HomeMy WebLinkAbout1986-11-13 PRC MINUTES• • Englewood Parks and Recreation Commission Minutes of November 13, 1986 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:32 p.m. by Chairman Poole at the Englewood Municipal Golf Course Clubhou s e. Members present: Bradshaw, Dounay, Gomes, Higday, Neyer, Pillow, Poole, Schroeder, Weber, Kuhn, ex officio Members absent: None Also present: Doug Foe, Assistant Dir. of Parks & Rec. Jim Kavinsky, Parks Superintendent Chairman Poole asked if there were any additions or corrections to the minutes of October 9, 1986. Following some discussion with regard to non-resident golf fees as listed on page 1 of the minutes, a motion was made and seconded that the minutes be approved as presented. The motion passed. 110 Concerning the player card system for adult sports programs , Assistant Director Foe reported that resident volleyball league players would pay a $2.00 fee each season. However, they would turn in only one player card for the year, if they play each season. Commissioner Bradshaw voiced some concerns with regard to the volleyball league referee personnel. Foe stated he would check into the situation. Director Kuhn reported that City Council approved Commission's recommendation to increase the golf course annual fees, and Commission's recommendation for corporate, annual individual and family passes to the Englewood Recreation Center. • The recreation center passes will be available December 1. Foe -1 - • • • stated that literature will be circulated to promote the availability of the new passes . Director Kuhn reported that application for matching funds will be made to the Land and Water Conservation Trust Fund for various upcoming projects in the Parks and Recreation Department, including land acquisition west of Cushing Park, a nature center for Englewood, paving and landscaping of Centennial Park parking lot, and landscaping the north shoreline at Centennial Park. Kuhn stated that grants are available through the State Trails Fund and he will apply for funds for the river trail section along the east edge of Centennial Park. Commissioner Pillow entered the meeting at 6:35 p.m. Director Kuhn reported that the recreation staff conducted a program fee survey with six area recreation departments. The results of the survey indicate that Englewood recreation fees for most programs are lower than the average. Kuhn stated that the recommended fee increases for Englewood have been based on community economics and the resolution from City Council for maintaining a competitive fee schedule. Kuhn stated that City Manager Mccown has advised that the recommended fee increases would not need to be approved by City Council as long as the guidelines of the resolution were being followed and the Parks and Recreation Commission approved the increases. There was some discussion regarding staff's recommendation that senior discount fees be discontinued and that seniors pay the regular adult fees. Assistant Director Foe stated that the elimination of senior discounts is currently the national trend. Commissioner Bradshaw stated that she reviewed a Denver Regional Council of Governments survey which reported that seniors are - 2 - financially able to pay regular prices. Director Kuhn stated that, at the NRPA Congress in California in October, it was • stated that all research studies have indicated that there is no justification for lower senior fees, although the practice is common in most departments across the U.S. Commissioner Weber left the meeting at 7:00 p.m. Discussion ensued regarding various recreation program fees increases, the possible economic effect fee increases might have on the public, program quality, etc. Commissioner Schroeder made a motion, seconded by Commissioner Bradsahw, to approve staff's recommended recreation program fee increases. The motion passed. Commissioner Bradshaw expressed concern that a field rental fee increase might have a negative financial effect on the youth Englewood Soccer Association. The Commission agreed that a letter should be sent to the Association to notify and explain • the purpose of the rental fee increases. • Park Superintendent Kavinsky reported that all immediate hazards in existing playground equipment have been taken care of and new equipment in the amount of $48,000 has been ordered. He stated a new space net is presently being installed at the Belleview Park playground. Aluminum planking for shelter house tables has been ordered which will help to eliminate some of the wear and vandalism to the tables. Director Kuhn stated that is has been the practice of the Commission in years past to bypass a December Commission meeting and asked the Commission if this meets with their approval. The Commission agreed that unless a special need arises, there will be no meeting of the Parks and Recreation Commission in December . - 3 - • • • There was some discussion concerning City board and commission members being invited to the city Christmas party . Commissioner Higday stated he would inform Director Kuhn, who would in turn inform the Commission, of the City Manager's decision. With regard to park shelter fees, Director Kuhn reported that approximately $10,000 in revenue was taken in in 1986. There was some discussion concerning an increase in fees for 1987. Commissioner Gomes made a motion, seconded by Commissioner Bradshaw, to increase park shelter fees for 1987 from $25 to $30 for a five hour period. The motion passed. There was some discussion concerning gifts of free golf and recreation passes with regard to members of other boards and commissions. Commissioner Bradshaw suggested that a nomination form be created to facilitate in selecting appropriate receivers of the free gifts. Commissioner Schroeder left the meeting at 7:45 p.m. Commissioner Bradshaw asked if the Parks and Recreation Commission is supportive of continuing the process of constructing the Platte River trail from the Englewood city limits south to Chatfield even though the trail is complete through Englewood. The Commission agreed that the project is worthwhile not only for the residents of Englewood but for all metro area residents. The meeting was adjourned at 7:50 p.m .
