HomeMy WebLinkAbout2008-11-13 PRC MINUTES• • CALL TO ORDER City of Englewood PARKS AND RECREATION COMMISSION Minutes of November 13, 2008 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:30pm by Chairperson Gomes at the Broken Tee Englewood Golf Course, 2101 W. Oxford Avenue. Present: Austin Gomes , Chairperson Mitch Waldman, Vice Chairperson Carolyn Armstrong, Commission Member Douglas Garrett, Commission Member Karen Miller, Commission Member (arrived at 5:35pm) Bob McCaslin, City Council Liaison Jim Woodward, Commission Member Christina Kruk, Youth Commission Member Rebecca Laughlin, Youth Commission Member Donna Schnitzer, Cultural Arts Commission Liaison Jerrell Black, ex officio Also Present: Bob Spada, Golf Operations Manager Dave Lee , Manager of Open Space Gary Hultberg, Recreation Manager Wayne Niles, Golf Course Supervisor Shannon Rhoades, Recreation Program Administrator Scott Rhodes , Recreation Program Administrator Alan White , Director of Community Development (arrived at 5 :33pm) II. APPROVAL OF MINUTES Chairperson Gomes asked if there were any changes or corrections to the minutes of October 9, 2008. There were none. The minutes were approved as presented. III. SCHEDULED PUBLIC COMMENT There were no items for Scheduled Public Comment. IV. UNSCHEDULED PUBLIC COMMENT There were no items for Unscheduled Public Comment. V. EURA PARCELS VI. Discussion pertaining to EURA Parcels was postponed until later in the meeting after Alan White , Director of Community Development had arrived. WETLANDS STUDY Dave Lee , Manager of Open Space , informed the Commission that when the front nine was built , a wetland area existed. Lee told the Commission that at that time, it was determined that some of the wetland area was jurisdictional and some of it was non-jurisdictional; noting that the lakes on the golf course contributed water to some of the wetland area. Lee reported that the Army Corps of Engineers visited the golf course this week and determined that the wetlands were non-jurisdictional wetlands and that no further action was necessary. Vice Chairperson Waldman verified that non-jurisdictional means that it is not under the Army Corps of Engineers control. Lee replied yes. Director Black told • the Commission that the City will be tracking play to see if the area is playable . With the arrival of Alan White , discussion was turned over to EURA Parcels. White informed the Commission that in July of 2008, EURA passed a resolution transferring ownership of several parcels of land to the City of Englewood. White explained that the parcels were used for right-of-way, drainage and parking and are located adjacent to properties that the City already maintains . White referred to a handout that showed the location and pertinent property information and noted that parcels of interest to the Commission are : 38 , 39, 40, 41, 46, 47 and 53 that comprise the Little Dry Creek drainage way that is maintained by the Parks Division . White told the Commission that he is looking for a recommendation from the Parks and Recreation Commission to City Council that the ownership of those parcels be transferred to the City of Englewood. Waldman asked White if any money is involved in the transfer. White replied no . Discussion followed. A motion was made by Commission Member Armstrong and seconded by Vice Chairperson \Valdman to recommend to City Council that ownership of EURA parcels #38, 39, 40, 41, 46, 47 and 53 by transferred from the Englewood Urban Renewal Authority to the City of Englewood. All were in favor. Motion passed. VII. PARKS AND RECREATION BENEFITS (CITY OF ENGLEWOOD RETIREES) Black reported that the Parks and Recreation staff will be working with the City 's HR Department in regard to City of Englewood retirees receiving benefits to Parks and Recreation facilities. Black told the Commission that after information is gathered, it will be brought to the Board for discussion and the Commission 's input. Commission members were told that the other issue to be discussed is School District employees receiving benefits to Parks and Recreation facilities . Black explained that there currently is a program in place that allows an employee of Englewood Schools to purchase corporate punch cards in lower visits (25 visits vs . 100 visits). VIII. CULTURAL ARTS COMMISSION UPDATE There was no update for the Cultural Arts Commission. IX. DIRECTOR'S CHOICE • In regard to the discussion in August regarding tabling discussion on use of the show wagon until after the budget workshop , Black informed the Commission that it is his request to continue to table that discussion . Black explained that the Department is in the process of filling the Parks Supervisor position which should be completed by the first of the year but that the City continues to watch the economy and remain very cautious . Black went on to explain that if the economy changes for the worse, then the Parks Supervisor position may not be filled and reductions may need to be made. Black recommended waiting until February to determine where the City and Department are • financially. x. • • • COMMISSION MEMBER'S CHOICE Englewood Schools Liaison Karen Miller announced the Englewood Education 's Fall Fling is Saturday, November 15th at 6pm in Hampden Hall. City Council Liaison Bob McCaslin reported that Keep Englewood Beautiful will be judging holiday lighting on Tuesday, December 9th . Waldman thanked Shannon Rhoades and Scott Rhodes for attending the Englewood Men's Club banquet and also commended Ms. Rhoades for all of her help with the event. Lee informed the Commission that the he has started the process of hiring a Parks Supervisor; noting that it will be done in-house due to a number of qualified candidates within the Parks Division. Lee reported that he had attended a pre-construction meeting for the Golf Course and Dartmouth bridges and plans are that they will be completed by the end of winter. In regard to holiday lighting, Lee told the Commission that the City has entered into a partnership with the Business Improvement District (BID) for holiday lighting in the downtown Broadway district. Lee explained that the holiday lighting will consist of LED lights from Hampden to Floyd along the sidewalks, illuminating the trees. Lee stated that an electrician was brought in to bring power into some areas which should be completed by the end of this week so the lights hung and ready to go by Thanksgiving. Discussion followed . Golf Operations Manager, Bob Spada, reported that things are winding down at Broken Tee Golf Course. Spada stated that it has been a really good season and the course is still getting play . Gary Hultberg, Recreation Manager, reported that Recreation Program Administrators Jeni Rulon and Dave Parks met with the student government class at Englewood High School to discuss ways that Parks and Recreation can better serve the age group . In regard to last month 's discussion concerning an Englewood Recreation ID Card Holders Reward program, Hultberg reported that staff had met with the Alliance for Commerce in Englewood who were very receptive of the program. Hultberg informed the Commission that Recreation staff is looking into electronic message boards for the Englewood Rec Center and Malley Senior Center and eventually for the Englewood Golf Course and Pirates Cove. Hultberg noted that staff is finding out that the boards can be a little pricey and difficult to administer and operate but that they have found a vendor who will do it free of charge . Discussion followed . Spada reported that he will be meeting with the Englewood High School Athletic Director, Paul Evans, next week to discuss golf teams. Miller noted that the high school has enough girls to start a golf program. Black introduced Scott Rhodes, Recreation Program Administrator for Broken Tee Englewood . Black stated that Rhodes comes from Foothills Recreation District and started with the City back in January. Chairperson Gomes noted that this is the last meeting for the year and wished everyone happy holidays and a happy new year. XI.
