a sign. Lontine noted that the Englewood Public Library and MOA has always wanted to have signage in front of the building and suggested if the cultural arts commission works with them to come up with information and a plan to present to the City Manager's Office . Black told the Commission that he would research who they need to talk to and would follow-up with Lontine. XI. ADJOURNMENT The meeting was adjourned at 7:08pm. /cQL/JJJA~lk .
