HomeMy WebLinkAbout1988-06-09 PRC MINUTES• • • Englewood Parks and Recreation Commission Minutes of June 9, 1988 The regular monthly meeting of the Englewood Parks and Recreation Commis- sion was called to order at 5:30 p.m. by Chairman Neyer at the Englewood Municipal Golf Course Clubhouse. Members present: Armstrong, Braucht, Clayton, Gomes, Hathaway, Neyer, Wiggins, Kuhn, ex officio Members absent: Kozacek, Vanderleest Also present: Jim Kavinsky, Parks Superintendent Ken Ballard, 'Recreation Supervisor Chairman Neyer asked if there were any additions or corrections to the minutes of May 12, 1988. There were none. A motion was made and seconded that the minutes be approved as presented. The motion passed. Director Kuhn discussed the duties and responsibilities of the Golf Course Manager which include planning for golf course improvements as follows: 1. 2. 3. 4. 5. 6. 7. 8. Complete the staffing of the Pro Shop. Report on potential lease and storage building, which has been com- pleted and turned in to City Council. Develop a contract for golf tournaments and golf instruction, which was discussed at the Commission meeting in May. Develop a policy for free golf . Complete plans for golf course restaurant signs; as per the new Con- cessionaire contract, the City and Concessionaire are sharing costs, 50/50, for the new signs. Complete plans and cost estimates to secure the restaurant facility from the rest of the clubhouse. Discussion ensued with regard to various security structures . Attempt to resolve the roof leak problem at the clubhouse. Obtain estimates for sealing the old clubhouse walls inside and out- side where moisture is seeping through, and obtain estimates for shoring the basement walls at the old clubhouse which are beginning to fall in. Future plans under consideration for the Golf Course inc lude a City em- ployee golf tournament, and a computerized shop inventory and marketing strategy to determine the most efficient procedure for running the Pro Shop. Kuhn stated that an overall profit margin of 30% from the Pro Shop to the City should be maintained. Kuhn stated that a possible franchise with Gart Brothers for the Pro Shop has been investigated in the past but it was deter- mined at that time as being unfeasible. After some discussion, Commissioner Clayton suggested that franchise possibilities again be investigated and in- formation presented to the Commission for consideration for 1989 . - 1 - • • • Kuhn reported that improvements to be completed in 1988 include the reconstruction of #6 and #7 greens and improving #7 fairway as well as im- provements for the driving range. Kuhn stated that construction of the main- tenance building should begin no later than September 1. Revamping of the landscaping around the clubhouse and the islands in the parking lot is scheduled for this season. Kuhn stated that the handling of tournament prizes will be reorganized so that monies will not be carried over from year to year. The wood siding of the clubhouse will be oiled and stained to prevent weather damage. Recreation Supervisor Ballard gave a synopsis of promotional activities which are being offered at the Englewood Recreation Center. Some of these include promotions for annual passes, fitness testing, Center punch cards, two-for-one racquetball offered during the summer months, and prizes or give- aways of Center coupons, punch cards and pro shop items, etc. Ballard re- ported that the lighted sand volleyball courts are now complete and are lo- cated on the North side of the Recreation Center. Promotional passes for free use of the courts are being handed out to introduce the public to the new facility. Advertising the Recreation Center facilities in the "new" Englewood Citizen was discussed. Recreation Supervisor Ballard reported that the Englewood Recreation Cen- ter will be toured on June 22 by some 90 participants of the Recreation Facilities Design and Management School which is being hosted by the Colorado Parks and Recreation Association . Ballard stated that Colorado is probably one of the most progressive states in the country in terms of public recre- ation centers. Participants of the School are coming from all parts of the country and will tour recreation centers, which are nationally known, in Boulder, Westminster, Commerce City , Fort Collins, Loveland and Greeley as well as Englewood. Director Kuhn reported that City Council has received Commission's recom- mendations for Policies and Procedur es for Gifts of Free Golf or Recreational Activity Passes, Golf Instructors Agreement, and Golf Tournament Agreement , but has taken no official action . Kuhn stated that Council requested staff to study the feasibilities of using reclaimed lighting that the City obtained from Jefferson County, part of which has been used for the sand volleyball courts at the Recreat ion Center . Kuhn stated that a report is being prepared by the Engineering Dept . to present to City Council concerning lighting of the driving range with the remaining reclaimed lighting. Director Kuhn handed out for Commission's rev iew copies of policies and procedures for park usage and copies of the Recreation Cen t er s u rveys . Kuhn reported that progre ss is be i ng made i n the construction of the miniature golf course and opening of t he fir s t 18 holes is planned for July 4. Director Kuhn reported that a t wo year rain storm recently flooded Little Dry Creek, and due to some des i gn problems, a considerable amount of clean up was necessary to clear away the s i l t and debris that had washed into the newly constructed pathway area . Parks Supt . Kavinsky stated that total clean up costs came to $13,000 , which includes equipment use and salary expenses for the Parks, Utilities , Engineering and Streets Departments for the 7 to 9 day s that it took for the clean up . -2 - • • • Parks Supt. Kavinsky explained that existing turf maintenance problems, and problems with the water sprinkler system on Little Dry Creek are now being eliminated since the City took over the maintenance program on May 23, and he expects that the browning condition of some turf areas will be alleviated within a short time. Director Kuhn reported that some neighbors of Rotolo Park are opposed to having area lights installed because they will shine in their bedroom windows at night. The lights were proposed to help ward off burglars and prowlers in that area. Kuhn requested that Acting City Manager Vargas ask Councilman Kozacek to speak with the neighbors again concerning this matter. The Commission watched a video tape which Chairman Neyer borrowed from KUSA Channel 9 News Department concerning playground safety and equipment. Discussion ensued. Youth Commissioner Hathaway asked about the vandalized lights under the bridges along Little Dry Creek. Parks Supt. Kavinsky stated that fixtures are still under warranty and the contractor is working with Public Service Company and will install a more vandal-proof lighting fixture. Commissioner Gomes commented that there have been no flags displayed at the Golf Course for several weeks . Director Kuhn stated that they were removed for cleaning.
