After a barbecue dinner, the regular monthly meeting of the Englewood
Parks and Recreation Commission was called to order at 6:15 p.m. at Belleview
Park by Chairman Neyer.
Members present: Armstrong, Braucht, Clayton, Gomes, Hathaway, Kozacek,
Neyer, Ramelow, Wiggins, Winkle, ex officio
Members absent: None
Also present: Jerrell Black, Recreation Supervisor
Carol McGuigan, Recreation Leader
Chairman Neyer asked if there were any additions or corrections to the
minutes of July 13, 1989. Youth Commissioner Hathaway stated that
Vice~Chairman Gomes, as presiding officer of the July 13 meeting, should be
referred to as Acting Chairman Gomes throughout the minutes of the July 13
meeting. A motion was made and seconded that the minutes be approved as
amended. The motion passed with one abstention from Commissioner Kozacek.
[Note: After reviewing Municipal Code Section 2-4-2A, City Clerk Patricia
Crow has advised Director Winkle that usage of the designation "Vice-Chairman"
.is appropriate.]
Recreation Supv. Jerrell Black introduced Recreation Leader Carol
McGuigan, who is in charge of such programs as Special Events, Music, Dance,
Arts and Crafts, Belleview Farm and Youth Programs.
The Commission toured the Belleview Children's Farm facility and was
informed that the facility has realized 100% recovery with 22,000 people
having toured the farm this season thus far.
Following the farm tour and question and answer period, Recreation Supv.
Black and Recreation Leader McGuigan departed the meeting.
The Commission discussed a revised version of the Youth Commission Member
application form. Following brief discussion, Commissioner Gomes made a
motion, seconded by Commissioner Wiggins, to approve the revised Youth Member
application form as presented. The motion passed with one opposing vote from
Youth Commissioner Hathaway. Also discussed was the process by which
applications will be made available. Director Winkle stated that the School
Administration and .Counselors will be advertising that the Commission is
seeking qualified applicants to fill the Youth Member vacancies, and we will
request advertising in the school newspaper and the home delivered school
newsletter. Chairman Neyer suggested requesting that applicants provide with
their application a letter of recommendation from a school counselor or
teacher. Following discussion, Commissioner Clayton made a motion, seconded

by Commissioner Kozacek, to amend the Youth Member application to request that
the applicant provide a letter of reference from a teacher or school
counselor. The motion passed unanimously.
Director Winkle reported that it has been brought to her attention by
Golf Pro Mark Kindahl that the Greater Englewood Chamber of Commerce, when
sponsoring the George Allen Golf Tournament in the past, has not been required
to follow golf tournament rules and pay the standard tournament fees.
Considerable discussion followed with regard to deviation of rules and fees
from one group to another. Youth Commissioner Hathaway made a motion that the
standard tournament rules and fees be applied to the George Allen Golf
Tournament. The motion died for lack of a second.
Following further discussion, Commissioner Kozacek made a motion,
seconded by Commissioner Braucht, for staff to investigate equitable
tournament rules and policies for all groups and clubs and make
recommendations for guidelines to be followed by all tournament participants.
The motion passed unanimously. Director Winkle requested that this matter be
discussed at the October Commission meeting which will be held at the golf
course. She stated that Golf Pro Kindahl will be available to answer
questions at the meeting. The Commission agreed.
Director Winkle reviewed recommendations for the 1990 Recreation Services
budget. Discussion included budget recommendations for Malley Center, Library
.and Recreation Administration, Sports and Athletics, General Programs, and
Golf Course Operations ..
Commissioner Kozacek pointed out that the roofing at the farm and train
station is beginning to boil and stated this would be an item for budget. In
the event of re-roofing, Kozacek suggested that a full face gutter be
included. Kozacek also called attention to the improper backfill at the base
of the new bridge at Belleview Park.
Director Winkle informed the Commission that there is a delay in the
installation process of the driving range lights due to the unstable ground
condition in the area for the poles to be installed. Attempts are being made
to rectify the problem.
Director Win kle reported that money has been budgeted to install
evaporative coolers in the golf course clubhouse in 1990.
Director Winkle passed out and reviewed copies of memoranda from the
three recreation supervisors with regard to City Manager Fraser's request for
additional 1990 budget request reductions. Winkle stated that the additional
reductions were requested due to a 3% personal services increase over 1989,
and the City Manager's guideline that departmental bottom line figures should
not exceed 97.5% of the 1989 bottom line. Enterprise funds (i.e., Golf
Course) are excluded from these guidelines.

Chairman Neyer requested a breakdown of expenditures for the 1989 Summer
Drama Program. Youth Commissioner Hathaway discussed information he had
received from Drama participants regarding improper practices related to
certain Independence Day Fair expenditures for that program. Chairman Neyer
instructed Hathaway to provide documentation concerning these accusations, and
requested that this information be distributed to the Commission.
There was some discussion regarding the possibility of soliciting
sponsorships for the Drama Program as well as the Spencer Field scoreboard.
Director Winkle distributed copies of a press release regarding a recent
near drowning incident at the Cushing Park Pond. -There was some discussion
regarding a request from the victim's father that a 5 ft. fence be installed
around the pond and possible problems and dangers that could result in the
event a fence is put up. Commissioner Gomes made a motion, seconded by
Commissioner Clayton, to advise City Council that it is the Commission's
recommendation that it would not be advisable at this time to fence the ponds
and lakes in Englewood parks. The motion passed unanimously.
Director Winkle passed out information with regard to lottery fund
distribution for the Commission's review.
Recording Secretary Wilks reported for Director Waggoner that the
.Environmental Protection Agency was scheduled to perform water and soil tests
at the Englewood Golf Course on Wednesday, August 10, however in checking with
Golf Course Supv. David Lee, it was learned that the EPA representatives
failed to keep their appointment. There has been no reschedule made for the
testing.
Commissioner Gomes asked if staff has received word from Elsie Malley's
Trust Officer concerning the land that the City hopes to purchase from St.
Louis Parish adjacent to the Malley Center property. Director Winkle stated
that it was the City's feeling that receipt of a letter of intent was
necessary for the City to negotiate for the land. Winkle stated that a letter
was requested and has been received from the Trust Officer, and City Attorney
Rick DeWitt is now working out an agreement to be presented to the Trust
Officer for signatures.
Commissioner Clayton reported that City Manager Fraser has requested that
staff contact the City of Fort Collins in order to obtain information
regarding their boating regulations for possible use in conjunction with a
. similar program in Englewood at Centennial Park Lake.
Commissioner Armstrong gave credit to a Young American Baseball
Championship Game umpire for his wise decision in calling a tied game a draw
after nine innings of play. It was evident that the nine year old players
were becoming exhausted in the heat.
