I. CALL TO ORDER
City of Englewood
CULTURAL ARTS COMMISSION
Minutes of March 5, 2003
The regular monthly meeting of the City of Englewood Cultural Arts Commission was called to order at
5:46pm by Chairperson Bertoluzzi at the City Council Conference Room at the Civic Center building.

There were no changes to the agenda.
APPROVAL OF MINUTES
Chairperson Bertoluzzi asked ifthere were any changes or additions to the minutes of February 5, 2003.
In regard to comments made by Debra Howard, Public Art Committee member, City
Council Liaison Wolosyn said that she recalls Ms. Howard saying that she could see the art
piece at the round-a-bout with the proper landscaping. Wolosyn asked that her comment
be included in the minutes. There were no other changes or additions to the minutes. The
minutes were approved as amended.
IV. INTRODUCTION OF GUESTS

Chairperson Bertoluzzi introduced Kris Fritzsche, Education Coordinator for the Museum of Outdoor
Arts. Bertoluzzi told the Commission that Mr. Fritzsche has asked that he begin attending the Cultural
Arts Commission meetings .
NEW BUSINESS
Discussion was turned over to Mr. Fritzsche . Mr. Fritzsche thanked the Commission. Flyers and
brochures for the Museum of Outdoor Arts were distributed to the board members along with the
Museum's 2003 Goals and Objectives . Mr. Fritzsche informed the Commission that in 2004, Denver
would be hosting the National Art Education Association (NAEA) Convention, April 16-20th.
Commission members were told of the opportunity for Englewood to shine as a community that
supports the arts and also of the opportunity to collaborate a project for the event with the Museum of
Outdoor Arts. Mr. Fritzsche stated that the Design and Build Project would be going on during that time
and that the Museum will be offering a workshop pertaining to the project. Discussion followed
regarding opportunities. City Council Liaison asked in regard to a timeline. Mr. Fritzsche stated that
the application would need to be postmarked by June 30, 2003. Wolosyn suggested that the board
members bring their ideas to the April meeting. Mr. Fritzsche stated that he would be attending the
Colorado Art Education Association meeting on Saturday and would be able to provide more •
information at the April meeting. Mr. Fritzsche again thanked the Commission for their time and told
them that he is always available if they wanted to call or stop by. Mr. Fritzsche added that the Museum
of Outdoor Arts is continually looking for opportunities to work with the City and Schools.
Discussion moved to Election of Officers. Commission members were told that terms have expired for
Chair and Vice Chair.
Director Black entertained a motion for nominations for Chairperson of the Cultural Arts
Commission. Commission Member Moore nominated Eric Bertoluzzi as Chairperson for
the Cultural Arts Commission. There were no other nominations. Black closed
nominations. Bertoluzzi accepted the nomination.
Chairperson Bertoluzzi opened the floor for nominations for Vice Chairperson of the
Cultural Arts Commission. Commission Member Moore nominated Ray Tomasso for
Vice Chairperson of the Cultural Arts Commission. There were no other nominations.
Bertoluzzi closed nominations. Tomasso accepted the nomination.
Director Black told the Commission that City Council approved the Commission's recommended
changes to the ordinance regarding terms limits and consecutive terms held by Officers. Black stated
that he was pleased to see City Council accept the recommended changes and spoke of how the changes
would benefit the Board.
Chairperson Bertoluzzi asked how much money had been carried over for studies. Black stated that he e
would check on the figure but thought that it was approximately $28,000.
Discussion moved to the recent Juried Art Show. Commission Member Moore stated that the event was
successful with eighty-six artists representing twenty states. Although sales were low, Moore reported
that the show was more of an opportunity for artists to get exposure. Bertoluzzi discussed the
collaboration that went into the event.
Commission members discussed other performances including the recent Chinese Heritage show and the
upcoming Young Symphonia and Back to Bach concerts. Vice Chairperson Tomasso spoke of the
General Iron Works Photo Project, "Meet the Artists". Tomasso stated that the event was enjoyable
with lots of communication. Bertoluzzi commented that the photographs provided a different
experience to the General Iron Works employees.
VI. OLD BUSINESS
City Council Liaison Wolosyn discussed a recent community development meeting regarding
collaboration with Chicken Lips for a performing arts center. Wolosyn stated that the meeting was
circumspect but that Mr. Wells could see collaboration on a broad scale. Wolosyn noted that there has
been no discussion in regard to funding.
VII. COMMITTEE REPORTS
Wolosyn continued, giving an update on the artwork selected for the round-a-bout. Wolosyn reported a •
meeting was held with City staff and her to discuss issues surrounding the piece at the round-a-bout.
Wolosyn reported that one concern was placement of the piece so as to not to get a glare from the sun

off of the metal for drivers. A decision will be made in regard to if a pedestal is neqessary. Bertoluzzi
asked if negotiations have commenced in regard to the contract. Director Black exJilained that the first
process is determining if the piece will fit and resolving all issues before proceeding with purchasing the
piece.
Discussion moved to the Exploratory Committee. Wolosyn stated that the ECACA Board has
determined that the Englewood Cultural Arts Center Association name is too lengthy so has decided to
start using Englewood Arts for public relations while still keeping the long name for business purposes.
Wolosyn discussed using programs as a means of public relations to lay the groundwork for a
culturaVperforming arts center. Chairperson Bertoluzzi commented on how wonderful it has been to
have the Civic Center for performances but how it also shows the need for a performing arts center.
Commission Member Moore gave an update on the Parks and Recreation Commission. Moore reported
that a presentation had been made in regard to the Family Aquatic Center. Director Black responded
that plans for the aquatic facility include an art piece; noting that Recreation Manager Hultberg is
planning a presentation to the Board in regard to using a portion of the one percent art fund for the
piece. Black continued, explaining that staff, along with the Englewood Youth Council, is working with
the Englewood Schools to name the facility. Black stated that the contest would include all Englewood
public schools in addition to the two parochial schools where students can submit their idea for a name
for the facility . Entries would be narrowed down to six or eight where the winner would be announced
at the Englewood Jubilee II celebration.
VIII. DIRECTOR'S AND COMMISSION MEMBERS' CHOICE
Vice Chairperson Tomasso discussed recognizing LeighAnn Hoffhines for her work on the calendar.
Commission members were asked to think of ideas to be discussed at the April meeting.
Commission Member Dulaney announced the Englewood School District Art Show going on March 7-
31, 2003.
Mr. Fritzsche spoke of ways the Museum of Outdoor Arts is collaborating with the City of Englewood
for the Jubilee Celebration. Fritzsche also discussed discounts on MOA classes for Englewood
residents.
Commission Member Moore discussed recent articles regarding the Juried Art Show.
Director Black asked Mr. Fritzsche on the status of the cultural space. Mr. Fritzsche replied that the
Museum is in the process of acquiring funding for completion of the space.
City Council Liaison Wolosyn announced that the City of Englewood received the Colorado Business in
the Arts Community Leadership Award. Wolosyn also noted that Jim Copenhaver received the
Individual Leadership Award.
