Englewood Parks and Recreation Commission
Minutes of April 9, 1987
The regular monthly meeting of the Englewood Parks and Recreation Commis-
sion was called to order at 5:30 p.m. by Chairman Poole at the Englewood
Municipal Golf Course Clubhouse.
Members present: Bradshaw, Dounay, Gomes, Higday, Neyer, Pillow, Poole,
Schroeder, Weber, Kuhn, ex officio
Members absent: None
Also present: Doug Foe, Recreation Superintendent
Jim Kavinsky, Parks Superintendent
Chairman Poole asked if there were any additions or corrections to the
minutes of March 12, 1987. There were none. A motion was made and seconded
that the minutes be approved as presented. The motion passed.
Recreation Supt. Foe reported that the replacement of the multi-purpose
room flooring at the recreation center was completed last week. He stated
that a tile floor covering was used to replace the original linoleum flooring .
The linoleum flooring had been damaged by moisture under the flooring.
Commissioner Higday entered the meeting at 5:34 p.m.
Foe stated that the City will go into litigation with the general con-
tractor of the recreation center, R. D. Andersen, for the poor workmanship
done in the construction of the racquetball courts. Foe stated that plans are
being made for r epairs to be made in June when use of the courts will be least
effected.
Director Kuhn reported that 50 ft. of land North of the recreation center
has been added to the Recreation Center site with the City's agreement to pave
the remaining land for Meadow Gold north to Nassau Ave. He stated that the
land will provide future additional parking, a landscaped buffer and two sand-
lot volleyball courts. Kuhn stated that construction should be completed by
Fall, 1987.
Director Kuhn discussed possibilities for charging day care centers and
other sim i lar organizations for park usage. Kuhn stated that bus loads of day
care children are brought to Englewood parks during summer months. Kuhn has
asked Park Sup t . Kavinsky to do a survey of other park districts to establish
some guidelines for determining a fee schedule that would be feasible for both
the City and day care cent ers. Kuhn stated that it would be necessary to have
a means for policing the parks to insure that the permit system is being fol -
lowed. Kuhn stated that the results of the survey as well as staff's recom-
mendations will be presented at the next Commission meeting .

• Parks Supt. Kavinsky reported that the new playground modules which were
ordered last Fall are now being installed in Centennial and Cushing Parks, and
the new space nets were installed last Fall at Belleview Park. Kavinsky
stated that when the playground equipment at Romans Park was installed, the
pieces were placed too close together for safety, and therefore some of that
equipment will be relocated in other parks this season. Kavinsky stated that
free-standing barbeques are being added to the remaining shelter houses so
that all shelters will now have the free-standing barbeques. ·
Kavinsky stated that 25 ft. trees from the Broadway/285 Interchange will
be moved to Jason Park next week to replace the diseased Box elder trees that
were recently removed.
Parks Supt. Kavinsky reported that capital improvements scheduled for
1987 in park areas include:
1. Belleview Park tennis courts lighting and resurfacing with work to be
completed in the Fall, 1987.
2. Renovation of the Belleview Park ballfield, scheduled for the Fall.
3. Overlay of asphalt paths on the Northwest Greenbelt, scheduled for late
Spring.
4. Irrigation controller upgrade, 31 units to be phased in to the parks sys-
tem in 1987.
• 5. Northwest irrigation upgrade.

6. Purchase of mowing equipment for City Hall and Downtown locations.
Director Kuhn reported that he discussed with Golf Pro John Hatcher the
possibilities of establishing a time limit on the golf course. It was decided
that a note will be attached to each score card to encourage the golfers to
complete their rounds within 4 hr. 30 min.
Director Kuhn reported that Duncan Park, which was the chosen site for a
peace grove, had been rejected by the School/City Committee. The park is lo -
cated on school property and, in the event the School District sells the land,
school officials did not want the responsibility of having to relocate the
peace grove. The Northeast corner of Jason Park has subsequently been chosen
for the site. Parks Supt. Kavinsky stated that t he grove will not interfere
with the open space in the park.
Commissioners Higday and Bradshaw left the meeting at 6:40 p.m .
Commissioners Weber and Pillow entered the meeting at 6:55 p.m.
Commissioner Dounay reported that the School/City Committee rejected the
idea of honoring Englewood athletes with pictures at the recreation center .
Dounay stated that she spoke to the School Board about the idea and they
stated they would like youth Commissioners Weber and Pillow to personally
present this idea at the School Board meeting. Dounay stated that in order to
present a clear picture of an idea to the School/City Committee, it should be
presented by someone who was present for the initial discussion . Director

Kuhn stated that several questions should be addressed concerning this idea,
i.e., who is going to keep the display current, who will take pictures, who
will take . care of expenses, etc. Discussion ensued. Director Kuhn suggested
that Commissioner Weber get further information on these questions from the
school Student Council and discuss it further at the next Commission meeting.
Director Kuhn thanked Commissioners Dounay and Schroeder for their ser-
vice on the Parks and Recreation Commission as this is their final meeting.
The meeting was adjourned at 7:10 p.m.
