HomeMy WebLinkAbout1988-12-08 PRC MINUTES• • • Englewood Parks and Recreation Commission Minutes of December 8, 1988 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:35 p.m. by Chairman Neyer at the Englewood Municipal Golf Course Clubhouse. Members present: Braucht, Gomes, Hathaway, Kozacek, Neyer, Ramelow, Kuhn, ex officio Members absent: Armstrong, Clayton, Wiggins Also present: Jim Kavinsky, Parks Superintendent Chairman Neyer asked if there were any additions or corrections to the minutes of November 10, 1988. There were none. A motion was made and seconded that the minutes be approved as presented. The motion passed unanimously. Director Kuhn reported that the fees and charges for 1989 as recommended by staff were reviewed and approved by City Council at the Nov.ember 21 study session. Kuhn also reported that staff presented Council with two options as possible alternatives for keeping Miller Building open. Council selected Option II which, in addition to direct costs, would include costs to the participants for firing (for Ceramics and Pottery only), lights, air conditioning and heating. Kuhn stated that staff is currently investigating possibilities for lowering operating costs for the Drama program and w.ill make . a recommendation to the Commission at a later date. Discussion ensued regarding cost recovery for the Drama program. Director Kuhn passed out copies of the Policy for Free Golf by City Employees and City Officials and reported that Council requested that the original policy proposed by the Commission, which included recreation facilities, be redrafted to include only the golf course. Kuhn stated that the original policy was therefore reworded to pertain only to the golf course. Director Kuhn reviewed a Proposed Policy for Parks and Recreation Advertisers and Sponsorships, copies of which were passed out to the Commission. There was considerable discussion regarding advertising or sponsorships for beer and liquor products. Youth Commissioner Hathaway suggested putting a notice in the Englewood Citizen that the Parks and Recreation Department is now selling advertising space in the Recreation Broch.ure. Kuhn stated that he will prepare a brochure of information concerning advertising and sponsorship to present at the next Commission meeting in January. Director Kuhn passed out and reviewed a proposed Policy for Use of Recreation and Park Facilities and Participation in Recreation Activities for City Employees. Following some discussion, Youth Commissioner Hathaway made a motion, seconded by Commissioner Kozacek, to recommend to City Council to approve the Policy for Use of Recreation and Park Facilities and Participation in Recreation Activities f0r City Employees and that item #3 under Park Facilities be amended to read "Use of any facility by one or more employees - 1 - • • • for any event not considered a City or department function shall require the fee for use of that facility." The motion passed unanimously. Commission Chairman Neyer, as Chairman of the Holiday Lighting Competition, reported that 19 entries were received and contest judging will take place on December 10. He stated that staff members of the Parks and Recreation Department and Community Development have been instrumental in the program's success. He stated that City Council funded the program and expenses incurred have com .e to only 50% of budget. Winners will be announced at the December 19 City Council meeting. Neyer stated that Tom Munds from the Englewood Sentinel will publish an article, including photographs, of the results of the contest. Neyer stated that Munds has been generous with the newspaper exposure he has given the program. Director Kuhn presented copies of a memo addressed to the Parks and Recreation Commission from the Chairman of the Malley Center Advisory Committee concerning resident and non-resident fees at Malley C~nter. Kuhn reminded the Commission that, at the November meeting, the Commission voted unanimously to recommend to City Council that there be no non-resident fee at Malley Center. The Commission expressed concern that one Commission Member present at the November meeting thereafter wrote a memo to Council stating further investigation into the possibilities of the non-resident membership fee should be considered. Following considerable discussion, the Commission requested that a letter be drafted to City Council reaffirming the original recommendatiort of the Advisory Committee and the Parks and Recre&tion Commission that no additional non-resident class or membership fee be charged. Commissioner Kozacek stated that Council did approve all fees and charges recommended by the Commission. · Director Kuhn reported that the golf course concession contract will go to City Council for final approval at next week's Council meeting. Kuhn briefly reviewed the contract for the Commission. He stated that the liquor license hearing with the City of Sheridan is scheduled for December 13. There was some discussion regarding the possibility of allowing reduced drop-in activity rates at the Recreation Center for senior citizens for use of the track. The Commission felt, as has been discussed in the past, that most senior citizens are in a financial position to use recreation facilities at the regular rate and that some Recreation Center programs offered through Malley Center are discounted for seniors. There was some discussion regarding offering a free day at the Recreation Center. Commissioner Kozacek announced that a new City Manager for the City of Englewood has been appointed and will begin January 15. Youth Commissioner Hathaway, with regard to Recreation Center facility rental rates, stated that there is no record of the policy for determining Recreation Center facility rental rates ever having been adopted by Commission in the form of a motion. The Commission agreed to table the discussion until the January meeting . Di .rector Kuhn stated he will call Council Member Byrne regarding unexplained delays in receiving service at the Recreation Center front counter. - 2 - .. • • • Commissioner Gomes complimented Chair man Neyer for his efforts with respect to the Christmas Lighting Contest.
