Englewood Parks and Recreation Commission Minutes of September 13, 1990 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:35 p.m. by Chairman Neyer at the Englewood Municipal Golf Course Old Clubhouse. Members present: Armstrong, Clayton, Gerlick, Gomes, Neyer, White Members absent: Daugherty, Dounay, Wiggins, Winkle, ex officio Also present: Dave Lee, Golf Course Superintendent Chairman Neyer asked if there were any additions or corrections to the minutes of August 9, 1990. There were none. A motion was made and seconded that the minutes be approved as presented. The motion passed unanimously. Under Director's Choice, Recording Secretary Wilks reviewed, for Commission's information, a list of Parks Division Fall projects. Commissioner Clayton entered the meeting at 5:40 p.m. The Commission discussed items listed on an update sheet prepared by Director Winkle. Information concern i ng the Summer Drama Program funding was discussed. Chai rm an Neyer discussed the necessity to organize a fund raisi ng committee for the program to maintain it's high quality in future years. Sponsorships, admission fees and expenses were also discussed. The Commission requested a breakdown of drama program expenses and revenues be prepared for their review. The Commission discussed City Council's approval of a recommendation made by the Commission in August to change the youth members terms to begin June 1 and expire June 1 the following year; and Council's amendment to the revision to include a one term limitation for youth members. Commissioner Armstrong stated that the one-year limitation was not discussed by the Commission when the recommendation was made in August, and although it was - 1 - agreed that the opportunity to serve on the Commission should be given to as many youth as possible, she was not in agreement that there be no flexibility to reappoint a youth member who is an asset to the Commission, and they should be permitted to reapply. Commissioner Armstrong made a motion, seconded by Chairman Neyer, to recommend that the Commission's recommendation to revise Municipal Code 2-4-1 as it regards youth member terms be adopted excluding Council's amendment to include a one-year limitation for youth members. The motion passed with one opposition from Commissioner Clayton. The Commission discussed Council's approval of the resolution to adopt the "Agreement for Operation of Miniature Golf Course and Go Kart Track". There was some discussion regarding possible topics to be covered at the public hearing on the 1991 budget on September 17. Golf Course Supt. Dave Lee reported on some programs that are currently taking place at the golf course, i.e., tree planting program, and the installation of wintertime use tees to protect the driving range during the dormant winter season. Commissioner Gomes inquired concerning possible methods for curbing the number of individuals who slip past the front counter at the Englewood Recreption Center without paying for use of the facility. Discussion ensued. Commissioner Gomes raised the question of whether or not it would be permissible to forego Commission meetings at such times when there is no business in need of immediate attention. Gomes stated that until approximately two years ago, it was the practice of the Commission to forego meetings in July or August, and again in December. Commissioner Clayton suggested the Commission may want to have a goal setting session to determine the Commission's yearly goals. Commissioner Clayton stated he will determine whether it is required by charter or ordinance that boards and commissions meet monthly, and the Commission can then determine its yearly meeting schedule. - 2 - Commissioner Gerlick reported he observed some trucks parked on the grass near the shelter at Jason Park on Saturday, August 25 from a group that had reserved the shelter. Gerlick stated he reported this to the Police Department but there was no response. There was some discussion regarding the Commission's float entry into the Holiday Parade. Commissioner Armstrong stated it was discussed previously that Director Winkle would find out whether or not the Commission could use the Cherrelyn Horsecar, and also the parade entry fee. The said Corrmission shall consist of nine ( 9) persons to be appointed by the City Council. Tv.D (2) members shall be under the age of eighteen (18) years when appointed. The City Council shall designate four (4) members of the Corrmission to serve until February 1, 1990, and three (3) members to serve until February 1, 1992.
