CALL TO ORDER City of Englewood CULTURAL ARTS COMMISSION Minutes of February 5, 2003 The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at 5:46pm by Vice Chairperson Tomasso at the City Council Conference Room at the Civic Center building. Present: Absent: Also Present: Kate Dulaney, Commission Member (arrived at 5:55pm) Darrell Freeland, Commission Member Donna Schnitzer, Commission Member Maggie Stewart, Commission Member (arrived 5:51pm) Ray Tomasso, Vice Chairperson Olga Wolosyn, City Council Liaison Jerrell Black, ex officio Eric Bertoluzzi, Chairperson Janet Moore, Commission Member Mary Lynn Baird, Englewood School District Liaison Gary Hultberg, Recreation Manager Debra Howard, Public Art Committee Member REVIEW OF AGENDA There were no changes to the agenda. III. APPROVAL OF MINUTES • IV. Vice Chairperson Tomasso asked if there were any changes or corrections to the minutes of December 4, 2002, December 11, 2002 and January 8, 2003. There were none. The minutes were approved as presented. In regards to the 2002 Attendance Report, Tomasso stated that attendance was incorrect for newly appointed Commission Members Freeland, Schnitzer and Stewart. The report showed the three individuals were members for all of 2002; where as, they did not come onto the Board until August. The report would be corrected as follows: Commission Member Freeland Commission Member Schnitzer Commission Member Stewart attended 4 of 6 meetings attended 6 of 6 meetings attended 4 of 6 meetings In regard to previous discussions on the possibility of the City purchasing the John Henry artwork for the round-a-bout, City Council Liaison Wolosyn noted that Chairperson Bertoluzzi requested clarification that the piece did not need to be purchased through the Museum of Outdoor Arts •. INTRODUCTION OF GUESTS AND NEW MEMBERS Debra Howard, Public Art Committee member, was present to speak in regard to the artwork that is being considered for the round-a-bout. V. NEW BUSINESS Due to the absence of Chairperson Bertoluzzi, Election of Officers would be postponed until the • March meeting. Director Black informed the commission members that City Council approved the Board's recommended changes to the Ordinance. There were no items for upcoming events. VI. OLD BUSINESS There were no items for Old Business. VII. COMMITTEE REPORTS Discussion moved on to the Public Art Committee and the John Henry artwork being considered for the round-a-bout. City Council Liaison Wolosyn reviewed the discussions from the Public Art Committee meetings and the December 11th Special Meeting. Wolosyn reported that although the Public Art Committee did not object to the piece, they did not unanimously support the purchase of the artwork for the round-a-bout. Debra Howard, Public Art Committee Member, spoke in regard to her concerns for the John Henry piece. Ms. Howard stated reasons for not supporting the purchase of the artwork, including the site not being the best location for the piece; although, Ms. Howard said that she could see the piece at the site with the proper landscaping. Ms. Howard reported that the City should wait on making such a purchase, saving their money until a more suitable piece for the location came along. Ms. Howard also A commented that due to the slow economy, this is a crucial time and money should be spent wisely . W Wolosyn thanked Ms. Howard for her comments . Wolosyn stated that there is approximately $50,000 available in the Public Art Fund for the purchase of public art. Wolosyn also spoke of future projects that the money could be used for including artwork for the new Family Aquatics Center. Discussion followed regarding guidelines to be followed if the piece was selected for the round-a-bout including approval by Public Works and Traffic. Wolosyn spoke in regard to the support from Community Development for the project. Black noted that a key issue would be a pedestal for the piece of art; which would also need to be funded through the Public Art fund. Discussion followed regarding maintenance costs. Wolosyn stated that it would be an estimated cost of $3,000 every three to five years. Commission discussed the offer by MOA to maintain the piece. Commission Member Stewart spoke in regard to other opportunities to access artwork for the round-a- bout including the Museum of Outdoor Art's Design and Build project and opening it up to community artists. Discussion followed. A motion was made by Commission Member Schnitzer to take a vote on the John Henry artwork for the round-a-bout. The motion was seconded by Commission Member Stewart. A motion was on the floor to proceed with the purchase of the John Henry artwork and to conform to the guidelines for placement of it. Ayes: Nays: Abstain: Commission Members Freeland, Dulaney and Schnitzer Commission Member Stewart Vice Chairperson Tomasso Motion carried. • • • Discussion moved on to General Iron Works. Vice Chairperson Tomasso announced that the General Iron Works Photo Project, "Meet the Artists" would be Thursday, February 20th from 7-9pm. The event is co-sponsored by the Englewood Historical Society. City Council Liaison Wolosyn gave an update on the Exploratory Committee. Wolosyn spoke in regard to Chicken Lips and discussions she has had concerning interest they may have in partnering with the Englewood Cultural Arts Center Association for a Cultural/Performing Arts Center. Wolosyn commented that she would initiate discussion with them to see what they are willing to give. Wolosyn noted that there is $425,000 in the cultural land bank. Director Black briefed commission members on the Parks and Recreation Commission. Black reported that the bond projects are moving forward. In regard to the Family Aquatic Center, Black explained that the Youth Council, through the Englewood School District, would be heading up a contest to name the Aquatic Center. Black discussed the implications of the drought on the Golf Course and parks. VIII. DIRECTOR'S AND COMMISSION MEMBERS' CHOICE Director Black distributed an e-mail that he had received from a design and consulting firm to assist in a cultural/performing arts center. Commission Member Schnitzer asked in regard to the unfinished cultural space at the Civic Center building. Black stated that City Council approved for the Museum of Outdoor Arts to research options to complete the space. It was also noted that the Museum of Outdoor Arts has applied for a couple of grants to assist in completing the space. Flyers for upcoming special events were distributed to commission members.
