Englewood Parks and Recreation Commission
Minutes of October 13, 1988
The regular monthly meeting of the Englewood Parks and Recreation
Commission was called to order at 5:30 p.m. by Chairman Neyer at Englewood
City Hall Conference Room A.
Members present: Armstrong, Braucht, Clayton, Gomes, Hathaway, Kozacek,
Neyer, Vanderleest, Wiggins, Kuhn, ex officio
Members absent: None
Also present: Jim Kavinsky, Parks Supt.
Pat Stephens, Parks Dept. Clerical Tech.
Chairman Neyer asked if there were any additions or corrections to the
minutes of September 8, 1988. There were none. A motion was made and
seconded that the minutes be approved as presented. The motion passed
unanimously.

Commissioner Clayton reviewed policy recommendations that were made by
the sub-committee for free golf and Recreation Center use by City employees.
Following discussion, which included use of the Recreation Center by the City
Fire Department whereas other City employees are not given that right, free
golf play by golf course employees, etc., Commissioner Clayton made a motion,
seconded by Commissioner Kozacek, to amend item No. 2 to read "Employees only
of the City of Englewood shall be offered resident privileges for the use of
recreational facilities in the City of Englewood." And to amend item No. 6 to
read "No Boards or Commissions have any free use privileges." The motion
passed unanimously.
Youth Commissioner Hathaway made a motion, seconded by Commissioner
Braucht, to amend item No. 7 to read "Englewood City Council may play free or
have free use of a cart for touring twice a year." The motion passed
unanimously.
Commissioner Gomes made a motion, seconded by Commissioner Kozacek, to
adopt the entire amended policy for golf and recreation facility use by City
employees. The motion passed unanimously.
Director Kuhn reviewed survey results from Foothills and South Suburban
Parks and Recreation Departments regarding private advertising in Department
brochures and facilities. There was discussion regarding types of advertising
that would be acceptable in recreation facilities. Director Kuhn stated he
will prepare a list of guidelines to present for Commission's approval at the
November meeting.
Parks Supt. Kavinsky reported on the possibilities of using sludge from
the Englewood Sewer Plant in Englewood parks in lieu of chemical fertilizer .
Kavinsky stated that a report he received from the Water and Sewer Department
states that it is illegal to use that type of sludge for anything other than
an agricultural area where the ground will be rototilled. Kavinsky stated

that a number of years ago, some Englewood parks received sludge applications
for fertilizer during initial construction and as a result, there is a layer
under the sod which is impermeable to water, air and/or grass roots, causing
many problems for maintaining healthy turf.
There was discussion with regard to the elimination of a fertilizing
cycle as was suggested by Council to cut costs. Kavinsky stated that
applications have already been cut in half and by cutting again, there would
be only one application per year which would deteriorate turf quality.
Kavinsky stated he would rather make a $10,000 cut in another area so that
turf quality can be maintained. Director Kuhn stated he will prepare a memo
to Acting City Manager Vargas to review with Council concerning the effects
that would occur if the fertilizer application program were to be cut to once
a year and recommend areas where it would be more appropriate to cut the
$10,000 amount.
Director Kuhn reported on budget cuts which were made at the budget
retreat as a result of the current economic situation. He stated that the
Miller Building will be closed for recreational use. This building
facilitates the adult oil painting, ceramics and pottery classes. Kuhn stated
that these classes will not be moved to the Malley Center as was stated in the
newspaper due to the additional costs for running them at that location.
Also included in Department budget cuts were the Malley Center as a 9
Health Fair site and the elimination of the Malley Center being open on
Saturdays.
Continuing discussion of budget retreat results, Director Kuhn stated
that 2 1/2 additional employees for the maintenance of the Little Dry Creek
and Plaza area were approved, but the Department was requested to delay the
hiring of a City Service Worker II position for three months. The direction
by Council to recover 50% on direct costs of all youth programs will cause
increased participation fees to some of these programs. There was discussion
regarding possible re-organization of the use of Sinclair Pool during the
Summer to help defray operating costs. Kuhn stated that one idea being
considered is to use Lottery funds for installing a water slide at Sinclair
Pool to increase attendance at the pool.
Kuhn stated that he will have recommendations for all program fee changes
for Commission's consideration at the next meeting.
Director Kuhn reported that the Fun, Food and Fitness Fair was held at
the Recreation Center last weekend with approximately 200 people in
attendance. He stated that it was well received and may be offered again next
year. He reported also that a Fall Fling Dance will be held on October 29 at
the Recreation Center for Flood and Sinclair Middle School students. Some
Commission members expressed interest in attending.
Director Kuhn reported that the Riverside Miniature Golf Course
owners/operators have requested an extension of their completion date for the
last 36 holes due to unforeseen obstacles and financial restraints during
construction. Following discussion, Commissioner Gomes made a motion,
seconded by Youth Commissioner Hathaway, to recommend that City Council review
the contract between Riverside Miniature Golf Course and the City of Englewood
and take into consideration the unforeseen obstacles and expenses that were

incurred during construction and extend the completion date. The motion
passed unanimously .
Commissioner Braucht asked about the status of lighting of the golf
course driving range. Director Kuhn stated that lighting of the driving
is in the 1989 budget and construction will begin in the Spring of 1989.

There was some discussion regarding possibilities of employing a retailer
for the golf course pro shop.
The Commission discussed information provided by Commissioner Armstrong
regarding a type of enamel covered picnic table that is being used by the
State Parks Department and the feasibility of installing them in Englewood
parks.
Commissioner Clayton informed the Commission that Wright Water Engineers
has been given the contract for design of the Union Avenue Dam.
Commissioner Clayton stated that two bids were received and reviewed for
replacement of the golf course concessionaire and contract details are
currently being worked out.
Commissioner Gomes asked about the status of the appraisal for purchase
of land from St. Louis School for expansion of Malley Center. Director Kuhn
stated he has received no word from the Engineering Department, however the
appraisal is due this week.
The Commission thanked Youth Commissioner Vanderleest for her service on
the Commission for the past year. Robyn Vanderleest's term on the Commission
has expired. There was discussion regarding the murals for Little Dry Creek
bridges project which Robyn played a significant roll in activating. Director
Kuhn stated that the information was passed on to City Council but he has not
received a response.
