Menber s present: Oounay, Gones, Higday, Kubilus, Heyer, Pillow, Poole, Kuhn, ex officio (acting) Men~ers absent: Bradshaw, Schroeder Alsu present: Doug foe , Assistant Director of Parks and Rec. Jin Martinez, Recreation Intern Chairnan Poole asked if there were any additions or corrections to the ninu tes of May 8, 1986. T her·e wer-e none. fi notion was nade and seco nded that the ninutes be approved as presented. The notion pa ssed. Chairnan Poole welconed Austin Gones lo the Connission. Gones wa s appointed by City Co un cil to the Connission to replace Perkie Allen, whose tern expired in Febr uary , 1986. Assistant Director foe introduced Jin Martinez lo the Connission. Jin is serving as an inlern in the Parks and Recreation Oepartnent for the sunner. Assistant Director foe rep orted that, per a notion fron the Parks and Recreatiu11 Connission asking City Council whether or not to pursue individual, fanily and cor-por-ate passes fur the r ·ecreation center-, City Council requested staff to explore the feasibility of corporate passes only. fue stated that staff has checked with several ar·ea recr-eation distr-icts to gather infor nation in an effort to dett:~r ·ni11e an activity fee schedule for Englewood area corporations. foe staled -1 - • • • tha l cen Ler-use. al the pr-esent tiMe. has not slacked off as was expected for this tine of year. but felt that a corporate pa ss policy • i11 th e event of a slack period at the center. has the potential to bring in nore center users during the slower tines of the day. foe slated that staff reconnendations will be prepared for the next n eeting. With regard to renaning Clarkson Park in honor of Rex Richards. tl 1e Co nn ission discussed sone applicable excerpts fron 1958 Council Minutes. which were included in the Connission's packets. Acting Director Kuhn stated that he discussed the purchase of the Clarkson Park land with Dorothy Ronans. Assistant Director of Planning. and learned that the Water Departnenl purchased the land originally. and the funds collected ($795) by the neighbors of Clarkson Park were applied to the developnent of the site. which included a sprinkling systen and grass. Actual de velopnen t cost was approxinately $1 .sao. however·. the Cou11cil Minutes fron 1958 indicated that the land was accepted as a drainage area and not as a park. After disc u ssion. Connissioner Higday nade a not ion. seconded by Connissioner Gones. that staff write a letter to Patricia Gressett and explain to her that the land is a drainage area and not park land. and therefore it cannot be renaned in honor of her father. Rex Richards. The notion passed. Acting OirectoF Kuhn reviewed personnel cuts fFon the Parks and Recreation OepartMent as a result of 1986 budget cuts requested by City Manager McCown. Kuhn stated lhat the seasonal labor force in lite Parks Division was reduced by 50%~ resulting in an expenditure reduction of $42.836. He stated that with the vacant park supeFui~or position. the Parks Division has been reorganized tu More effectively Make use of the available labor-force and equipnent whereat. in Lhe - z • • • past. the Parks Division was divided into a north district and a south district and worked as two separate districts with duplicate work forces. Kuhn t-eported that in an effor-t to cut expenses. the Parks Division experiMented with soMe turf growth retardent in several areas dnd found that it caused soMe undesirable side effects to the appearance of the turf. The prograM will be discontinued except along fence lines and around trees where triMMing is involved. Discussion ensued regarding budget cuts and the effects on other de par tM en ts . Kuhn stated that budget cuts for the Parks and Recreation OepartMent. including teduction of the seasonal work force, the vacancies of the parks supervisor and the city forester positions. total $95,853 . CoMMissioner Higday stated that Council has indicated lhat. in the event that the parks work force is not able to keep the parks up lo star1dards, consideration will be given to the possibility of hir-ing addi lional seasonal help. Assistant Oireclol' foe l'·epurted that the School District requested that the Parks and Recreation OepartMent vacate lhe Maddox EleMentary School rooM that was being occupied for the nature center. He stated that the school has use for that rooM in the fall. Acting Oirector Kuhn reported that, due to increasing nuMbers of citizen requests to rent Miller field, the recreation staff felt that perhaps a rental schedule could be worked out to accOMModate soMe of these requests. Assistant Director foe stated that because of the heavy use of the field by the Parks and Recreation DepartMent prograMs , there Most likely will not be Many rental reservations. After s oMe discussion, CoMMissioner GoMes Made a Motion. seconded by CoMMissioner Higday, to recoMMend to City Council that they approve staff's recOMMendation to rent Miller field, one field at a tiMe in order to leave a portion of the field for public use. to indiuiduals for a fee uf $10 per hour. The Motion passed. Acting Oirector Kuhn asked the CoMMission whether or not they wish to dispense with the July CoMMission Meeting as has been the practice in past years. CoMMissioner Higday explained to the new CoMMission MeMber-s that in lieu of the July CoMMission Meeting, the CoMMission is invited to attend a pot luck supper with the Malley Senior Center Advisory CoMMittee. CoMMissioner Higday Made a Motion , seconded by CoMMissioner Kubilus. to dispense with the July CoMMission Meeting unless business of a serious nature needs to be presented for the CoMMission's consideration. The Motion passed . Acting Director Kuhn reported that Mr s . Leonard Carroll and friends donated funds to the Parks and Recreation Trust fund and requested that a tree be purchased for the golf course. Kuhn stated that funds can only be disbursed froM the tru s t fund through a Mo tio n of the Parks and Recreation CoMMission. CoMMissioner GoMes Made a Motion , seconded by CoMMissioner Higday, to use $127 donated by Mrs. - 5 - • • • Leonard Carroll and friends to the Parks and Recreation Trust fund for the purchase of an Evergreen tree to be planted in the front nine of the Englewood Golf Course. The Motion passed. Under CoMMissioner~s choice 7 CoMMissioner Higday discussed CoMMissioner Schroeder's terM on the Parks and Recreation CoMMission. He stated that a new ordinance adopted by City Council which changed the Make-up of the CoMMission has caused soMe confusion as to the expiration date of Schroeder's terM. CoMMissioner Bradshaw addressed a letter to the School Board defining the length of his terM on the CoMMission~ which will expire May 1 7 1987. Higday stated that since a letter of resignation has not been received froM Schroeder 7 the Minutes should reflect that he has been absent froM CoMMission Meetings in February~ March 7 April 7 May and June 7 1986. CoMMissioner Higday suggested that ChairMan Poole call Schroeder to let hiM know that he is in fact a current MeMber of the CoMMission. CoMMissioner Heyer asked for a progress report on the range ball shed which is planned for construction on the golf course. Acting Director Kuhn stated that it was necessary to run soil tests in the vicinity of the planned site for the shed because of the landfill situation in the area. The tests will help to deterMine what foundation would be Most appropriate for that type of situation. stated it is hoped that construction can begin in a week with coMpletion within one Month. CoMMissioner Heyer questioned the current class registration Kuhn confirMation procedures for Mail-in registrations. He stated tha t the current procedure offers no confirMation unless a self-addr·essed staMped envelope is included with each Mail-in registration 7 or the individual calls the recreation center.
