CULTURAL ARTS COMMISSION
Minutes of August 6, 2003
The regular monthly meeting of the C ity of Englewood Cultural Arts Commission was called to order at
5:45pm by Chairperson Bertoluzzi at the City Council Conference Room at the Civic Center building.

II. REVIEW OF AGENDA
There were no changes to the age nda .
• III. AP PROV AL OF MINUTES

Chairperson Bertoluzzi asked if there were any changes or additions to the minutes of July
2, 2003. There were none. The minutes were approved as presented.
IV. INTRODUCTION OF GUESTS
There were no guests .
V. NEW BUSINESS
Director Black distributed information regarding sponsorships , grants and volunteer savings for the
Department of Parks and Recreation for 2002 ; showing a savings of almost $225 ,000 . Black credited
parks and recreation staff and explained that if it were not for the cost savings , there would have been
additional budget reductions.
Black then distributed a memorandum on proposed budget reductions for 2004, noting reductions for all
City departments . Black explained that the information has been provided to City Council as part of the
budget process but that it is not final and will be discussed further at the budget workshop in August.
Black spoke in regard to means of additional revenue for 2004 including an increase in recreation fees,
expected re venue from Pirate s Co ve and the closure of Sinclair Pool. Black reviewed the list of
proposed budget reductions for parks and recreation , including the elimination of one full-time and two
three-quarter part-tim e recreation program administrator positions , two full-time park maintenance
positions (currentl y vacant), two seasonal park maintenance positions and the reduction of one full-time
Department Assistant to part-time . Additional cuts include the reducing Summer Concert Series in
order to keep some KidStage performances, elimination of elementary and middle school classes and
events, and freezing the salary schedule of all temporary and seasonal employees. Black noted that the
flowerbed and forestry program would still be discontinued for 2004. Black informed the Commission
that Public Works has eliminated daytime maintenance at the Englewood Recreation Center and Malley •
Senior Recreation Center, which will now be done at night.
Black explained that the proposed cuts are based on keeping core programs in place without reducing
revenue and impacting customer service.
Discussion followed.
Recreation Manager Hultberg moved discussion to the Olde Tyme Fair that is scheduled for Saturday,
August 23rd. Hultberg passed out a flyer for the Fair in addition to information on an Arapahoe
Philharmonic concert on August 9th. Hultberg explained that the Fair has been moved to one day due to
budget constraints. Commission Member Moore noted that ECACA would be having a booth at the
Fair for children to make gryphons.
VI. OLD BUSINESS
Discussion began on the National Arts for Education Associatio n . Commission Member Schnitzer
stated that she had s poken to Kris Fritzsche with the Museum of Outdoor Arts who said that MOA has
already scheduled through NAEA. Discussion followed regarding coordinating the event, publicity, etc.
The decision was made to form a subcommittee was with City Council Liaison Wolosyn and
Commission Members Moore, Freeland and Schnitzer.
VII. COMMITTEE REPORTS
City Council Liaison Wolosyn announced that the John Henry piece would not be available for the •
placement at the round-a-bout due to Mr. Henry wanting to be indemnified. Wolosyn spoke in regard to
a piece of art by Robert Mangold located at Hudson Gardens that is available for placement at the
round-a-bout. Commission members discussed the piece. Wolosyn noted that the piece would be
installed when the time is appropriate.
Commission Member Moore announced the 2nd Annual Englewood Arts Nationa l Juried Art Show and
distributed information/entry form.
Moore gave an update on the July Parks and Recreation Commission meeting.
VIII. DIRECTOR'S AND COMMISSION MEMBERS' CHOICE
Director Black had no items for Director's Choice.
Chairperson Bertoluzzi spoke in regard to a recent performance by David Taylor Dance Theater and the
Museum of Outdoor Arts.
City Council Liaison Wolosyn discussed recent National Nite Out neighborhood meetings she had
attended and compliments she had received in regard to the Englewood Recreation Center and events at
the Piazza.
Wolosyn told commission members that LeighAnn Hoffhines will be at the September commission •
meeting to discuss the 2004 Student Art Calendar.

In regard to the Occupational Privilege Tax, Wolosyn told the Commission that if the tax is placed on
the ballot, more than likely it will be in the range of $2.00 to $2.50, bringing in around $1.2 to $1.5
million per year. Wolosyn spoke in regard to her feelings of the tax .
Commission members were told that due to budget constraints, there would not be a City Employee
Picnic.
City Council Member Grazulis spoke in regard to the Student Art Calendar and making sure all schools
are represented. Grazulis added her comments to Wolosyn's in regard to the National Nite Out
neighborhood meetings . Grazulis said that she had also received compliments in regards to the
Englewood Recreation Center and that she had to explain the recent recreation projects were funded by
a bond issue and not through the general fund .
Grazulis spoke in regard to her feelings of the Occupational Privilege Tax.
