Englewood Parks and Recreation Commission
Minutes of February 12, 1987

The regular monthly meeting of the Englewood Parks and Recreation Commis-
sion was called to order at 5:30 p.m. by Chairman Poole at the Englewood
Municipal Golf Course Clubhouse.
Members present: Bradshaw, Dounay, Gomes, Higday, Neyer, Pillow, Poole,
Schroeder, Weber, Kuhn, ex officio
Members absent: None
Also present: Doug Foe, Recreation Superintendent
Jim Kavinsky, Parks Superintendent
Dan Engerman, Parks & Recreation Intern
Chairman Poole asked if there were any additions or corrections to the
minutes of January 8, 1987. There were none. A motion was made and seconded
that the minutes be approved as presented. The motion passed.
Recreation Supt. Foe introduced Dan Engerman to the Commission. Dan is
from the University of Northern Colorado and is an intern with the Parks and
Recreation Department for the current semester.
Chairman Poole opened the floor for nominations for vice chairman for the
Parks and Recreation Commission. Commissioner Higday made a motion, seconded
by Commissioner Dounay, to nominate Steve Neyer to serve as vice chairman .
The motion passed.
Recreation Supt. Foe reported that recreation staff drafted a staff reor-
ganization proposal, which was recently presented to and approved by City
Council. Foe explained that the nine permanent part-time positions created in
1978 working 35 hours per week have been reclassified to six full-time recre-
ation specialist positions. He stated that three of the permanent part-time
positions will become effective February 16, with two Malley Center positions
becoming effective June 19. One permanent part-time position at Malley Center
will be promoted to a recreation leader position effective June 19. Director
Kuhn stated that the staff reorganization will save the City approximately
$30,000 the first year, and thereafter, approximately $9,100 per year. It is
expected that the program quality and efficiency will increase.
Parks Supt. Kavinsky reported that the Parks Department has assumed
responsibility of downtown maintenance, and one leadworker position for ir-
rigation and one CSWII position have been created to accommodate the addition-
al work load. Kavinsky stated that the permanent part-time greenhouse worker
position has been reclassified to a CSWII full-time position. Kavinsky stated
that because of the staff restructuring, it will not be necessary to use the
entire $60,000 that was appropriated to the Parks budget for the downtown
maintenance work load. Director Kuhn stated that it is the intent of the
Parks Division to strengthen its leadership and structure to more easily as-
sume tasks as they are assigned, such as the downtown maintenance and Little
Dry Creek maintenance project . If it becomes necessary to hire additional
employees to carry out the work load, it will be done at the lower level .

Director Kuhn reported that he met with Mr. & Mrs. Schnackenberg concern-
ing their request for a peace grove to be established on City property. Kuhn
suggested several possible sites, including the southwest corner of Duncan
Park, and the back area of Jason Park. Kuhn suggested that the Schnackenbergs
confer with their group and a landscape architect and decide on a plan, obtain
cost estimates, etc., and the Department will work with them based on the in-
formation they produce.
Director Kuhn reviewed the Comprehensive Plan pertaining to the Parks and
Recreation Department and stated that Assistant Director of Community Develop-
ment, Dorothy Romans, requested that the Commission discuss the plan and make
any necessary changes or additions. There was some discussion regarding the
facilities in Northeast Englewood, acquisition of Duncan Park by the City
should it become available in the future, acquisition of the land West of
Cushing Park, and developing the land East of Centennial Park to tie in with
the South Platte River bike trail.
Commissioner Weber entered the meeting at 6:05 p.m.
Recreation Supt. Foe reported on the progress of repairs on the hot water
pressure and temperature at the recreation center. Foe stated that the system
designer, Jeff Grebe, of Osbaugh and Miller Assoc., believes the problem has
now been isolated in the handicapped showers in both the women's and men's
locker rooms. Foe stated that the fluctuation in water temperatures and pres-
sure has been an inconvenience to the public and it is hoped that the problem
can be rectified as soon as possible. Foe stated that the problem of low
water pressure has been somewhat alleviated by partially closing the pool re-
fill valve, which does not affect the adequacy of refilling the pool rec .
tank.
Recreation Supt. Foe reported that the term of Dr. Gatewood Milligan on
the Malley Center Trust Fund Board of Trustees will end April 20, 1987, and he
has expressed a desire to serve another term. In accordance with the or-
dinance, Foe reported that the Parks and Recreation Commission must make a
recommendation to City Council to fill this vacancy. After some discussion,
Commissioner Schroeder made a motion, seconded by Commissioner Dounay, to make
a recommendation to City Council that Dr. Gatewood Milligan be considered for
reappointment to the Malley Center Trust Fund Board of Trustees. The motion
passed.
Director Kuhn reported on scheduled repairs for the golf course club-
house. Kuhn stated that interior painting of the clubhouse has just been com-
pleted, sections of carpeting will be replaced in the dining area and restroom
entrances, tile in the men's room will be replaced as well as tile regrouting
in the ladies room. Bids for these items have been received and repairs will
begin soon.
Director Kuhn reported that sand has been replaced in all front nine
traps . The original pumps in the back nine are being replaced, which will
standardize the equipment on both front and back nine. Kuhn stated that plans
are being made to reconstruct the no. 6 green in the Fall.
Commissioner Neyer asked if there was a possibility of a fence opening
being installed along the South Platte River trail so that golfers will have a
means for retrieving their balls without having to walk the length of the
fence. Director Kuhn stated that a break in the fence could cause a weakening

in the fence structure. Possible hazards to the trail users must also be con-
sidered. Kuhn stated he would check into the possibilities .
Director Kuhn reported that a request has been received from the Engle-
wood High School after-prom party committee to again use the recreation center
(excluding use of the pool) on May 9 for their all-night after-prom party.
The Commission agreed that this is a worthwhile activity and there were no
objections from the Commission. There was some discussion of possible in-kind
service arrangements with the Englewood School District for the use of the
recreation center for this activity.
There was some discussion regarding notification to residential areas in
the event of major alterations to park areas and other city facilities, such
as cutting down old "landmark"-type trees.
Commissioner Dounay asked if there is a facility in Englewood where
teenage youth could hold a teen canteen activity. Suggestions included a teen
canteen be held in the parking lot at the Miller Building as a summertime
event, the meeting rooms at the recreation center, or in the old Safeway Store
on East Hampden Avenue.
Commissioner Weber asked if further consideration has been given for hon-
oring Englewood athletes on the lobby wall at the Englewood Recreation Center.
The Commission agreed that a memo should be sent to the School/City Committee
concerning th i s matter.
