City of Englewood PARKS AND RECREATI ON COMMISSION Minutes of May 13, 2010 CALL TO ORDER The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5 :41 pm by Chairperson Gomes at the Englewood Recreation Center Aquatics Room, 1155 W. Oxford Avenue. Present: Austin Gomes , Chairperson Mitch Waldman, Vice Chairperson Carolyn Armstrong, Commission Member Karen Miller, Englewood Schools Liaison Jim Woodward, Commission Member Bob Mccaslin, City Council Liaison Donna Schnitzer, Cultural Arts Commission Randy Kloewer, Youth Commission Member Jerrell Black , ex officio Absent : Douglas Garrett, Commission Member Christina Kruk , Youth Commission Member Also Present: Gary Hultberg, Recreation Manager Dave Lee, Manager of Open Space APPROVAL OF MINUTES Chairperson Gomes asked if there were any changes or corrections to the minutes of April 8, 2010. There were none. The minutes were approved as presented. III. SCHEDULED PUBLIC COMMENT There were no visitors present for Scheduled Public Comment. IV . UNSCHEDULED PUBLIC COMMENT V. There were no guests present for Unscheduled Public Comment. GOLF FLEET UPDATE Director Black informed the Commission that the golf course is moving forward with the transition of gas carts to electric carts in addition to the renovation of the clubhouse basement to accommodate the electric carts. Black explained that the golf course will purchase eighteen electric carts in 2010 which will not be in until the fall. Black discussed the renovation of the clubhouse. Vice Chairperson Waldman asked if a vendor for the carts has been selected. Black replied not yet. Commission Member Woodward asked when the carts will be ordered; noting that money from Miller Weingarten needs to be used by the first of June. Black explained that they are looking at the Miller Weingarten contract to determine if that money can be used to fix the clubhouse instead of purchasing the golf carts in order to give them more time to select a vendor for the carts. Discussion ensued. VI. COMMUNITY GARDEN UPDATE Cultural Arts Commission Liaison Donna Schnitzer announced that the Grand Opening of the Community Garden will be on Saturday, May 15 111 at 9am. Schnitzer spoke in regard to the amount of work that Parks and Recreation staff, DUG and Steering Committee members , in addition to volunteers , have put into the project. Black also acknowledged Schnitzer and the other Steering Committee members for the time and effort they have put into the garden. Commission Member Armstrong reported that other than the dog park issue, she has heard more comments from the community in regards to the community garden than any other project and encouraged the Board to do all it can do to support this project. Schnitzer spoke in regard to still needing help in preparing the garden and encouraged board members to spread the word to anyone interested. Armstrong stated that Bishop Elementary has garden plots available if there is anyone on a waiting list for the community garden. Youth Member Randy Kloewer asked if the garden was successful this year would it be expanded next year. Schnitzer replied that it would not be expanded at the current site. Black informed the Commission that he has had discussion with a community leader from Charles Hay in regard to putting a community garden at the school next year. VII. CULTURAL AR TS COMMISSION UPDATE • In regard to an update on the May Cultural Arts Commission meeting, Schnitzer reported that a local artist has donated a sculpture to the Museum of Outdoor Arts which MOA hopes to display in the Civic Center Atrium. Commission members were informed that the City of • Englewood has officially donated the Wal -Mart Art Wall to MOA who will begin refurbishing the art piece in the next month. Schnitzer discussed plans to replace the Artabout Englewood event with an Arts Festival. VIII. DIRECT OR'S CHOICE Black informed the Commission that Recreation Manager Gary Hultberg and he had met with the Englewood Lion's Club yesterday to inform them that the Department of Parks and Recreation will placing a bench by the Belleview train depot honoring the Lion's Club for its generous donation of the Belleview Train to the City of Englewood . Black explained that the bench will have a plaque on the back recognizing the Lion's Club in addition to custom logos on each end. Black told the Commission that for the last couple years the Department of Parks and Recreation has partnered with the Business Improvement District (BID) on holiday lighting in downtown Englewood. Black stated that the City 's funding for the holiday lighting has been depleted but that there is an existing electrical issue that will cost approximately $30,000 to repair. Black explained that in the 2010 Parks Open Space Shareback funds , there is a Centennial Park landscaping project that the Department has decided to table and use the money to fix the electrical problem on South Broadway. Black stated that staff feels it is appropriate to transfer the funds to help BID with the holiday lighting. • • • • IX . COMMISSION MEMBER'S CHOICE In regard to the bench for the Lion's Club, Woodward thanked Black and told him that the Lion's Club members are very pleased and appreciative to hear of plans for the bench. Woodward discussed a recent incident involving Englewood Soccer Association at Bates/Logan Park involving the police being called for loud music. Woodward reported that the music was turned down and the BBQ/Tournament continued. Schnitzer spoke in regard to the Englewood School District Art Show that was held in the Englewood Public Library and what a great job the students and teachers had done. Englewood Schools Liaison Karen Miller announced that Brian Ewert has been selected as the new Englewood Schools Superintendent. Miller stated that the School Board was unanimous on the decision. Miller also announced that on Monday night, Englewood City Council honored former Superintendent Roscoe Davidson as the 2010 Citizen of the Year. Hultberg informed the Commission that the Department of Parks and Recreation has applied for a grant through USA Swimming which they will find out on Monday if they will receive any funding. Hultberg reported that research shows that 40% of young children have not had any water safety classes so the money may possibly be used to work with Englewood Schools to provide swim lessons at the Rec Center for a particular grade. Miller stated that the school district would be open to working with the City on a program. Commission members were told that the Englewood Recreation Center recently replaced some of its older fitness equipment and donated some of the replaced equipment to Englewood High School. Hultberg told the Board that May is Water Safety Month and the Aquatics Division has put together a one-hour program for the elementary schools that includes a video by the American Red Cross and a "goodie" bag that has a learn-to-swim activity book, a pass to Pirates Cove, a swim toy and whistle and a rule book for parents . Hultberg thanked Waldman for providing material for the sail for the sunken ship at Pirates Cove. Lee told the Commission that the golf course is in the process of bidding out work for the #3 green that will divert water from the #3 green into the lakes . Lee explained that the bids are due on May 18th and the work will begin on May 24th and be finished by May 271h. X. ADJOURNMENT The meeting was adjourned at 6: 17pm. /s/ D .
