Eng l ewood Parks and Recreation Commission Minutes of February 9, 1989 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:35 p.m. by Vice-Chairman Gomes at the Englewood Public Library Conference Room. 9 E Members present: Armstrong, Braucht, Clayton, Gomes, Hathaway, Kozacek, Ramelow, Wiggins, Kuhn, ex officio Members absent: Neyer Also present: Jim Kavinsky, Parks Superintendent Dave Lee, Golf Course Supervisor Mark Kindahl, Golf Professional Vice-Chairman Gomes asked if there were any additions or corrections to the minutes of January 12, 1989. There were none. A motion was made and seconded that the minutes be approved as presented. The motion passed unanimously. With regard to the Commission's policy for free golf for City employees, Commissioner Braucht stated she has received comments from several employees since this policy was enacted by the Commission and City Council last Fall. Braucht stated that perhaps City Manager Fraser should review the policy and make some comments and recommendations to the Commission. Braucht stated it is her feeling that many returning golf course seasonal employees who have worked for Englewood for a number of years will not return to work if there are no free golf benefits. There was considerable discussion regarding golfing and recreational benefits for all City employees. Commissioner Braucht made a motion, seconded by Commissioner Armstrong, to recommend to City Council that they request City Manager Fraser to review the policy for free golf for City employees and make his recommendations for formulating a comprehensive policy for all City employees to the Parks and Recreation Commission. The motion passed with one opposing vote from Youth Commissioner Hathaway. Hathaway stated that the Commission has spent considerable time formulating the current policy and he is in favor of the policy as it stands. Hathaway stated that perhaps an employee working at the golf course for the sole purpose of having free golf privileges is not worthy of City employment. Commissioner Clayton suggested that perhaps the policy could include that an employee could play free golf on an earned basis, i.e., work a certain number of hours to earn a free rqund of golf. Youth Commissioner Hathaway stated that staff should be directed to conduct a survey of other city golf course policies in order to develop a reasonable policy for Englewood employee golfing privileges. Golf Pro Mark Kindahl asked for clarification of item #2 of the current policy for employees golf privileges as to whether or not the intention of "resident privileges" includes scheduling a tee time 24 hr. in advance and purchasing annual passes at the resident rates. Direct Kuhn informed him that these are included. -1 - • • • Parks Supt. Kavinsky reported that he has discussed with Director of Engineering Services, Densel Ragland, the problem of icing of sidewalks on Little Dry Creek at the US 285 and South Broadway and at US 285 and Sherman St. Kavinsky explained that water runs down the cement slopes under the bridges and across the walkways and freezes. He stated that when the Parks crews are on duty, the ice build up is taken care of, but there is no crew on duty to take care of late afternoon and weekend thaws/freezes. Discussion included warning signs, liability, maintenance of the ice build up, possible solutions to alleviate the hazard, etc. With regard to painting of murals for the Little Dry Creek underpasses, Director Kuhn reported that he received another sketch from Tim Mispagel for possible use . There was discussion concerning the problem of graffiti on the walls of the underpasses, the theme of the mural paintings, methods of soliciting the aid of students to paint the murals, etc . Commissioner Kozacek made a motion, seconded by Youth Commissioner Hathaway, to table the issue of painting murals on the walls of the Little Dry Creek underpasses until August. The motion passed unanimously. The Commission reviewed information previously mailed to the members regarding Recreation Center rental rates. Commissioner Clayton questioned the rate for racquetball court rentals. Some discussion ensued. Director Kuhn reviewed information contained in the Commission's packets concerning fees for Malley Center programs vs. similar Recreation Division programs. There was considerable discussion regarding fair market pricing of programs, Malley senior non-resident fees being considerably less than residents fees for similar Recreation Division programs, the possibility of changing policy in order to change the fee structure for programs, etc. Commissioner Kozacek made a motion, seconded by Youth Commissioner Hathaway, to appoint a committee of three Commission members and one staff member to utilize a 3-4 month time period to review the overall policy for determining program fees and make recommendations for Commission's consideration to forward to Council for possible policy change. The motion passed unanimously. Commission volunteers for the committee include Commissioners Armstrong, Clayton and Hathaway, and staff member Kuhn. Director Kuhn stated that he will likely request Malley Center Director LuAnne Mickelson to assist in this policy review. Director Kuhn reported that Bob Searns of Urban Edges is working with private groups to raise funds in order to obtain assistance funding from the Corps of Engineers to complete a Platte River trail entrance off of Oxford Avenue which would also include a paved parking area for 20 cars, a pedestrian path, two boat launches, fishing access, picnic shelter and landscaping. In response to an inquiry at a previous meeting, Director Kuhn reported that the crash bar of the back door of the Recreation Center was sticking, and when someone exited through the back door, it would not properly latch which allowed free access to the building from the outside. Kuhn stated that the latch has been fixed. Director Kuhn informed the Commission that he has been advised by the EPA that the Health Department wi11 be testing the underground water quality of the front 9 of the golf course this Spring. -2 - • • • Director Kuhn advised the Commission that due to budget cutbacks, it will become necessary to discontinue providing meals at the Commission meetings to be effective in approximately two months. Commissioner Clayton reported that a model of the Union Avenue dam was hydraulically tested and it is hoped that construction will begin in the Fall. Youth Commissioner Hathaway asked why a portion of the off/on ramp of the Little Dry Creek path at Logan St. has not been plowed after recent snow storms. Parks Supt. Kavinsky stated he will check in to it. The meeting was adjourned at 8:00 p.m. Linda Wilks, Recording Secretary - 3 -
